File contains a presentation by Jim Andersen. Andersen discusses his life in Makkovik and the struggles he has gone through, as well as his great interest in the struggles of Aboriginal people to attain their rightful place in Confederation.

He gives a brief introduction to Treaty 11 relating to his constituency and to the future formation of Nunavut. Antoine discusses what land claims and self-government would mean to the Northwest Territories, focusing on the extinguishment clause. Following the presentation is a discussion with the Commissioners.

File contains a presentation by Jim Campbell, resident of Saturna Island, British Columbia. He states that despite the best intentions of government, "Many times in the past the individual has been disregarded" when laws are made. Campbell believes that "[F]reedom of the individual in a civil society...to realize his or her full potential is a worth object for all of us." He believes the Canadian government has obligations to Aboriginal peoples and until they are met, the potential of further conflict will remain.

Carberry discusses his favourable impressions of Canada as a youth in Northern Ireland, and his shock and disgust at the position of Aboriginal people in Canadian society when he arrived here. Carberry discusses how he sees Aboriginal problems as mirroring those of other minorities around the world, and makes some suggestions to increase Aboriginal pariticipation in the wider society. Following the presentation is a discussion between Commissioners Chartrand and Blakeney with Carberry on some of these topics.

His organization works for "equity of the treatment of our our people in Labrador through the land claims process." The file contains a presentation by Jim MacLatchie and Lisa Allagaier, John Howard Society of Canada. MacLatchie and Allagaier discuss the composition, mandate, and work of the society with Canada's prison population and particularly with respect to Aboriginal prisoners. They discuss the importance of establishing Aboriginal representation amongst prison staff, and particularly the important role of Elders in the penal environment. Following the presentation the assembled Commissioners thank the presenters and comment on the presentation.

Whitson discusses developing good relationships in the educational setting with Aboriginal peoples, specifically in the context of what has been done in Lambton County, Ontario. Whitson discusses concerns such as cultural, historical, and language education. Following the presentation the assembled Commissioners discuss some of the issues raised with Whitson.

File contains a presentation by Jimmy Dick. Dick discusses the inherent right to self-government and his views on it. Following the presentation is a discussion between Commissioners Chartrand and Blakeney with Dick on the form self-governance should theoretically take, specifically with regard to an urban context like Toronto.

File contains a presentation by Jo-Anne Olson and Dene Kameka. Their group home in Slave Lake cares for behaviourally difficult and emotionally disturbed teenagers from ages 13-17. 60% of their clientele is Aboriginal and from northern Alberta. Their concern lies with the lack of transitional support from group homes back to their families. They call on the Commission to increase funding so that Aboriginal people can be hired to assist the youth with their recovery and their return to their reserve. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Joan Ryan focusing on education for the Gitksan-Wet'suwet'en people, including programs offering fishery, carpentry, forestry and court worker training. She calls on the Commission to ensure continued funding for programs that educate Gitksan-Wet'suwet'en persons and return them back to their communities to help others. This file contains a presentation by Joanne De Laurentiis relating to Aboriginals and Canadian banking. As Aboriginal communities continue to acquire funds through treaty negotiations or land claims settlements, and as Aboriginal people continue to develop new business and entrepreneurial skills, banks want opportunities to respond to those new business demands. The banking industry is taking some steps to work with Aboriginal peoples by sponsoring a number of business training programs, providing loans to viable Aboriginal enterprises, and also providing non-lending services as well.

File contains a presentation by Joannie McKinnon, President of the Yukon Fish and Wildlife Association. McKinnon discusses her groups desire to take part in land claims talks and work co-operatively with First Nations on wildlife management issues. Following her presentation Erasmus asks her a question which she answers.

File contains a presentation by Jobie Epoo, Mayor of Inukjuak. Epoo relays some of the history of the community which was formed from members of three different Inuit camps. Epoo discusses the benefits and drawbacks of the welfare system, and the problem of wealth leaving the community with little benefit to the local population. Epoo also discusses the plight of local youth who have little hope for the future, and a lack of social infrastructure to service the people's needs.

File contains a presentation by Joe Blyan stating that the Commission that all different status groups must meet and determine their courses of action. Blyan says a common vision is necessary when dealing with Aboriginal and Metis groups. Following the presentation are remarks by the Commissioners.

The file contains a presentation by Joe Karetak, Inuit Tapirisat of Canada. Karetak discusses programs to deal with suicide issues in the Keewatin Region of the Northwest Territories (now Nunavut). Karetak also discusses some of the language difficulties involved with operating the Keewatin Crisis Line, participation of elders, and costs.

File contains a presentation by Joe Miskokomon, Grand Chief, Union of Ontario Indians. Miskokomon delivers a presentation on behalf of his organization that deals with the challenges facing its members: namely, self-governance, overcoming divisions between Aboriginal peoples, the struggle for women's equality, urban issues, and others. Miskomon states that he views self-governance primarily as a question of jurisdiction, and that jurisdictional issues must be addressed. Following the presentation are comments and a discussion between Commissioners Dussault, Erasmus, Robinson and Miskomon.

File contains a presentation by Joe Ohokannoak that covers a number of subjects, including no high school courses past Grade 10 in the Cambridge Bay area, potential employment with the expected construction of a new mine, a lack of radio broadcasting facilities, and health issues. File contains a presentation by Joe Seymour and Reuben Wasacase relating to the Native Veterans Housing Project in Kenora, Ontario. The presenters originally surveyed Aboriginal veterans in the Kenora area and discovered a number of other issues affecting them, such as land entitlement, pensions and allowances, medical benefits, and unfair treatment relating to lack of recognition and neglect of veterans. Following the presentation is a question-and-answer session with the Commissioners.

The file contains a presentation by Joey Hamelin, Metis National Council. Hamelin discusses funding issues for the Metis, some examples of suicides that occurred amongst that community in Alberta, and the role of the Metis Services Organization, and Native Brotherhood in Alberta.

This file contains a presentation by Johannes Lampe that begins with a brief history of Nain. Lampe is frustrated with the lack of funding as "communities located north of the 60th parallel are eligible for more federal programs" that Nain is. Lampe also discusses the recent suicide attempts in Nain and the lack of health and social programs for children, youth and adults. He calls on the Commission to secure more funding at the local level to initiate the programs urgently required to help Nain residents. A question-and-answer period with the Commissioners follows the presentation.

He relates a number of stories of how Aboriginal people are lacking the "spirituality, respect, honesty, and leadership" that was common pre-contact. File contains a presentation by John Corbiere relating to the constitutional and legal position of the Metis and off-reserve Aboriginals. He states that on his First Nations, "The present elected band leadership is denying our off-reserve members the opportunity to vote on the basic things that have a crucial effect on their lives. Those members are being excluded from the social and political prosperity of the band.

File contains a presentation by the Gabriel Dumont Institute Research and Development Team relating to their proposed research project entitled "Metis Family Literacy and Youth Education Strategy." The project aims to develop recommendations for action in the areas of policy, programs and strategies for K-12 students to meet the literacy needs of the Metis and non-status Indian people in Canada. File contains a presentation by John Edsu of Fort McPherson. Edsu discusses his views on the trapping industry in the area and his view of its great importance to people of the north. Edsu protests southerners coming in as transient labour and taking jobs that he feels northerners are qualified to do. He also discusses rival claims over land by trappers and large multinational resource companies. He requests recognition from the federal Government of the importance of the trapping industry to his people, and criticizes the anti-fur movement as destructive and naive.

File contains a presentation by John Elliot, Saanich Tribal School. He reiterates what a previous speaker, Earl Claxton, said about the disappearance of the Saanich language. He hopes that the Commission recommends continuing funding of a two-year program that teaches the Saanich language and culture. Following the presentation is a discussion with the Commissioners.

Giokas presents his ideas on how a new order is emerging in Canada with respect to justice, and how we can expect new power sharing arrangements to arise.

File contains a presentation by John Jamieson of the PEI Fisherman's Association. Jamieson discusses the fishery in PEI and the Micmac's involvement. He focuses on the need for co-operation to conserve fish stocks, a plan to incorporate Micmac fishermen into the commerical fishery, and relations with the federal government. Following the presentation is a discussion between Jamieson and the Commissioners regarding fisheries in PEI.

File contains a presentation by John Joe Sark, Captain of the Micmac Grand Council. Sark discusses the need to tell Aboriginal history, particularly the positive side, in schools in New Brunswick. File contains a presentation by John Kitchen, chairman of the Elementary School Committee, who reiterates the sentiments of the previous speaker, Edith Gull. Loftus discusses the challenges his organization (which treats drug and alcohol abuse, as well as family violence cases) deals with in High Level. Foremost among his concerns are a lack of professional staff and resources. Following the presentation is a discussion between Loftus and Commissioners Dussault and Robinson on these issues.

This file contains a presentation by John MIller, Jeannette Assinewai, Marjorie Mishihinijima and Sarah Bondy whose organizations works in the best interests of disabled Aboriginal and non-Aboriginal persons. Both groups deal with "discriminating legislation and policies which limit access to support offered to Aboriginal communities with developmental handicaps." Also discussed are findings from a Round Table on Aboriginal persons with disabilities held in early 1993. A question-and-answer session with the Commissioners follows the presentation.

The file contains a presentation by John Moore. Moore discusses his conviction for murder under a repealed section of the criminal code of Canada, how he is innocent and feels his conviction contradicted his rights as an Aboriginal person, and how he would like to be exonerated. Moore also references several other high profile cases of wrongful conviction in Canada. Following the presentation Commissioner Dussault comments on the issues raised.

Moore, a Cree man from the James Bay area, discusses the significance of the Treaties and what he would like to see in the future for Aboriginal people in Canada. File contains a presentation by John Shafer discussing the Canadian government's century-old intent to create policies for the purpose of "extinguishment and assimilation" of Aboriginals in Canada and believes that attitude continues today. He also discusses the harmful effects of water pollution of the watershed that drains into Lake Lil'Wat, British Columbia.

The file contains a presentation by John Steckley. Steckley, Assistant Professor from the Department of Native Studies, University of Sudbury, states that "the Canadian Federal Government go at least as far as the government of the United States in giving Native languages 'official status'" and what he means by this. Commissioners Sillett and Dussault discuss some of the issues raised by Steckley with him.

File contains a presentation by John Stewart. Stewart, a member of the Youth Justice Committee, discusses youth justice concerns particularly with regard to young Metis children. Stewart asks that funding be provided to treat these children in the community rather than sending them away to jails. Following Stewart's presentation is a discussion between Stewart, Chief Tony Mercredi, and Commissioners Chartrand and Blakeney on youth justice issues.

File contains a presentation by John Turner. Turner presents on behalf of the Mushkegowuk Traditional Harvesters. Turner outlines three reasons why it is becoming increasingly difficult to make a living off the land: the activities of animal rights groups who oppose trapping, the activities of sport hunting groups who oppose subsistence rights to hunt, and the development of hydroelectric projects which negatively impact habitat. Turner then goes on to discuss how Aboriginal people have increasingly adopted European values and look with disdain upon trapping as a career choice.

Zahradnik discusses Aboriginal and non-Aboriginal worldviews, ranching in the Nicola Valley, and the need to create a cultural synthesis when it comes to land management and use patterns.
