Murray states that lack of education "fosters ignorance of non-Aboriginal people toward Aboriginal people...which re-enforces racism."

File contains a presentation by James Panioyak that initially describes a harsh life in the bush for Inuit children pre-contact, but a fulfilling one as children learned to respect their parents, their elders and the land. By a person's late teens, survival skills had been learned and upon marriage, a man was capable of fishing and trapping to feed his family and a woman was able to make and repair clothing and to prepare and cook food. Panioyak hopes the Inuktitut language will not die out and believes that elders should be utilized to teach children and youth the old ways and language.

This file contains a presentation by Jane Vinet that describes the Association as an animal welfare organization dedicated to improve humane trapping methods. Vinet offers a number of recommendations to the Commissioners, including coordinated partnerships to implement trap replacement and trapper education programs, and that Aboriginal trappers voluntarily adopt trapping regulations in accordance with the humane trapping regulations as a minimum standard. The file contains a presentation by Jason Goodstriker. Goodstriker, President of the Native American Students' Association at the University of Lethbridge, discusses that organization's activities specifically what they have been doing for the past year. Goodstriker discusses Aboriginal enrollment rates, financial assistance, the importance of peer support, employment opportunities as they pertain to post-secondary education, and his organizations work with the Canadian Federation of Students.

File contains a presentation by Jaypeetie Akpallaluk, Mayor, Pangnirtung, Northwest Territories, who begins by comparing the "qallunaaq" (European) way of life and the Inuit way of life and how the two do not work together well. He states that Inuit culture is being lost and that the wisdom and knowledge of elders is not being utilized by younger generations. He hopes that the future government of Nunavut will provide more funding to allow the creation of much-needed cultural, educational and family programs in Pangnirtung.

File contains a presentation by Jean Koning. Koning discusses her views as a Canadian citizen and member of the Anglican Church of Canada on Aboriginal issues. Amongst the issues she raises are history curricula, rights struggles, and cultural concerns. Castello states that her presentation is "based on the theme working together towards a positive change presented on behalf of the Tsimshian community of Kitselas." Castello discusses traditional self-government practices, and problems brought on by colonialism.

Boivin delivers a presentation on democracy, self-governance, the need for consultation, decentralization, and enhanced powers for elected represetnatives. Boivin also discusses the importance of establishing an appeal system in the form of a parity system or ombudsman's office, and training and education concerns.

File contains a presentation by Jerry Taylor relating to concerns of the African-Canadian community in Nova Scotia and the comparisons between that group and the Aboriginal peoples in Canada in "battling the ravages of racism." Penton discusses racism in southern Alberta, his solidarity with the Peigan people in their struggles with respect to the Oldman River dam, issues of Metis identity, decolonization, Constitutional rights, urban concerns, education concerns, justice concerns, and general Metis issues. Whitson discusses developing good relationships in the educational setting with Aboriginal peoples, specifically in the context of what has been done in Lambton County, Ontario. File contains a presentation by Joan Ryan focusing on education for the Gitksan-Wet'suwet'en people, including programs offering fishery, carpentry, forestry and court worker training. She calls on the Commission to ensure continued funding for programs that educate Gitksan-Wet'suwet'en persons and return them back to their communities to help others. This file contains a presentation by Joanne De Laurentiis relating to Aboriginals and Canadian banking. As Aboriginal communities continue to acquire funds through treaty negotiations or land claims settlements, and as Aboriginal people continue to develop new business and entrepreneurial skills, banks want opportunities to respond to those new business demands. The banking industry is taking some steps to work with Aboriginal peoples by sponsoring a number of business training programs, providing loans to viable Aboriginal enterprises, and also providing non-lending services as well.

File contains a presentation by Joe Ohokannoak that covers a number of subjects, including no high school courses past Grade 10 in the Cambridge Bay area, potential employment with the expected construction of a new mine, a lack of radio broadcasting facilities, and health issues. Beck discusses the composition of the regional board, and programming they have undertaken including Native Studies and student centres for youth.

Crisp relates problems with the Federal government whose census refuses to acknowledge Paddle Prairie's existence as a Metis Settlement, and a variety of health care, social services, and education concerns. This file contains a presentation by John MIller, Jeannette Assinewai, Marjorie Mishihinijima and Sarah Bondy whose organizations works in the best interests of disabled Aboriginal and non-Aboriginal persons. Both groups deal with "discriminating legislation and policies which limit access to support offered to Aboriginal communities with developmental handicaps." Also discussed are findings from a Round Table on Aboriginal persons with disabilities held in early 1993. A question-and-answer session with the Commissioners follows the presentation.

The file contains a presentation by John Steckley. Steckley, Assistant Professor from the Department of Native Studies, University of Sudbury, states that "the Canadian Federal Government go at least as far as the government of the United States in giving Native languages 'official status'" and what he means by this. Commissioners Sillett and Dussault discuss some of the issues raised by Steckley with him.

File contains a presentation by Johnny Naktialuk. Naktialuk recounts the history of his people's experience with Euro-Canadian healthcare, and makes some recommendations on midwifery and other areas of health for contemporary times. Naktialuk also discusses the importance of education in addressing the social problems faced by his people. Following the presentation Commissioner Rene Dussault discusses the lack of trained health care professionals in the region with Naktialuk.

This file contains a portion of a transcript of a sitting of the Royal Commission on Aboriginal Peoples at Regina Friendship Centre, Regina, Saskatchewan. This portion of the Commission includes a presentation made by Jolene Wasteste in the youth circle on the topic of youth involvement in the Aboriginal Community after which a discussion of the presentation is recorded.

This file contains a presentation by Josie Oltrop, Vicki English-Currie and Gerri Manyfingers focusing on Aboriginal women's issues. The presenters begin with a brief historical perspective on Aboriginal women in society and then discuss the social system "which has determined the lives of all Native women." They state that 75% of all of Alberta's formally educated Aboriginal population are women showing that they are "healing themselves from past incidents and turning to education."

File contains a presentation by Judith Hill expressing concern about the potential loss of Innu culture and the Inuit language if not continuing to be taught in Peenamin School. She states that the lack of staff and funding to make the materials required for the classroom is limiting learning for the students. Commanda, a First Nations librarian from the Nipissing First Nation, discusses funding concerns, discrimination concerns, and allege misappropriation of funds meant for First Nations libraries. Without naming names Commanda asks that the Commission recommend an independent investigation into these concerns. Following the presentation Commissioner Wilson poses questions on some of the issues raised which are answered by community member Reg McCormick.

File contains a presentation by Katherine Fournier, United Church Native Solidarity Circle. Fournier discusses her organizations views on issues facing Aboriginal people including the need to educate non-Aboriginal people about the history of injustice towards their counterparts, the neccessity for the Federal government to deal with land claims and self-governance issues despite the defeat of the Charlottetown Accord via referendum, and that groups like the Solidarity circle can be supportive but not set the agenda: in their view that is something Aboriginal people must do themselves.

File contains a presentation by Katherine Morrisseau and Iris Lauzon of the Ojibway Language Immersion Program for Preschoolers in Winnipeg. The presenters discuss reasons for the decline of Aboriginal languages, their importance, curriculum, and their efforts to teach Ojibway to children. She states that Aboriginal literacy programs "must continue in order for the survival of our younger generations and the generations yet to come." She feels that when "Aboriginal leaders speak of self-government, literacy is a very important stepping stone to it." File contains a presentation by Jeremiah McKay and Abe Kakepitum of the Keewaytinook Okimakanak/Northern Chiefs Council. McKay introduces Kakepitum who delivers an address on environmental concerns, traditional resource use, self-governance concerns, Treaty agreements, problems with federal and provincial policies, the Charlottetown referendum, health care concerns, and language issues. McKay then concludes the presentation by discussing the organization's written submission, and thanking the Commission.

File contains a presentation by Keith Chief Moon, Mohk-E-Saun Committee, Blood Indian Reserve #148. Moon discusses his people's history, and some of their problems with regard to living conditions.

File contains a presentation by Keith Chiefmoon. Chiefmoon discusses racism "as it pertains here today" with a focus on off-reserve life. Chiefmoon discusses racism in the city of Lethbridge in the employment, post-secondary, and provincial government services. Chiefmoon also discusses what he deems discriminatory law enforcement practices, and Aboriginal over-representation in prisons. Chiefmoon also makes recommendations about languages, land claims, political representation in the federal parliament, and the need for an "off-reserve Indian government."

The file contains a presentation by Keith Chiefmoon on social housing. Chiefmoon discusses racism in the Lethbridge rental market, homelessness, and Aboriginal student's housing needs. Chiefmoon also discusses the exclusion of the disabled from on-reserve housing programs at the Blood Reserve. Chiefmoon makes recommendations regarding emergency housing, the establishment of an urban Indian housing program, the establishment of a student housing program, and the need for Aboriginal representation on the city's Landlord-Tenant Board.

The file contains a presentation by Kristen Many Bears. Many Bears, a grade 10 student at Winston Churchill High School in Lethbridge, Alberta, discusses stereotypes and discrimination. Many Bears also discusses some ways in which racism and discrimination can be addressed.

File contains a presentation by Kelvin Ng whose organization deal with political, economic and social issues at the regional level. Their goal is to lobby for changes which will benefit all residents of the region. Subjects discussed are education, economic development, the establishment of a financial institution that would serve area residents, a housing shortage and high rates of employment. File contains a presentation by Kevin McCormick, representative, Inuik Fisheries, and a resident of Pangnirtung. He feels that the Canadian government should be dealing with important economic and social issues in the Baffin region and that negotiations relating to the formation of Nunavut should not take precedent over these issues. He calls for the Canadian government to subsidize airfares and hotel costs in the Eastern Arctic to create growth in the tourist industry.

This file contains a presentation by Kim Fraser and Cathy Bomberry focusing on the self-esteem of Aboriginal youth. The youth need to learn about their culture and classes could be offered in Aboriginal culture, history and language. Fraser also suggests that if high schools and post-secondary education institutions be built on First Nations to less the cultural shock that the youth suffer when leaving their families. A question-and-answer session with the Commissioners follows the presentation.

Whiteduck also discusses hunting and fishing rights, past exploitation of resources, Bill C-31, education (including post-secondary) concerns, language loss and assimilation, health services, and justice issues (including courts, Native courts, and policing). Following the presentation Whiteduck discusses some of these issues with the assembled Commissioners.

The file contains a presentation by Chairperson Kris Ramchandar and Harold Rampersad, of the Community and Race Relations Committee of the City of Winnipeg. The presenters discuss the position of Aboriginal peoples in Canadian society, some of the history of colonization, and make a series of recommendations to the Commission regarding government policy in the social and economic spheres.

Pierre discusses a variety of issues in a general fashion on behalf of the Tribal Council including: justice concerns, housing and capital programs, the Council's wellness program, economic development, and fiscal arrangements in existence between the Tribal Councils and the federal government.
