File contains a presentation by Bill Riddell and Leah Inutiq, members of Tuvvik, a committee of the Baffin Regional Council that delivers alcohol and drug counselling programs in Iqaluit. They express concern that social programs are being funded as a result of "political decisions that are popular and are likely to result in re-election." There is no longevity with social programs which ultimately harm the people they are trying to help. They also state concerns with the justice system. Following the presentation is a discussion with the commissioners.

The corporation is a non-profit organization formed in 1987 to represent First Nations in the tourism industry. He states that tourism can be a part of an economic development base in northern Ontario, and it is a land-based activity which is culturally appropriate for Aboriginal peoples. Following the presentation is a question-and-answer session with the Commissioners.

De La Ronde discusses his ideas on Metis history, politics, economic development, education, self-governance, and self-determination (between the last two concepts he draws a clear distinction). Following the presentaiton Commissioner Chartrand and Wilson discuss some of the issues raised with De La Ronde.

The file contains presentations by Bishop Sjoberg, Dr. Kuhn, and Cathy Dorland, Evangelical Lutheran Church in Canada. The Bishop delivers a brief expressing solidarity with Aboriginal Canadians, and contrition for historical wrongs. Bishop Sjoberg then discusses what is necessary for a new relationship between Aboriginal and non-Aboriginal Canadians, and some of the work the ELCIC has done to bring this about and increase cross-cultural understanding. Dr. Kuhn discusses self-determination issues in a political and economic sense.

This file contains a presentation by Boas Jararuse focusing on the lack of proper housing in his home community of Makkovik. Jararuse states that substandard housing units is currently being built and as a carpenter, he already sees problems with the construction. He is frustrated with the local council and asks the Commission for help in addressing the housing problem. A short question-and-answer period with the Commissioners follows the presentation.

Fix discusses the college's experience with providing post-secondary education for Aboriginal people who form 60-65 percent of the student body. Following the presentation is a discussion between Fix and Commissioners Dussault and Robinson on the college's operations and programming.

This file contains a presentation by Bob Moore relating to forestry in the Six Nations Confederacy. Moore states that the federal government is not doing enough to protect the forests in the Six Nations area, and states that "successful management of reserve forests would yield social and economic benefits both to the bands and to the federal government.

File contains a presentation by Bob Neale, President of the Nicola Stock Breeders' Association. Neale discusses his concerns with the land claims process underway in the Nicola Valley area of British Columbia and makes a variety of requests including that grazing rules for Crown Land be the same for Aboriginal and Non-Aboriginal stock owners, and that an impartial third party be included in the land claims resolution process. Following the presentation Commissioners Dussault and Chartrand thank Neale for his contributions.

File contains a presentation by Bob Rosehart focusing on Lakehead University programs that are directed toward Aboriginal students, including language, teacher, nursing, engineering and culture classes. Lakehead University also has a student support system and drop-in centre for Aboriginal students. Following the presentation is a question-and-answer session with the Commissioners.

This file contains a presentation by Bobby Pacco and Loreen Cote focusing on the New Careers program, an education training program that offers training "for Aboriginals and non-Aboriginal people who are structurally barriered into finding good career opportunities." Careers include human service and management administration training. Cote states that in her experience as an Aboriginal student, New Careers has been extremely beneficial in preparing her to enter the workforce. A question-and-answer session with the Commissioners follows the presentation.

Richardson discusses his own work with and among Aboriginal people over the preceding forty years, and the views he has developed in the process. Richardson specifically discusses his experiences with the Algonquin people of Barrier Lake, Quebec, as well as across the country and makes a recommendation to the Commission that it tell Canadians that "these days are over.

File contains a presentation by Brad Enge, a 17-year veteran of the RCMP. He believes that "a Canadianized version of the Australian-made Anunga rule would not inhibit the police investigation process, permitting First Nations people access to a legally trained and educated resident prior to the interrogative process. It will add credence to the legitimacy of the Canadian criminal justice system." A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Chairperson Brenda Bernhardt-McNabb of the Northwest Territories Council of Friendship Centres. Bernhardt-McNabb discusses the role of her organization which is to "assist those centres who may have difficulty in funding, managements, role and responsibilities of boards and staff, and so forth" at the territorial level. Bernhardt-McNabb discusses some of the funding challenges faced by Northwest Territories Friendship Centres.

This file contains a presentation by Brenda Genaille outlining the projected negative effects of program funding cuts by the federal government for 1993-1994. Genaille details some of the programs offered by the Brandon Friendship Centre, including the Adult Basic Literacy Program, a pre-employment training program, drug and alcohol awareness programs, and a human justice court worker program. Genaille introduces Richard Chaske, President of Manitoba Association of Friendship Centres, who takes part in the question-and-answer session with the Commissioners after the presentation.

Among their concerns is the hiring of a non-Aboriginal as Director of Native Student Services, funding cuts to Aboriginal post-secondary education in Alberta, and the necessity for a Native Student Centre. Small discusses what she views as the plight of Aboriginal women, and the need for them to have the courage to speak out about the social problems that afflict their communities. Small also stresses the need for Aboriginal men to take responsibility for their actions and help speak out against domestic violence and abuse.

Cook discusses the need to incorporate Aboriginal history into school curriculums, the importance of having a land base, the Indian Act, the lack of an economic base for the reserve system, and problems with the justice system. Much of Cook's presentation deals with systemic racism. Following the presentation is a discussion between Cook and the Commissioners on the issues he has raised.

Espaniel discusses his groups views on the operation of the Justice System in Canada, and recommends a policy of "aftercare" to rehabilitate Aboriginal offenders. This file contains a presentation by Brian Henderson that brings greetings to the Commission on behalf of Hon. James McCrae, Minister of Justice for Manitoba. He discusses the Aboriginal Justice Inquiry Report and how his department is attempting to fulfill the myriad of recommendations at the provincial government level. He also mentions the valuable role of elders within the justice system.

This file contains a presentation by Brian MacDonald that reiterates the previous speaker's concerns about the production of wild rice in the Buffalo Narrows area. His major point is having government officials tour the wild rice growing areas before they make policies that hinder the development of that industry. File contains a presentation by Brian Thorne relating to the destruction of the Aboriginal family and how to restore pride in family and in one's self. Thorne believes that the restoration of Aboriginal culture, values and beliefs are essential is Aboriginal self-government is to succeed.

He states that each Aboriginal community must have an economic base that provides adequate training that results in jobs and financial security for its residents. He also believes that each community's land base must be acknowledged by the Canadian and British Columbia governments and calls on the Commission to ensure continuing funding to ensure the preservation of the Gitksan culture and language, and all Aboriginal languages.

The file contains a presentation by Bridget Elliott and Martha Mackenzie. Elliott and Mackenzie, representing the Sudbury Anishnawbaequek, discuss the relationship between Aboriginal and Non-Aboriginal people with respect to educational institutions and curricula, youth issues, women's issues, and the N'Swakamok Native Friendship Centre in Sudbury. During the presentation Commissioners Dussault and Sillett discuss some of the issues raised with the two presenters.

This file contains a presentation by Bruce MacIntosh relating to tourism opportunities with the communities of Restigouche and Pointe a la Croix, Quebec. Sport fishing and a local ski facility are tourism hotspots and MacIntosh wishes to partner with these communities to create further employment and other economic opportunities. James Blanchard, First School District 14, Campbellton, New Brunswick, is introduced as the next speaker.

File contains a presentation by Bryan Pearson. Pearson discusses problems faced by Inuit communities in the fields of health and education. Pearson also discusses the cultural gap between Inuit and Euro-Canadians and the problems that can cause in implementing social policy. White Eye discusses his organization, the state of Aboriginal news media in Canada, problems with misrepresentation and ignorance of Aboriginal peoples and issues in the mainstream media, and some suggestions to improve the situation. Smoke gives a brief structural overview of the Native News Network. Following the presentation Commissioners Sillet, Blakeney, and Wilson discuss some of these issues with the presenters.

File contains a presentation by Buddy Napoleon. Napoleon presents a history of Aboriginal peoples from a legal perspective from early colonization up until the present day in the Treaty Eight area. Napoleon then makes a series of policy recommendations to the Commission to rectify his concerns with government actions in the area. Following Napoleon's presentation, Napoleon and previous presenter Chief Berni Metecheah field questions from Commissioner Georges Erasmus related to issues facing the Halfway River First Nation.

Cranmer discusses his organization which he describes as "part of the B.C. body of the United Native Nations and Ernie Gray is our acting president. And the United Native Nations B.C. body is part of the Native Council of Canada. And these two organizations are the lobbying force for the off-reserve, status, non-status, Inuit and Metis people."

File contains a presentation by Cajetan Rich. Rich delivers a brief history of the community of Davis Inlet, Labrador. Rich discusses the community from the 1700s to contemporary times.

File contains a brief presentation by Calvin Claxton, Band Administrator, Sachem Band, focusing on band funding, especially for small bands such as Sachem. He states that he is primarily an observer for the Sachem Band and is grateful for the opportunity to speak before the Commission.

Francis discusses a variety of issues including hunting and fishing rights, relations with the federal and provincial governments, and the history of the Band which was formally incorporated in 1970. Shade, a post-secondary student at the University of Lethbridge, discusses the need for education "based on some of the native cultural aspects rather than the white society" and his reasoning for thinking this way. Shade also mentions the need for better instruction in culture and history in non-Aboriginal Canadian society.

This file contains a presentation by Camille Bolte and Daniele Pion relating to their group's interpretation of the relationship between the Crown and Aboriginal people as being "a political compromise". The group favours a 'delegation' approach that would define self-government in the sense of the powers of a municipality. Campbell delivers a speech accusing Commissioner Wilson for not being a citizen, criticizing the Commission as a waste of time, and blaming international capitalism and a variety of other assorted groups for the world's woes. Currie states that Aboriginal people do not want to be assimilated into society, and that self-government should be defined by Aboriginal people, not the Canadian government. She calls for more funding for Aboriginal post-education and in particular, for more comprehensive graduate studies.
