File contains a presentation by Clifford Lincoln, Special Representative of the Barriere Lake Algonquins. Lincoln discusses the Trilateral Agreement signed by the Barrier Lake Algonquins with the governments of Quebec and Canada on August 22, 1991. After describing the details of the program which he views as highly innovative and unique, Lincoln makes a series of recommendations to the Commission including that they do whatever is in their power to make sure the agreement project is a success, that they undertake a review of the project as a case study, and that they make a recommendation in support of the type of formula and process which the agreement exemplifies for sustainable development. Following the presentation the assembled Commissioners discuss the issues raised, and related land management issues with Lincoln.
