Rudin then goes on to discuss the community based approach to justice that ALST has developed to address some of these issues.

File contains a presentation by Joseph Sagutch. Sagutch discusses his artistic contribution to the Commission in designing its offical logo. Sagutch goes over the cultural significance of the different aspects of the logo in his own view as designer.

This file contains a presentation by Josie Oltrop, Vicki English-Currie and Gerri Manyfingers focusing on Aboriginal women's issues. The presenters begin with a brief historical perspective on Aboriginal women in society and then discuss the social system "which has determined the lives of all Native women." They state that 75% of all of Alberta's formally educated Aboriginal population are women showing that they are "healing themselves from past incidents and turning to education."

This file contains a presentation by Joy Fontaine, Todd Ducharme, Jonathan Rudin and Cliff Summers that first gives a brief history of their organization, now serving 70,000 Aboriginal residents in Toronto, Ontario. Legal programs provided are the Native Criminal, Family and Young Offender Courtworker program, the Native Inmate Liaison program and the Aboriginal Justice Counsellor Training Program.

The file contains a presentation by Joy Playford of the Federal Business Development Bank serving Aboriginal people. Playford, Director of Business Management Training Services for the Bank in the prairie provinces and Northwest Territories, discusses what the Bank does and gives some examples of "individual efforts that perhaps would be helpful to others who seek to support Aboriginal peoples and their enterprises." Following the presentation Commissioners Chartrand and Wilson discuss some of the issues raised with Playford.

File contains a presentation by Joy Thorkelson, United Fishermen and Allied Workers Union. Thorkelson, the Union's Northern Representative, delivers a presentation "from a Northern perspective of a fishing community that has a great deal of Native participation and certainly within our Union we have many First Nations people...Seventy-five to eighty per cent of our members." Thorkelson discusses a range of environmental, trade, and economic issues effecting the West Coast fishery, and its various communities.

File contains a presentation by Joyce Rabesca. She discusses the process of finding common ground between Aboriginal and non-Aboriginal people. Following the presentation Commissioner Wilson makes comments on her approach, which are echoed by the other two Commissioners.

Racette, a member of the Metis Addictions Council of Saskatchewan, discusses that organization's programs, philosophy, and relation to other organizations like Alcoholics Anonymous. Following Racette's presentation Clem Chartier makes some comments on the provincial Metis Housing Corporation.

The file contains a presentation by Joylene Shade. Shade, a fourth year Sociology student from the University of Lethbridge, discusses sexuality and teenagers. Specifically Shade highlights a lack of knowledge amongst Aboriginal youth regarding the dangers of sexually transmitted diseases, and human sexuality in general. Shade makes recommendations to the Commission to help ameliorate this situation.

File contains a presentation by Judith Hill expressing concern about the potential loss of Innu culture and the Inuit language if not continuing to be taught in Peenamin School. She states that the lack of staff and funding to make the materials required for the classroom is limiting learning for the students. Following the presentation are brief remarks by each Commissioner.

File contains a presentation by Judy Gingell, Chair, Council of Yukon Indians. She introduces George Henry, also representing the Council. She offers several recommendations to the Commission: address the inequality of bargaining power between Canada and the First Nations; constitutional protection for self-government; repayment of the loan funding for negotiations; implementation planning funding; and time lines for completing a Yukon land claim settlement. Following the presentation is a question-and-answer discussion with the Commissioners, Gingell, Henry, and Chief David Keenan.

File contains a presentation by Julia Eweing focusing on her organization's role in Aboriginal economic development initiatives that assist Aboriginal people in working toward increased economic development and self-sufficiency through a number of programs offered by her organization. Eweing calls on the Commission to help deal with obstacles in receiving government funding for essential programming. Following the presentation is a question-and-answer session with the Commissioners.

This file contains a presentation by Julius Merkuratsuk expressing hope that perhaps one day his Church may have a minister who is from Nain and who is bilingual (English and Inuktitut). He also states that the wisdom and knowledge of elders in his Church and community must be passed on to the Inuit so Inuit culture and language does not become extinct. He introduces Julius Saimat, the next speaker.

This file contains a presentation by Julius Saimat that reiterates the previous speaker's concern with the lack of a minister for their church in Nain. He seeks to secure a minister after being without one since 1983 but states that the parishioners have been competently running the church themselves. Co-Chair Georges Erasmus states that dealing with religion and churches is not part of the Commission's mandate, but will refer the two Moravian church members' concerns to the Labrador Inuit Association.

File contains a presentation by Karen Commanda. Commanda, a First Nations librarian from the Nipissing First Nation, discusses funding concerns, discrimination concerns, and allege misappropriation of funds meant for First Nations libraries. Without naming names Commanda asks that the Commission recommend an independent investigation into these concerns. Following the presentation Commissioner Wilson poses questions on some of the issues raised which are answered by community member Reg McCormick.

File contains a presentation by Karen Pine-Cheechoo. Pine-Cheechoo,an Ojibway woman in a Cree community, discusses her life experiences. In particular she discusses struggles with alcoholism and gender relations in her community.

Theresa Brown and Jimmy Anderson spoke to the topic of social inequities on the reserve and process of the Kasabonika First Nations self-governance. Also contained are questions and comments from the assembled Commissioners as well as their closing remarks. Robert Nault was also asked to speak. Abel McKay gave the closing prayer.

This file contains a presentation by Katherine Bransfield relating to self-government and Aboriginal women. Gignoo Transition House recently opened in Fredericton, New Brunswick and its role is to provide shelter, food, love and support, education, counselling and play as an advocacy for women and children fleeing from abuse. As this house has been very successful in helping women and children, Bransfield calls for another house to be built in north-central New Brunswick. Her organization will be presenting a brief to the Commission in September 1993.

File contains a presentation by Katherine Fournier, United Church Native Solidarity Circle. Fournier discusses her organizations views on issues facing Aboriginal people including the need to educate non-Aboriginal people about the history of injustice towards their counterparts, the neccessity for the Federal government to deal with land claims and self-governance issues despite the defeat of the Charlottetown Accord via referendum, and that groups like the Solidarity circle can be supportive but not set the agenda: in their view that is something Aboriginal people must do themselves.

File contains a presentation by Katherine Morrisseau and Iris Lauzon of the Ojibway Language Immersion Program for Preschoolers in Winnipeg. The presenters discuss reasons for the decline of Aboriginal languages, their importance, curriculum, and their efforts to teach Ojibway to children. Following the presentation is a discussion with the Commissioners.

The file contains a presentation by Kathy Jensen, School of Social Work Program. Jensen discusses educational opportunities in Northern Manitoba from "the perspective of the Faculty of Social Work" at the University of Manitoba, Thompson campus. Following the presentation Commissioner Chartrand discusses some of the issues raised with Jensen.

File contains a presentation by Kathy Martin addressing the need for Aboriginal women to be equal participants in the political, social, economic, legal and education systems. Martin also discusses the justice system and believes that Aboriginals "have the right to form our own justice system."

File contains a presentation by Kathy Sauve relating to Aboriginal literacy and its importance. She states that Aboriginal literacy programs "must continue in order for the survival of our younger generations and the generations yet to come." She feels that when "Aboriginal leaders speak of self-government, literacy is a very important stepping stone to it." Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Jeremiah McKay and Abe Kakepitum of the Keewaytinook Okimakanak/Northern Chiefs Council. McKay introduces Kakepitum who delivers an address on environmental concerns, traditional resource use, self-governance concerns, Treaty agreements, problems with federal and provincial policies, the Charlottetown referendum, health care concerns, and language issues. McKay then concludes the presentation by discussing the organization's written submission, and thanking the Commission.

File contains a presentation by Keith Chief Moon, Mohk-E-Saun Committee, Blood Indian Reserve #148. Moon discusses his people's history, and some of their problems with regard to living conditions.

The file contains a presentation by Keith Chiefmoon on social housing. Chiefmoon discusses racism in the Lethbridge rental market, homelessness, and Aboriginal student's housing needs. Chiefmoon also discusses the exclusion of the disabled from on-reserve housing programs at the Blood Reserve. Chiefmoon makes recommendations regarding emergency housing, the establishment of an urban Indian housing program, the establishment of a student housing program, and the need for Aboriginal representation on the city's Landlord-Tenant Board.

File contains a presentation by Keith Chiefmoon. Chiefmoon discusses racism "as it pertains here today" with a focus on off-reserve life. Chiefmoon discusses racism in the city of Lethbridge in the employment, post-secondary, and provincial government services. Chiefmoon also discusses what he deems discriminatory law enforcement practices, and Aboriginal over-representation in prisons. Chiefmoon also makes recommendations about languages, land claims, political representation in the federal parliament, and the need for an "off-reserve Indian government."

File contains a presentation by Keith Gordon, a Kahnawake Mohawk living in Toronto. His presentation focuses on four points: Canada must exhibit a willingness to be bound by the agreements it vociferously negotiates; Canada must acknowledge through the negotiation process the specific entitlements of Aboriginal peoples and their governments; governments must promote legitimacy to eliminate stereotyping; and all people must utilize the opportunity to promote the evolution of standards.

File contains a presentation by Keith Milne focusing on self-government in relation to social concerns and social service. He suggests that the Commission hold a hearing in the Thunder Bay Shelter House to hear directly the concerns of those persons requiring the Shelter House's services. The file contains a presentation by Kelly Healy. Healy presents a video clip from a trip her class took to Calgary to watch a debate between Progressive Conservative leadership candidates Jean Charest and Kim Campbell. During the trip the group experienced an incidence of overt racism which is referred to, and Healy states that she shares it to "show how much racism affects us. I just want something to be done about it."

The file contains a presentation by Kristen Many Bears. Many Bears, a grade 10 student at Winston Churchill High School in Lethbridge, Alberta, discusses stereotypes and discrimination. Many Bears also discusses some ways in which racism and discrimination can be addressed.

File contains a presentation by Ken Goodwill of the White Cap First Nation. Goodwill discusses the importance of Treaty and the government's (both Britain and Canada's) obligations to the Dakota people. He discusses the concessions he feels his people have made, and asks that the government deliver the just rights of the Dakota to their people. Following the presentation is a discussion between the Commissioners and previous presenter Calvin McArthur specifically addressing the historical disspossession of his people's reserve land.

File contains a presentation by Ken Harris, Meensganist Housing Society. Harris discusses his organization, a non-profit low-rental organization...not affiliated with any tribal councils or villages. We are actually independent." Harris discusses his organization's activities and associated housing concerns. Harris also discusses his relationship with the government and funding agencies, off-reserve migration of Aboriginal people to Prince Rupert and associated issues, and a series of questions about government policy.

File contains a presentation by Ken Noskiye focusing on Métis self-government for the eight Métis settlements in Alberta. He states that self-government can only be achieved with proper resources at the local level. Following the presentation is a lengthy question-and-answer session with the Commissioners.

File contains a presentation by Ken Noskiye whose organization in 1989 signed the Metis Settlements Accord with the Alberta government. The Accord established principles for a partnership for Metis self-determination, giving the Metis a land base within to govern themselves in the legislative framework for governance. Noskiye calls for the Commission to ensure the Metis are not left out of government negotiations in the future. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Ken Pruden relating to the difficulties Canadian Friendship Centres have in providing services for its target audience. Pruden says that funding cuts by the Canadian government are inhibiting the Friendship Centres' ability to assist persons and calls on the Commission to bring this matter to the government's attention. Pruden introduces Ray Fox, also of the Lac La Biche Canadian Native Friendship Centre.

This file contains a presentation by Kim Fraser and Cathy Bomberry focusing on the self-esteem of Aboriginal youth. The youth need to learn about their culture and classes could be offered in Aboriginal culture, history and language. Fraser also suggests that if high schools and post-secondary education institutions be built on First Nations to less the cultural shock that the youth suffer when leaving their families. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Kim Gallant. Gallant presents her view on sexual discrimination in the Indian Act, and how it can be reformed to be more egalitarian. Following the presentation is a discussion between Gallant and the Commissioners regarding the issues raised.

This file contains a presentation by Kim Gernack and Shirley Bigney McHugh focusing on the rights and self-determination of Aboriginal disabled people. Areas of concerns are accessible living facilities, transportation in reserve and rural settings, and sufficient medical services and supplies. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Kirk Lethbridge discussing his views of Aboriginal self-government and the "inevitability of self-determination." He feels he may not see it in his lifetime, but says his children will. Lethbridge calls on the Commission to ensure that "soon all Aboriginal people in Labrador, and in Canada, will be under the same flag."

File contains a presentation by Chief Jean-Guy Whiteduck of the Kitigan Zibi Anishinabeg Council. Whiteduck discusses a variety of issues concerns, foremost of which are land and land claims. Whiteduck also discusses hunting and fishing rights, past exploitation of resources, Bill C-31, education (including post-secondary) concerns, language loss and assimilation, health services, and justice issues (including courts, Native courts, and policing). Following the presentation Whiteduck discusses some of these issues with the assembled Commissioners.

File contains a presentation by Judy Coocoo Whiteduck of the Kitigan Zibi Anishinabeg Council. Whiteduck delivers a summary of her views on economic development including business competetiveness, development, and the idea that developing an adequate economic base should precede self-government. Whiteduck discusses federal programs as they pertain to small business development, and some of the economic developments already in place under Kitigan Zibi. Following this Commissioners Dussault and Robinson discuss some of hte issues raised with Whiteduck.

The file contains a presentation by Chairperson Kris Ramchandar and Harold Rampersad, of the Community and Race Relations Committee of the City of Winnipeg. The presenters discuss the position of Aboriginal peoples in Canadian society, some of the history of colonization, and make a series of recommendations to the Commission regarding government policy in the social and economic spheres.

File contains a presentation by Lexine Phillips, Ktunaxa/Kinbasket Tribal Council, Land and Resources Department. Phillips discusses Constitutional issues, particularly with reference to self-governance and the "no" vote in the nationwide Charlottetown Accord referendum. Phillips then makes a series of recommendations to the Commission with respect to land rights, assistance, education, and associated economic concerns.
