Memanskum discusses the relocation of the Naskapi-Montagnais people and the history of their band, as well as the James Bay agreement in Northern Quebec, the Indian Act, self-government models and related matters. Following the presentation Memanskum engages Commissioner Dussault in a discussion of the issues raised.
