Edith Young discusses women's and general Aboriginal issues including loss of culture and language, violence and residential schooling, family violence, the need for financial aid, the need for healing lodges, alcoholism, and political corruption at the band level.

File contains a presentation by Evelyn Webster, Vice-President, Indigenous Women's Collective to the Commission. Webster provides a brief historical overview of her organization, and its mandate to address the social, economic, and political issues confronting Aboriginal women in Manitoba. Webster then goes on to discuss the traditional role of women in Aboriginal societies, and traditional Aboriginal values.

File contains a presentation by Everett Lambert. Lambert, a Mohawk-Cree-Metis man, discusses economic development for Aboriginal Canadians. Lambert states that "Natives don't just need money. Natives need jobs. They need meaningful full-time jobs, jobs that keep them busy eight hours a day, 40 houyrs a week, not the part-time underpaying overworked position too many of our people presently hold." Following the presentation Commissioners Blakeney and Shirt discuss employment issues with Lambert.

File contains a presentation by Fabian Morrisseau and Harold Fontaine. Morrisseau presents on the impact of drug and alcohol abuse on First Nations communities. Fontaine, as an Aboriginal social worker, offers some observations on what he deems unequal citizenship in Canada with regard to drug and alcohol treatment care. Following the presentation is a discussion between the Fontaine and Commissioners Chartrand and Sillet on treatment issues.

File contains a presentation by Father Charles Deharveng. Deharveng offers his personal observations on the struggle for Aboriginal self-government, and what he views as the need for Aboriginal political unity in achieving these goals, as well as relating some of his own life experience in the North. Following his presentation, Commissioner Dussault thanks him for his observations.

This file contains a presentation by four members of the Lubicon Settlement Commission of Review. The Commission of Review was organized in [1992] and launched by Ray Martin, Leader of the Opposition, Government of Alberta. Their mandate was to investigate, compare, assess and report on the presentation of the Lubicons to the two levels of government and to report to the three parties and to the public. The Commission of Review in March 1993 tabled their report before the public with the Lubicons present. Both levels of government were not present despite repeated invitations.

File contains a presentation by Fletcher Stewart and Lydia Constant of the Henry Budd College for Ministry. The Henry Budd College for Ministry is an academic institution under the auspices of the Diocese of Brandon, Anglican Church of Canada. Its purpose is to equip persons for ministry in the Church. The aims of the College are three-fold: a) Academic and practical education of Aboriginal people for Christian ministry (lay and ordained) primarily but not exclusively in the Anglican Church of Canada.

The file contains a presentation by Flora Zaharia and Cam Mackie, Frontier College. Zaharia and Mackie discuss the College's operations as the oldest adult educational institution in Canada, and its' relationship and programs for Aboriginal peoples. Commissioners Chartrand and Wilson discuss some of the issues raised with the two presenters.

This file consists of a presentation by Floyd Favel, Artistic Director of the only professional Aboriginal theatre company in Toronto. Favel states that culture is the cornerstone of all civilizations, and having people understand the importance of culture "is an uphill battle." Favel believes that if "you concentrate on culture it alleviates many, many other problematic areas because...you are dealing directly with a person's feelings, ideas and memories. He appeals to the Commissioners for any funding from government sources to help the Theatre continue.

File contains a presentation by Fourth Vice-Chief Tom Iron of the Federation of Saskatchewan Indian Nations. Iron presents on health care, and specifically what it means to the FSIN in the Treaty Six area. He discusses the paramount importance of the treaties, and their meaning to Saskatchewan First Nations. He also discusses some of the Health provisions in Treaty no. Six. Following the presentation Commissioner Chartrand discusses the FSIN defintion of "nation" with Iron.

This file contains a presentation by Fran Williams that begins with a brief history of the Native communication organization. Williams states that "Native broadcasting is essential for the preservation of our language and culture." She recommends that Inuktitut and other major Aboriginal languages should receive recognition in the Broadcast Act as official languages. Williams calls on the Commission to ensure funding continues for this important organization that actively works to keep the Inuktitut language from extinction.

File contains a presentation by lawyer and general director of inquiries Frances Hudon, and Patrick Robardet, lawyer and director of jurisdictional affairs and research of the Bureau du protecteur du citoyen. The presenters lay out their proposal that the Commission recommend the creation of a federal ombudsman to serve Aboriginal organizations and communities, particularly in the field of justice issues. Following this the assembled Commissioners discuss the proposal with them.

This file contains a portion of Volume 2 of a sitting of the Royal Commission on Aboriginal Peoples at Akwesasne Mohawk School, Cornwall Island, Ontario. This portion of the Volume includes a presentation given by Francis Jock for the Department of Social Development and Health, Mohawk Council of Akwasasne on the subject of the care for the disabled, senior citizens and children in the Aboriginal Community.

He discusses his background as a Dene Chief and residential school student, his work with addictions, and his ideas on Treaty 11 and what it means for the Dene people in terms of rights and responsibilities. Paulette also discusses the federal government's extinguishment policy and his interpretation of it. Following the presentation Paulette discusses some of the issues raised with the assembled Commissioners.

File contains a presentation by Frank Bruyere relating to education and the history of Aboriginal peoples in Canada. He offers numerous recommendations, including a review done by Aboriginal educators of all educational materials in publicly funded schools used to teach Aboriginal history and eliminating all materials deemed to be inaccurate or offensive to Aboriginal people; and making funds available for Aboriginal friendship centres to develop materials for use in working with local industries, business and institutions in the areas of race relations and employment equity.

This file contains a presentation by Frank McKay that first gives the history of the Dakota Ojibway Tribal Council Police Department that has policed eight reserves since 1974; Birdtail Sioux, Dakota Plains, Long Plain, Oak Lake Sioux, Roseau River, Sandy Bay, Sioux Valley and Swan Lake, Manitoba. He calls on the Commission to ensure an Aboriginal police training academy situated either in Manitoba or a centrally-located area on the Prairies. McKay then introduces Clarence Daniels, Health Director, Dakota Ojibway Health Services.

File contains a brief presentation by Frank Saligo, Mayor, Teslin, Yukon. He provides hand-out materials for the Commission and briefly mentions the need for agreements relating to community needs and infrastructure, and for continued talks relating to land claims and self-government. This file contains a presentation given by Fred Breaker discussing a number of subjects, including building a high school on Siksika First Nation, land claims and self-governemnt. Breaker and Chief Strator Crowfoot answer questions from the Commissioners after the presentation.

This file contains a presentation by Fred Hall that begins with findings of a 1985 Newfoundland provincial commission stating that "paternalistic policies and programs, however well-meaning and however high-spending, are clearly not working." Hall goes on to say that the federal and provincial governments must change their focus so that Aboriginal and Inuit people can provide for themselves, rather than governments providing for them. Hall is not optimistic that this Commission will be any different than the last one.

File contains a presentation by Fred Sam and Russell Alec discussing education funding for their First Nations school. They have travelled to Quebec to observe a successful model of an Aboriginal-run school board and want to duplicate that on their First Nation.

File contains a presentation by Fred Shore, President, Aboriginal Staff, Student Network, University of Manitoba. Shore discusses suggestions to enhance and improve Aboriginal experiences and participation in post-secondary institutions. Following the presentation is a brief discussion with the Commissioners.

File contains a presentation by Gabe Hardisty, Councillor, Wrigley Dene Band. He speaks of life in the North pre-contact and states that "we had our own government in the past...if we didn't have our own government, we wouldn't be here today." Hardisty hopes that this Commission will listen to Aboriginal people and act on its recommendations. He then introduces his uncle, Mr. Antoch, who was alive at the time of the signing of Treaty 11 in 1921. Mr. Antoch's father, Eli Antonche, was involved in the treaty negotiations. Following the presentation is a discussion with the Commissioners.

File contains a presentation by Gabe Mentouck, a member of Native Mediation Inc. Mentouck relates why he opposes inherent Indian self-government, and tells a personal story of persecution and abuse by the Chief on his reserve. Mentouck highlights problems with a lack of accountability in Status Indian leadership, a lack of respect for individual rights on reserve, gangsterism and threatening behaviour towards those who opposse the status quo, and unfair treatment of himself from the wider Canadian legal system. Following the presentation is a discussion between the Commissioners and Mr.

File contains a presentation by Gaby Bird. Bird is a representative of the Mushekegowuk Student Services organization. Bird discusses treaty and educational concerns. Bird sees it as fundamental that non-Aboriginal society be educated in Aboriginal history and culture from an early age to bridge the gaps of ignorance between the two peoples. Following the presentation is a discussion between Commissioners Erasmus and Robinson with Beck and preceding presenter Hunter on their educational programs.

The file contains presentations by Ron Zong, Gail Watson, and Jerry McNeil, of the Manitoba Association of School Trustees. The presenters discuss their philosophy of education, the struggle for Aboriginal rights, the need for Aboriginal perspectives and local control over education, building trust between communities, the legacy of residential schools in Canada, and related issues. Following the presentation the assembled Commissioners discuss some of the issues raised with the presenters.

This file contains a presentation by Gary Baikie focusing on a number of services his organization offers, including Inuktitut interpreter/translator programs, Inuktitut immersion and literacy programs, elders' conferences, arts and crafts funding. Baikie calls on the Commission to help secure increased funding to allow those programs to continue. A question-and-answer period with the Commissioners follows the presentation.

This file contains a presentation by Gary Gould recommending that "all Aboriginal people must determine for themselves how they will govern or be governed and that in order for this to fully occur, Aboriginal people must participate as full and equal partners who have a special right to participate in the legislative institutions of this land." Gould re-introduces Frank Palmater, President, New Brunswick Aboriginal Peoples Council, who will speak about healing, a Royal Commission touchstone.

He provides a brief history of the ancient village of Gitanmaax and calls on the Commission to assist on the repealing of Section 74 of the Indian Act. Patsey also briefly discusses housing, unemployment and the negative effects of residential schools upon the Gitanmaax population. File contains a presentation by Garry Standing, a post-secondary student from the Wahpeton Dakota Nation. Standing describes himself as someone who has spent his entire life on reserve until the September before the Commission. The purpose of his presentation is to relay his "experiences from the last eight or nine months. Some of them have been positive and some of them have been negative." He discusses attending the University of Regina, but having to withdraw due to financing changes in Indian Affairs policy. He complains of paternalism and condescension in the approach of Indian Affairs.

File contains a presentation by Gary Tautenhan. He discusses "a circumpolar perspective on northern Aboriginal people, language and culture, peace in Denendeh and Nunavut and working together." Tautenhan stresses the Aboriginal nature of the Nunavut claim in the context of Dene-Inuit relations, and discusses Greenland and the importance of language to the people there. Following the presentation Commissioner Erasmus thanks Tautenhan for his contribution.

File contains an a presentation by Chief George Desjarlais of the West Moberly First Nation. He discusses the history of his people and their entrance into Treaty Eight. Desjarlais states that the government has not lived up to its end of the Treaty, which was intended to provide for peaceful co-existence and shared land management by the two peoples. Following the presentation Commissioner Erasmus discusses some of the points raised with Desjarlais.

File contains a presentation by George Ikaluk. Following an opening prayer for the days proceedings, Ikalkuk discusses the importance of the Inuit language to his people, and introduces the next presenter, Ineaq Korgak.

File contains a presentation by George Rich discussing substance abuse and the lack of recreational facilities and educational opportunities for the youth of Davis Inlet. Rich calls for an Innu-run treatment centre for youth and adults and a permanent RCMP station in Davis Inlet and asks the help of the Commission to achieve this. Saddleman welcomes the Commission on behalf of the Nicola Valley Tribal Council, then proceeds to give an organizational breakdown of the organization and discuss its institutional history. File contains a presentation by Gerald One Feather, Mato Mna Sni, Ta Tiospaye Oglala Oyate. One Feather discusses the spiritual beliefs of his people, the Lakota, and how that informs their ideas about traditional governance. One Feather then goes on to relate some of the institutional history of the Lakota people, going into specific detail with regard to their relationship with the United States government. He also discusses problems experienced by Lakota people with the interenational boundary, and makes some recommendations for their ameilioration.

File contains a presentation by Gerald Thom, Senior Vice-President of the Metis Nation of Alberta. Thom thanks the Commission and introduces several MNA officials, then makes a few general remarks on the political situation for the Metis, Alberta, and Canada. To conclude his presentation he introduces the next presenter Thelma Chalifoux, Senator Co-Chair of the Metis Nation of Alberta.

File contains a presentation by Gerald Thom stating that Metis organizations are finally, in the 1990s, becoming involved in government policymaking. Thom believes that "in order to attain our goals we must support decentralization of powers from the federal and provincial government, and we must have a say on what policies and issues arise through decentralization. He discusses briefly education, language, and employment concerns relating to the Metis. Following the presentation are remarks by the Commissioners.

File contains a presentation by Geraldine Sebastian focusing on education and social issues. Government funding cuts to education and band peacekeeping programs have adversely affected her community. Sebastian states the Hagwilget community wishes self-sufficiency and calls on the Commission to assist in her community's battle to educate and help its residents. The file contains a presentation by Gerard Kenney. Kenney, a telecommunications engineer with Bell Canada in the 1960s and early 1970s, discusses his experiences traveling to the High Arctic Relocation communities of Pond Inlet, Grise Fiord, and Resolute Bay during this era. Kenney also discusses his research at the National Archives in the early 1990s seeking to find evidence of Canadian intentions, or as he calls it, the "smoking gun," behind the High Arctic Relocation program.

She introduces Wilfred Price and Wally Samuel, members of the executive of the British Columbia Association of Friendship Centres. Collins gives a brief history of the Canadian Friendship Centre movement. She questions the validity of holding discussions around urban Aboriginal self-government without the involvement of the BC Association of Friendship Centres, the only urban Aboriginal organization which has a mechanism in place already.

File contains a presentation by Gerri Ense and Marla Metson, Native Skills Centre. Ense discusses her life experiences with reference to her own career, and some of the issues her organization encounters such as different cultural expectations in the workplace, and the establishment of the Native Skills Centre. Marla Metson, a non-Aboriginal person, discusses how she got involved with the Skills Centre then goes on to discuss a variety of organizational issues including funding concerns, Aboriginal trainers, and the need for increased Aboriginal input into training programs.

This file contains a presentation by Gerry Pascal and Charlotte Debbane discussing Aboriginal history, culture and spirituality; the Two-Row Wampum, treaties and sovreignty. Debbane's remarks focus on violence against women and she states that women need to be at the forefront to end the violence against women. A question-and-answer session with the Commissioners follows the presentation.
