This file contains a presentation by Andy Von Busse relating to the management of fish and wildlife resources, particularly concerning the unlimited and unregulated hunting and fishing ability of Status and Non-Status Aboriginals. The presenter recommends that individual First Nations should be given a clear authority to make bylaws concerning the management and use of fish and wildlife resources within their boundaries. Sampson recalls her difficulty in receiving funding to finish her final year of childhood education studies, but she eventually did receive it so she could graduate. This file contains a presentation by Anne-Marie Hodes relating to the Native Health Care Careers Program at the University of Alberta. Hodes examines the barriers affecting admission and retention of Aboriginal students to professional health facilities. The mandate of the Program focuses on encouraging Aboriginal students to consider a career in medicine in order to correct the under-representation of Aboriginal physicians in Canada. The two presenters discuss their organization (funded by the province of Ontario), their work with Aboriginal peoples, jurisdictional issues, the loss of the traditional Aboriginal midwife in Aboriginal society, the desire to incorporate new practices with old, and related issues. They also discuss community birthing centres so that midwifes could be both trained and utilized in a culturally appropriate setting.

File contains a presentation by Apenam Pone discussing the effects of alcohol abuse on the Innu people. Two-thirds of Innu adults have difficulty with alcohol, caused "by the lack of power and control over their lives, lack of control of education, social services, religion and the justice system." Due to the lack of control, the Innu culture is weakened and people feel they lack power to direct their lives and the lives of their children. Pone calls on the Commission to help end the inadequate funding of treatment centres in terms of wages and programming budgets.

Wadikata discusses issues in education, babysitting, the need for more Aboriginal staff in the city school system, the need to upgrade the band's recreation program, social issues of home life which need to be addressed, money for recreation facilities, and other issues addressing youth. File contains a presentation by Barbara Russell, and Cheryl Mullens from Skookum Jim Campus. Russell discusses how and why she thinks the school system needs to be changed in the Yukon. Amongst the concerns she lists are racism and discrimination, the need for Aboriginal faculty, and the need for listening on the part of teachers to Aboriginal students. Mullens discusses the need to make the schools equal in terms of Aboriginal and non-Aboriginal curriculum in fields such as history, the need for learning at ones own pace, and the need for more programs for pregnant teenagers.

Myers discusses the history of the Band Council, which represents approximately 550 Non-Status people. Myers highlights a variety of concerns including unemployment, education, social problems, policing, family issues, housing issues, a lack of recreation facilities, economic problems, fisheries, literacy concerns, and the need for the Band to be registered. Following this Chief Myers discusses some of these issues with Commissioners Erasmus and Robinson.

File contains a presentation by Ben Weenie of Battlefords, Indian Health. Weenie presents on his concerns for Aboriginal children and youth. Specifically he addresses the condition of youth offenders, who he views as being often caught in a destructive cycle. Weenie also discusses concerns with the Saskatchewan Education curriculum and its attempts to incorporate Native Studies courses which he feels are inappropriately taught (especially with regards to spiritual views). Following the presentation is a discussion between Weenie and Commissioners Blakeney and Erasmus on these issues.

Metis as a group are not recognized by the Newfoundland provincial government, and as a result are denied services that recognized Metis receive in other provinces. Sheehan hopes the Commission will recommend provincial recognition to Newfoundland Metis to bring them in line with other groups. The file contains a presentation by Bev Julian, Native Women's Association of Canada. Julian discusses the personal impact of suicide on herself, her training both as a social worker and a traditional healer, and some of the work she has done which has healed people who were considering suicide. Following her presentation Chairperson Hodgson thanks her for sharing her views.

This file contains a presentation by Beverly Bunn focusing on the problems created by her organization's limited government funding and shortage of sufficient staff. She expresses frustration with recent cutbanks and states that the "Aboriginal employment service groups are no less important than any other service offered in this community." Waditaka discusses education on the Wahpeton First Nation at the elementary level, then goes on the discuss Daktoa language and problems with language retention on reserve. Waditaka discusses how the Dakota believe that post-secondary education is an inherent right. She then goes on to discuss women's issues such as Bill C-31.
