File contains a presentation by Clifford Lincoln, Special Representative of the Barriere Lake Algonquins. Lincoln discusses the Trilateral Agreement signed by the Barrier Lake Algonquins with the governments of Quebec and Canada on August 22, 1991.

Richardson discusses his own work with and among Aboriginal people over the preceding forty years, and the views he has developed in the process. Richardson specifically discusses his experiences with the Algonquin people of Barrier Lake, Quebec, as well as across the country and makes a recommendation to the Commission that it tell Canadians that "these days are over.

McGregor discusses policing within the community and the initiatives that have been taken, as well as juridictional and cultural issues. Following McGregor's presentation he discusses some of the issues raised with Commissioners Blakeney, Robinson, and Dussault.

File contains a presentation by John Harker, Canadian representative of the International Labour Organization. The International Labour Office is a specialized agency of the United Nations. Harker delivers an international perspective on the issues faced by indigenous peoples, and discusses how his organization seeks to promote the human rights of indigenous peoples and enchancing their position within national societies. Harker also discusses some of the legal history of indigenous issues within the United Nations, and actions taken by his group.

File contains a presentation by Chief Jean-Guy Whiteduck of the Kitigan Zibi Anishinabeg Council. Whiteduck discusses a variety of issues concerns, foremost of which are land and land claims. Whiteduck also discusses hunting and fishing rights, past exploitation of resources, Bill C-31, education (including post-secondary) concerns, language loss and assimilation, health services, and justice issues (including courts, Native courts, and policing). Following the presentation Whiteduck discusses some of these issues with the assembled Commissioners.

Whiteduck delivers a summary of her views on economic development including business competetiveness, development, and the idea that developing an adequate economic base should precede self-government. Whiteduck discusses federal programs as they pertain to small business development, and some of the economic developments already in place under Kitigan Zibi. Following this Commissioners Dussault and Robinson discuss some of hte issues raised with Whiteduck.

Whiteduck discusses his personal experiences with health delivery across the country, gives a brief historical background to health delivery in traditional society, discusses the need to integrate traditional ideas with modern technologies, discusses some of the social and health issues facing Aboriginal communities such as high suicide rates, the importance of self esteem, funding and juridisdicitonal concerns.

File contains a presentation by Mike Chabot. Chabot delivers his personal perspective on the situation of Aboriginal people in Canada. Following his statement Commissioner Dussault thanks Chabot, and the Commission's sitting is closed for the day.

Following a song by the children in the local immersion class, Decontie delivers a presenation on language, culture, identity issues, and their relation to education (for both children and adults). Following the presentation the assembled Commissioners discuss these issues with Decontie.

Tenasco delivers an address on Aboriginal history in Canada, and his opinion on the ongoing move towards reconciliation of which the Royal Commission is a part. Following the statement Commissioner Dussault thanks Tenasco, and Commissioner Robinson discusses Indian Act concerns with Tenasco.

File contains a presentation by Simon Brascoupe of Apikan Ltd. Brascoupe discusses economic development, the role culture plays in it, and concludes with general economic strategy advice. Brascoupe emphasizes the interrelatedness of development and spirituality, the importance of traditional and local economies, and his belief that the future lies in education of people. Following Brascoupe's presentation Commissioners Dussault and Blakeney discuss some of the issues raised with him.

Commanda talks about his own personal experiences and background including the effects of alcohol and tobacco addiction on his family and community, his trip to Denmark and positive experiences of the Danish people, and his belief that all peoples are equal.
