Kenney, a telecommunications engineer with Bell Canada in the 1960s and early 1970s, discusses his experiences traveling to the High Arctic Relocation communities of Pond Inlet, Grise Fiord, and Resolute Bay during this era. Kenney also discusses his research at the National Archives in the early 1990s seeking to find evidence of Canadian intentions, or as he calls it, the "smoking gun," behind the High Arctic Relocation program.

Beaule discusses the composition and mandate of her organization and then goes on to discuss the jurisdictional, financial, and community issues it faces. Pilot discusses the work of previous government commissions, court decisions relating to Aboriginal usufruct rights, and the need for a joint statement on people's rights "if peace is really what is wanted in Quebec." Pilot also remarks that he has recently been the target of a criminal act of intimidation. Following the presentation Commissioner Dussault engages Pilot in a discussion on the composition of his organization, after which Commissioner Wilson discusses justice and self-government issues with Pilot.

This file contains a presentation by Gordon Labillois focusing on self-government and a vision of the future for the Micmac Nation. The presenter outlines a plan for local government that recognizes the competitiveness of his community and our people, and would reflect the realities of the market-driven economy. Labillois provides a "Native Mission Statement" that provides the vision and focus required for self-government at the national, regional and community levels. A question-and-answer session with the Commissioners follows the presentation.

The file contains a presentation by Gordon Robertson. Robertson, a federal civil servant during the time of the High Arctic Relocation, testifies on the government's intentions with regard to Inuit policy, Arctic policy, and sovereignty issues during the era. Robertson also gives his view of Inuit testimony on the relocation and his own visits to Resolute Bay during the 1950s. The assembled Commissioners question Robertson on some of his testimony.

Subjects discussed by the presenters include arrests of Kahnawake residents in 1988 relating to cigarettes; the Oka Crisis of 1990; negotiations relating to self-government; the removal of the Indian Act; transfer payments to Aboriginal persons; education and housing issues, and the Kahnawake Peacekeepers (police force). Vollant discusses how the Montagnais see the future in terms of three areas: land claims, constitutional offers, and self-government. He states that "Development, education, justice, health and social services--all of these depend on self-government." Following Vollants presentation Commissioner Dussault discusses education and language matters in the community with him. They then discuss industrial development, policing, trapping, hunting, fishing, wages, and other concerns.

This file contains a presentation by Irene Tschernomor, Executive Director; Dr. Louis T. Montour and Keith LeClair of the Kateri Memorial Hospital Centre in Kahnawake. The speakers discuss a wide range of health-related topics, including pediatric services, holistic medicine, diabetes education prevention, physical activity to improve one's health and elder health care. A question-and-answer session with the Commissioners follows the presentation.

This file contains a presentation by James Blanchard and Janet Cooper. Their school district is a recent amalgamation of the Dalhousie and Campbellton school districts, and also amalgamated the Aboriginal community schools at Eel River and Restigouche, Quebec. The District's Student Services department offers special education services for the District guidance and counselling services, support services to education like school social workers, speech and language pathologists and psychological services.

File contains a presentation by the Jean-Marc Penosway and Claire Penosway. Jean-Marc and Claire are two youths from Grand Lac Victoria who requested to speak with the Commission. They discuss a variety of problems they have faced including family breakdown, drug and alcohol addiction in the family, racism and discrimination, foster care, and related matters. Claire requests a private audience with the Commissioners later to discuss a personal matter, which the Commissioners accept.

File contains a presentation by Johnny Epoo, Avataq Cultural Institute. Epoo discusses his organization which was founded in 1981 and its relation to both archaeology in the area and the preservation of the Inuit language. Epoo complains of the extraction of northern artifacts to the south, and a lack of funding for basic operations of his organization. Epoo also discusses traditional Inuit medicine and his organizations efforts to catalogue these techniques.

File contains a presentation by Johnny Inukpuk. Inukpuk relates some of the history of his Inuit people in the area from the time of Hudson's Bay Company contact, through contact with the police and up into the present era. He highlights as one of his primary concerns the preservation of Inuit culture and language. Commissioner Dussault thanks him for his presentation.

Naktialuk recounts the history of his people's experience with Euro-Canadian healthcare, and makes some recommendations on midwifery and other areas of health for contemporary times. Naktialuk also discusses the importance of education in addressing the social problems faced by his people. Following the presentation Commissioner Rene Dussault discusses the lack of trained health care professionals in the region with Naktialuk.

This file contains a presentation by Judy Rowell focusing on the "relationship of the federal and provincial governments to the Labrador Inuit Association. She refers to Labrador Inuit and the role that that relationship plays in the ability of the Association to deal with environmental threats and to deal with environmental protection." A question-and-answer period with the Commissioners follows the presentation.

This file contains a presentation by Kahn-Tineta Horn and Dale Dione focusing on Iroquois democracy. The speakers provide a brief history of the Mohawk Nation and then discuss their form of democracy, their structure for resolving issues and their present struggles. The speakers also discuss the Oka Crisis of 1990. A question-and-answer session with the Commissioners follows the presentation.

Epoo relates some personal experiences related to the history of the community, and the abuse the Inuit people suffered from the police and Euro-Canadian companies operating in the area. Epoo states that when the Inuit people got involved in elections they "stopped being so scared of the white people," and that "If the white people had chosen to work closely with us instead of being so dominant, we wouldn't have been so far apart in the beginning."

File contains a presentation by Linda Sioui. Sioui discusses the importance of the Huron-Wendat, and some measures she thinks should be taken to revive, promote and strengthen its' usage in the community. Following the presentation Commissioner Dussault thanks her for her remarks.

Bastien discusses educational policy, the need for Aboriginal educational autonomy, the need for education on Aboriginal history in the non-Aboriginal population, funding concerns, drop-out rates, and related issues. Following Bastien's presentation the assembled Commissioners engage her in a discusion on education issues.

Echalook asks the Commission if they can look into a way to lower rent for the elderly, many of whom she feels devote an excessive part of their pension checques to this expense.

Fontaine discusses concerns with money being allocated for education not necessarily being spent on it, and also with the recognition of Montagnais teaching certificates. He discusses his own personal history, and the history of his people with reference to Aboriginal rights, constitutions, and ill treatment by the federal and provincial governments. Gros-Louis discusses the dispossession of Huron lands and harassment of traditional resource harvesters by government officials. Following his presentation the Commissioners make some comments.

File contains a presentation by Merilda St-Onge, representative of the women of the Montagnais Nation. St-Onge discusses the legal issues pertaining to women's status in the Indian Act, and Bill C-31, as well as the issues she has personally faced as a reinstated individual under that legislation. St-Onge also discusses Montagnais women's economic and political issues in a more general sense, paternity issues, and other related matters. Following the presentation St-Onge discusses these issues with Commissioners Dussault, Wilson, and Chartrand.

Drainville discusses the territory for which he is responsible in the context of Aboriginal-Non-Aboriginal relations. Drainville reads a pastoral letter delivered originally by the Quebec Assembly of Catholic Bishops. Drainville discusses colonization, rights, land, tensions, spirituality, and related matters in relations between the two groups. The assembled Commissioners comment on and discuss the presentation with Drainville.

This file contains a presentation by Michael J. Diabo and Edward J. Cross that first provides a history of the Kahnawake education system. Their organization seeks more self-sufficiency in education in Kahnawake to continue providing education programs and resources and qualified staffing. Cross notes that the Kanien'kehaka language is spoken by only 10 percent of the Kahnawake community and calls upon the Commission to ensure funding continues for language immersion programs. A question-and-answer session with the Commissioners follows the presentation.

This file contains a presentation by Michael L. Rice that first provides a history of the Kahnawake business community and the Caisse Populaire Kahnawake. His organization was involved in the "establishment and implementation of the trust deed arrangement - loan security system." This system allows Aboriginals to use their land and their buildings as security on loans for commercial and housing purposes. A lengthy question-and-answer session with the Commissioners follows the presentation.

This file contains a presentation by Michelle Swenarchuk that describes her organization as both an environmental group and a legal aid clinic under the Ontario Legal Aid Plan. She states there is a history of misuse of Aboriginal lands for dumping waste, which may pose serious health issues for those Aboriginals living near these dumping sites. The speaker discusses the potential negative impact of the North American Free Trade Agreement (NAFTA) on Aboriginal lands and Aboriginal government. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Mina Kingalik. Kingalik discusses the loss of traditional Inuit culture in Nunavik and the process by which this has taken place. Kingalik also discusses the introduction of social problems like alcoholism that have come with cross-cultural contact in the North.

Nowkawalk discusses her family history and warns of the dangers of hydro developments in Northern Quebec to the Inuit people. Rene Dussault then makes closing remarks on the day's session and the sitting of the Commission is adjourned.

This file contains a presentation by Mr. Patton and Curtis Nelson that addresses the symbolism of the Two-Row Wampum, increasing environmental pollution, and the Oka Crisis of 1990. Nelson states that the "Crown must find ways to provide resources for our original government so that fairness can be achieved, so that we may reverse centuries of colonialism and we can one day become self-sufficient without compromising our integrity as a nation." Memanskum discusses the relocation of the Naskapi-Montagnais people and the history of their band, as well as the James Bay agreement in Northern Quebec, the Indian Act, self-government models and related matters. Following the presentation Memanskum engages Commissioner Dussault in a discussion of the issues raised. After this Commissioner Dussault concludes the day's sitting of the Commission and thanks the days participants.

Kistabish, whose Algonquin name is Osezima, discusses the history of his people, his idea of autonomy and self-sufficiency, the importance of territory and the different conceptions which Aboriginal and Non-Aboriginal people have of it.

Weetaluktuk discusses the high cost of living in the community, and the difficulties this causes not only for individuals but for Co-ops and small businesses. Weetaluktuk also discusses the problem of high rents for tenants in the north. Commissioner Dussault thanks her for her presentation and remarks that the Commission has heard complaints regarding the cost of living at other locations across the north and will be making note of it.
