This file contains an opening prayer and opening remarks for the sitting of the Royal Commission on Aboriginal Peoples at the President Hotel, Sudbury, Ontario, on Monday, May 31, 1993. Moderator Blanche Meawassige welcomes the participants, discusses translation services available, and the session's format. Sudbury City Counsellor Maurice Lamoreux welcomes the participants on behalf of the City and Region. Commissioners Rene Dussault and Mary Sillett discuss the work of the Commission to date, as well as its' composition, mandate, and goals.

The file contains opening remarks and an opening prayer for the sitting of the Royal Commission on Aboriginal Peoples at the President Hotel, Sudbury, Ontario, on Tuesday, June 1, 1993. Following the prayer, Moderator Blanche Meawassige discusses the format, available translation services, welcomes the participants, and introduces the first presenter.

Chairperson Maggie Hodgson facilitates a discussion between previous presenters and attendees Roda Grey, Diana Delorme, Sharon Jinkerson, Arnold Cheechoo, Adamie Sallualuk, and Caroline Ennis. Issues discussed include language accessibility of suicide prevention services, assistance for non-status people, physical and sexual abuse, adoptive and foster parenting issues, and counsellor burnout.

RCAP 177 contains a transcript of a sitting of the Royal Commission on Aboriginal Peoples at The Citadel Inn, Ottawa, Ontario. The format is three informal round table discussions on language and culture; remote northern education system; and the Metis and other Aboriginal perspectives in urban settings on education. Preceding each of the round table discussions are presentations focusing on the topic in question. The presentations and discussions can be viewed individually on this site.

File contains an open discussion forum from the sitting of the Royal Commission on Aboriginal Peoples at Manawan, Quebec, on December 3, 1992. Participants include Commissioners Rene Dussault, Viola Robinson, and Paul-Emile Ottawa. Other participants include Maxime Ottawa (translated from Atikamekw), and Paul Weizineau (translated from French). Maxime Ottawa discusses his views on the days proceedings, and the need for the Atikamekw people to change their psychology and way of thinking. Ottawa speaks of the need for respect for elders and traditional education in order to do this.

File contains a special consultation sitting of the Royal Commission on Aboriginal Peoples at Yellowknife, Northwest Territories, on Wednesday, December 9, 1992. File contains presentations made during a round table session on the topic of Aboriginal self-government. The majority of participants who asked questions of the panel are individual citizens from the Yellowknife area. Commissioners Georges Erasmus and Bertha Wilson are also in attendance.

The file contains a discussion between Commissioners Rene Dussault, Mary Sillett, and Elders Dominic Eshkakogan, Mary Lou Fox, and Rita Corbiere. Issues covered in the discussion include language issues, the Chartered Lands Act, traditional healing, and diabetes. The discussion is in response to the earlier presentations during this sitting of the Commission by these three Elders. The three Elders' presentations are available for viewing on this site.

The file contains further comments by Kathy First Rider. First Rider discusses her experiences growing up on reserve, how perceptions have changed amongst the Blackfoot youth since her childhood, her job educating the children in history and the Blackfoot language, encounters with racism in southern Alberta, and her views on these matters.

The file contains further comments by Keith Weasel Head. Weasel Head, who works at the Laverne Elementary School on the Blood Reserve, and is also a post-secondary student, discusses the problems youth face with drugs and alcohol. Weasel Head offers his personal perspective on how people can cope with and overcome these problems.

File contains a presentation by Alex Skead that describes his personal experiences with learning from daily life: "So much things to learn in life." He recounts several legends relating to educating Aboriginal youth on his First Nations about living with nature, utilizing sweat lodges for healing and preserving Aboriginal languages.

File contains an individual presentation by Andrew Rickard that covers a number of topics, including extinction of Aboriginal languages, self-government, natural resources rights and the lack of Aboriginals in mainstream jobs. A lengthy question-and-answer session with the Commissioners follows the presentation.

File contains an individual presentation by Beatrice Watts focusing primarily on education. She provides a brief history of the Inuit in Labrador and relocation efforts in the 1950s and 1960s. In 1977 the first Inuit education conference was held, which laid the groundwork for the teaching of Inuktitut and cultural programs in schools. Watts also briefly discusses the Inuit radio station at Main, Labrador and a 1978 conference sponsored by Inuit women held in Labrador. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Cliff Calliou. Calliou, a Cree man from Kelly Lake, British Columbia, outlines a detailed programme for Aboriginal self-governance which pertains to a wide variety of areas. Amongst the areas Caillou addresses are governance structures (including a council of Elders), government funding issues, the need for a land and resource base, education, history, culture, health care, ethics, social services, and justice concerns. Following the presentation the assembled Commissioners discuss some of the issues raised with Calliou.

File contains an individual presentation by Peter Penashue focusing on Innu self-government. He provides a brief history of the Innu people in Labrador and the effects on the Innu when Newfoundland entered Confederation in 1949. He refers to the framework negotiations with the federal and provincial governments and hopes these negotiations lead to self-government that will help revive Innu culture, customs and language. Following the presentation is a question-and-answer session with the Commissioners.

File contains an individual presentation by Roy Moses offering a different perspective on life in the bush in the 1930s and 1940s. He states that the "people who dream about let's go back to our traditional way must have been told a fairy tale somewhere." Moses describes his childhood and believes that progress has been made to better the lives of Aboriginal and Inuit people today. A question-and-answer session with the Commissioners follows the presentation.

File contains an individual presentation by Stan Wesley, a 19-year-old man from Moose Factory, focusing on the loss of Aboriginal culture as detrimental to Aboriginal youth in Canada. He feels that youth who leave reserves for the city have no resources to succeed, and reserve youth are lost in the shuffle of bureaucracy as well. Wesley says his generation are the next leaders and they must have complete understanding of their culture. Following the presentation is a lengthy question-and-answer session with the Commissioners and Eli Chilton and Stan Wesley, previous speakers.

File contains an individual presentation by Suzanne McCarthy, consultant on language and literacy issues for the Anglican Diocese of Moosonee, Ontario. Her focus is on Cree Syllabics that "deeply reflects Cree values, culture and social patterns. She calls on the Commission to ensure that Cree Syllabics are a protected aspect of Canadian culture. A question-and-answer session with the Commissioners follows the presentation.

This is an overview of Discussion Paper No.6 written by Dr. Brent Galloway from Saskatchewan Indian Federated College concerning the retention of Native Language. The overview is given by Dr. Eber Hampton, president of the Saskatchewan Indian Federated College.

File contains a presentation by Alex McKay and George Fulford. McKay discusses Ojibwa spiritual beliefs and the importance of Aboriginal languages. Fulford expands on this by presenting on Aboriginal languages in a Canadian Constitutional and political policy context. Fulford reccomends that the Royal Commission "appoint a task force to look into the matter of aboriginal language and education in Canada." Following the presentations is a discussion between the presenters and the assembled Commissioners on language issues.

File contains a presentation by Alfred Charlie relating to the valuable role elders play in passing down traditions and language to the youth of his community. He is disappointed that the youth must travel to the south to complete high school and any post-secondary education. Charlie also briefly discusses land claims, oil production and employment. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Amos Key, Sweetgrass First Nations Languages Council Inc. Key discusses the history of language loss due to colonization, and his groups efforts to promote Aboriginal language use in Southern Ontario. Key also makes a variety of policy recommendations with respect to languages, and following the presentation discusses these issues with the assembled Commissioners.

File contains a presentation by Anatasia Wheesk, Bertha Metatawabin and Esther Wesley focusing on the four major ongoing programs provided by the Centre, relating to Native languages and education, a library resource centre and media production. The presenters call on the Commission to help acquire continued funding to hire more staff to cover the 181 communities their organization serves. A lengthy question-and-answer session with the Commissioners follows the presentation.

Wadikata discusses issues in education, babysitting, the need for more Aboriginal staff in the city school system, the need to upgrade the band's recreation program, social issues of home life which need to be addressed, money for recreation facilities, and other issues addressing youth. Following the presentation is a discussion between Waditaka, Miranda Propser (the preceding presenter) and Commissioners Erasmus, and Chartrand on the issues raised in their presentations.

File contains a presentation by Councillor Beverly Waditaka, Councillor of the Wahpeton Band. Waditaka discusses education on the Wahpeton First Nation at the elementary level, then goes on the discuss Daktoa language and problems with language retention on reserve. Waditaka discusses how the Dakota believe that post-secondary education is an inherent right. She then goes on to discuss women's issues such as Bill C-31.

File contains a presentation made by the Big Trout Lake First Nations presented by Steven Chapman, Tonena McKay, Bruce Sakakeep, Mary-Ann Anderson, Alice Beardy and Jemima Morris; on the various topics of the relationship of the Canadian Justice System pertaining to Aboriginals, Education, Self-Government, language and medical care. Also contained are comments and questions from the assembled Commissioners. Comments of the Commissioner-of-the-Day are translated to English from his own language.

This file contains a portion of Volume 2 of a sitting of the Royal Commission on Aboriginal Peoples at Akwesasne Mohawk School, Cornwall Island, Ontario. This portion of the Volume includes a presentation given by Rob Cree for the Akwesasne Mohawk Board of Education of on the subject of the educational system in Akwesasne.

File contains a presentation by Bob Bromley. Bromley discusses "the dialogue and relationship that can occur between Aboriginal and non-Aboriginal people." He makes his presentation as an individual and discusses cultural and rights issues of a pan-Canadian nature. Following the presentation Bromley discusses some of the issues raised in his presentation with the assembled Commissioners.

File contains a presentation by Brian Williams focusing on social issues in education. He states that each Aboriginal community must have an economic base that provides adequate training that results in jobs and financial security for its residents. He also believes that each community's land base must be acknowledged by the Canadian and British Columbia governments and calls on the Commission to ensure continuing funding to ensure the preservation of the Gitksan culture and language, and all Aboriginal languages.

File contains a presentation by Catherine MacQuarrie. She is executive director of Native Communications in the western Northwest Territories, presents as an individual and discusses Native Communications and media issues. MacQuarrie also discusses self-governance, justice, languages, and related issues. Following the presentation the assembled Commissioners discuss some of the issues raised with MacQuarrie.

File contains a presentation by Charlotte Hazel and Alenda Dejarlais-Louish, Native Council of Nova Scotia.

File contains a presentation by Chief Dan Robillard, Prince Albert Tribal Council. Robillard discusses the importance of language to culture, and highlights some economic complaints directed at government policy with relation to freight costs and outfitting. Robillard also highlights his view that the Inuit have been given superior assistance to that recieved by the Dene. Chief John McDonald then discusses multi-jurisdictional issues. Following this, Commissioners Erasmus and Chartrand make some questions and comments on land use in the north.

File contains a presentation by Chief Gerald Beaucage of the Nipissing First Nation. Chief Beaucage discusses the demographic composition of his First Nation, Bill C-31, on and off-reserve populations, housing issues, the Nation's land base and related land issues, a proposed "First Nation Chartered Land Act" with 17 components, land claims, education concerns, and language concerns.

The file contains a presentation by Chief Gerald Wesley of the Kitsumkalum Band. Chief Wesley welcomes the Commission, expresses his hopes for it, and gives some demographic, cultural, and territorial information on his people. Chief Wesley discusses the political structure of his people, their relationship to other Aboriginal groups, and the federal government.
