This file contains a presentation by Gary Gould recommending that "all Aboriginal people must determine for themselves how they will govern or be governed and that in order for this to fully occur, Aboriginal people must participate as full and equal partners who have a special right to participate in the legislative institutions of this land." Gould re-introduces Frank Palmater, President, New Brunswick Aboriginal Peoples Council, who will speak about healing, a Royal Commission touchstone.

File contains a presentation by Gary LaPlante, Kewatin Communications. LaPlante discusses self-governance and the critical view of it he has experienced from some Aboriginal people. LaPlante discusses his own life experiences and his view that race relations are a two way street and that some Aboriginal people harbour racist views and that this must be addressed.

File contains a presentation by Garry Standing, a post-secondary student from the Wahpeton Dakota Nation. Standing describes himself as someone who has spent his entire life on reserve until the September before the Commission. The purpose of his presentation is to relay his "experiences from the last eight or nine months. Some of them have been positive and some of them have been negative." He discusses attending the University of Regina, but having to withdraw due to financing changes in Indian Affairs policy. He complains of paternalism and condescension in the approach of Indian Affairs.

File contains a presentation by Grand Chief George Behn, Fort Nelson First Nation. Behn relays the history of his people from the time they signed Treaty 8 until the present. Behn discusses problems with the government and resource companies, and the settlement which his First Nation made for oil royalty revenue. Following the presentation Commissioner Erasmus discusses resource use and pollution issues with Behn.

File contains an a presentation by Chief George Desjarlais of the West Moberly First Nation. He discusses the history of his people and their entrance into Treaty Eight. Desjarlais states that the government has not lived up to its end of the Treaty, which was intended to provide for peaceful co-existence and shared land management by the two peoples. Following the presentation Commissioner Erasmus discusses some of the points raised with Desjarlais.

File contains a presentation by Gerald One Feather, Mato Mna Sni, Ta Tiospaye Oglala Oyate. One Feather discusses the spiritual beliefs of his people, the Lakota, and how that informs their ideas about traditional governance. One Feather then goes on to relate some of the institutional history of the Lakota people, going into specific detail with regard to their relationship with the United States government. He also discusses problems experienced by Lakota people with the interenational boundary, and makes some recommendations for their ameilioration.

File contains a presentation by Gerald Thom, Senior Vice-President of the Metis Nation of Alberta. Thom thanks the Commission and introduces several MNA officials, then makes a few general remarks on the political situation for the Metis, Alberta, and Canada. To conclude his presentation he introduces the next presenter Thelma Chalifoux, Senator Co-Chair of the Metis Nation of Alberta.

File contains a presentation by Geraldine Sebastian focusing on education and social issues. Government funding cuts to education and band peacekeeping programs have adversely affected her community. Sebastian states the Hagwilget community wishes self-sufficiency and calls on the Commission to assist in her community's battle to educate and help its residents. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Mr. Gerard Webb, Federation of Newfoundland Indians. Webb discusses the history of the organization and its court and policy challenges with relation to the federal and provincial governments. Webb also discusses some of the socioeconomic issues facing his constituents such as housing and cultural concerns. The assembled Commissioners engage Mr. Webb in a conversation on some of the points raised. Following this the day's proceedings are adjourned with a Closing Prayer.

The file contains a presentation by Gerard Kenney. Kenney, a telecommunications engineer with Bell Canada in the 1960s and early 1970s, discusses his experiences traveling to the High Arctic Relocation communities of Pond Inlet, Grise Fiord, and Resolute Bay during this era. Kenney also discusses his research at the National Archives in the early 1990s seeking to find evidence of Canadian intentions, or as he calls it, the "smoking gun," behind the High Arctic Relocation program.

File contains a presentation by Ghyslain Beaule, Abitibi-Temiscaming Regional Health and Social Services Board. Beaule discusses the composition and mandate of her organization and then goes on to discuss the jurisdictional, financial, and community issues it faces. Following the presentation Commissioners Dussault and Blakeney discuss some of the issues raised with Beaule.

File includes a presentation by Gilbert Pilot of the Nitassinan Coalition. Pilot discusses the work of previous government commissions, court decisions relating to Aboriginal usufruct rights, and the need for a joint statement on people's rights "if peace is really what is wanted in Quebec." Pilot also remarks that he has recently been the target of a criminal act of intimidation. Following the presentation Commissioner Dussault engages Pilot in a discussion on the composition of his organization, after which Commissioner Wilson discusses justice and self-government issues with Pilot.

The file contains a presentation by the Gitksan and Wet'suwet'en Government; presenters Alice Jeffrey, Sadie Howard, and Vicky Russell. The presenters discusses self-government initiatives, health care, education, housing, mental health concerns, cultural concerns, traditional governance models, and related issues. Following the presentation Commissioners Chartrand and Wilson discuss some of the topics raised with the presenters. Following this the two Commissioners thank the days' participants and the sitting is concluded with a closing prayer.

File contains a presentation by Glen Ross discussing the Health Transfer Agreement of 1992 and the difficulties associated with transferring control of health services to First Nations. Other topics discussed include AIDS prevention and dentistry services. Following the presentation is a discussion with the Commissioners.

Christmas, after a brief description of her job, makes a series of recommendations to the Commission on hiring Aboriginal interpreters, Aboriginal court workers, and Aboriginal corrections personnel, in the justice system.

This file contains a presentation by Gloria Thomas and Jan Longboat relating to the Community Health Review's work for the Six Nations Confederacy. This two-year project addresses the lack of resources and health planning for Six Nations. Other concerns include transferring of First Nations health services, lack of access to mental health services, non-insured health benefits and traditional healing. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Gordon McGregor, Chief of Police, Kitigan Zibi Anishinabeg Council. McGregor discusses policing within the community and the initiatives that have been taken, as well as juridictional and cultural issues. Following McGregor's presentation he discusses some of the issues raised with Commissioners Blakeney, Robinson, and Dussault.

File contains a presentation by Gordon Peters, Regional Chief, Chiefs of Ontario. Peters discusses his organization and its goals in representing the First Nations of Ontario including self-governance, the need to administer their own social services programs, land claims in terms of reclamation of what was lost, and problems with intergovernmental relations. Following the presentation are questions and comments by Comissioners Erasmus, Robinson, Blakeney, and Wilson which Peters addresses.

The file contains a presentation by Gordon Robertson. Robertson, a federal civil servant during the time of the High Arctic Relocation, testifies on the government's intentions with regard to Inuit policy, Arctic policy, and sovereignty issues during the era. Robertson also gives his view of Inuit testimony on the relocation and his own visits to Resolute Bay during the 1950s. The assembled Commissioners question Robertson on some of his testimony.

File contains a presentation by Gordon Warner. Warner, of Mennonite Central Committee discusses his work and experiences in the community of Davis Inlet. Warner discusses construction concerns and issues related to community relocation. Following Warner's presentation Commissioner Erasmus thanks him for his views. Following this Commissioners Erasmus and Sillet deliver closing remarks and close the sitting of the Commission for the day.

File contains a presentation by Grace Menconse, Vice-President of Native Mediation Inc. Menconse, a Bill C-31 person, discusses her groups problems with an undefined self-government, jurisdictional issues, with lack of accountability and transparency in Band politics, and the need to apply the Charter of Rights and Freedoms to Status Indians. Menconse also discusses electoral fraud and serious human rights abuses which she accuses Aboriginal leadership of being complicit in.

This file contains a presentation by Graham Tuplin focusing on off-reserve Aboriginals in Canada. Tuplin makes a number of recommendations, including that the Royal Commission add equity of access to the Commission's list of four touchstones, and that the federal government stop its policy of cutting funding to Aboriginal groups that are not bands, not northern and not Department of Indian Affairs supported, as equity of access must begin with a equal chance to be heard. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Greg Johnson, a Micmac social worker from Hants County, Nova Scotia. Johnson discusses his hopes for the Commission, experiences growing up as an Aboriginal youth, relations with the Indian Agent and Department of Indian Affairs, his views on the Indian Act, sovereignty, governance, and prejudice.

File contains a presentation by Greta Gunner. Gunner discusses her concerns about the treatment of Aboriginal women and the prejudices they face. Although originally scheduled to discuss her concerns on education, she felt "moved to talk and to speak on behalf of Native women and that the views that I express today are my own views, that I do not speak on behalf of the Native Women's group." She states that "as native women we not only suffer oppression by the white society, but we also [suffer] oppression by our own men" then goes on to discuss the barriers Aboriginal women face.

This file consists of a presentation by Gus Ashawasega and Judi Hall focusing on housing for Aboriginals in Metropolitan Toronto. The Native Men's Residence is one of five urban Aboriginal housing organizations in Toronto perspective on Aboriginal housing in Toronto. Housing is required for families, singles, homeless, two-spirited peoples, seniors and the disabled. The federal government announced as of 1 January 1993 that new funding commitments for urban Aboriginal housing initiatives would no longer be provided.

File contains a presentation on behalf of the Hamlet of St. George's Hill by Mayor Gerald Desjarlais, Councillor Pat Desjarlais, and Councillor Theresa Montgrand. Mayor Desjarlais discusses how 70 percent of the hamlet's population are Bill C-31 people with the band from Dillon who Montgrand claims "don't support the Bill C-31s at all." Pat Desjarlais discusses the air bombing range in the area, and its effects on trapping and logging activities. Following the presentation the two Commissioners discuss some of the issues raised with the two Desjarlais, and Montgrand.

The file contains a presentation by Hari Dimitrakopoulon, Northern Women's Development Network. Dimitrakopoulon discusses a report submitted to the Commission on women's economic development. Dimitrakopoulon highlights some of the content of the report which deals specifically with the socio-economic position of Aboriginal women in Northern Manitoba, and some of the reasons behind that position going back to pre-European contact days. Following the presentation Commissioners Chartrand and Wilson discuss some of the reports findings with Dimitrakopoulin.

File contains a presentation by Harriet Arcand, Elder, Aboriginal Women's Council of Saskatchewan. Arcand raises concerns about Aboriginal youth in correctional centres, the issues they face due to neglect, and the dysfunctionality of the system. Arcand also comments on funding for her women's organization. Following her statement she discusses some of these issues with Commissioner Georges Erasmus.

File contains a presentation by Harriet Janvier, Director, Mark Amy Centre. Janvier discusses some of the community problems she has encountered in her work for an alcohol addiction treatment centre. She highlights a lack of proper facilities, and some of the social problems in the community.

The file contains a presentation by President Rocky Simpson of the Hay River Metis Nation. Simpson summarizes a group discussion and its' findings held to discuss a new relationship between Aboriginal and non-Aboriginal people of Canada, self-determination for Aboriginal peoples within Canada through self-government, economic self-sufficiency for Aboriginal people, and personal and collective healing for Aboriginal people and communities. Simpson makes a variety of recommendations to the Commission on these points.

The file contains a presentation by Executive Director Roy Fabian of the Hay River Treatment Centre. Fabian discusses cultural oppression in Dene history, and the healing process which is neccessary to treat its effects. Fabian stresses the need for the Dene to listen to the Elders and practice their teachings. Fabian also discusses his views on the land claims process, and how cultural oppression has lead to social issues such as child abuse, family violence, and housing problems. Fabian also elaborates what he sees as the need for Aboriginal individuals to start healing themselves.

File contains a presentation by Heather Clements. Clements discusses her experiences as a Scots-English Canadian nurse living on a reserve, and her perceptions of a lack of knowledge in Non-Aboriginal culture of Aboriginal Canadians and why this should be corrected. Clements also discusses health care and educational issues, arguing that Aboriginal peoples should be given control over their own health and educational services and making some suggestions to that effect. Following the presentation Commissioners Blakeney, Wilson, and Sillet discuss some of these issues with her.

File contains a presentation by Henri-Paul Sioui-Trudel. Henri-Paul Sioui-Trudel discusses the government system of the Huron-Wendat Nation and the need for self government and self determination to be recognized. Following the presentation Commissioner Dussault thanks him for his remarks.

File contains a presentation by Henry Broomfield. Broomfield discusses the Labrador Native Peoples Funding Agreement and what he sees as its many shortcomings. Broomfield sums up by stating "this funding agreement is deficient in alot of areas. It does not provide sufficient dollars for the operation of our communities. It provides dollars to another government, the province, to run our affairs.

File contains a presentation by Henry Phillips with regards to Aboriginal poverty in Canada, and some possible solutions to address the problem. A short discussion with the Commissioners follows the presentation.

File contains a presentation by Herb Manak. Manak discusses two concerns: health care in Labrador, and services for the disabled. Manak relates his own experiences with health care in Labrador, and suggests more accessibility for disabled people.

The file contains a presentation by Herb Nabigon. Nabigon, a professor at Laurentian University in the Native Human Services, discusses self-government and "reclaiming the spirit." Nabigon discusses his people's relationship with the federal and provincial governments, rights and responsibilities, and traditional Ojibwa governance concepts. Following the presentation Commissioners Dussault and Sillett discuss some of the issues raised with Nabigon.

File contains a presentation by the Honourable Paul Connolly, Minister Responsible for Native Affairs, PEI. Connolly expresses his government's support for the principles of Aboriginal self-government, and the reality of large off-reserve populations and their implications for provincial governments. He also expresses support for three way talks between the Federal, Provincial, and Aboriginal governments to define self-government and resolve jurisdictional issues.

Rich discusses educational issues, his personal experiences as a youth, dealing with bureaucracy, his views on the Oka crisis, community policing and RCMP relations, suicide issues, housing, Innu concepts of government, Aboriginal rights, self-government, obstructions to Innu self-governance, land claims, colonialism, and related issues.

File contains a presentation by Peter Penashue, President of the Innu Nation. Penashue discusses a variety of matters including substance abuse problems in the community, relocation funding and issues, social services and foster care, alcoholism, and other general community issues. Following the presentation Penashue discusses some of the issues raised with the Commissioners.

File contains a presentation by Raphael Gregoire, Director of Education, Innu Nation. Gregoire makes his presentation on behalf of both the Sheshatshiu and Utshimasit Innu. He discusses educational concerns and developments in the field, language issues, self-governance as it relates to education, and traditional skills training. Following the presentation Commissioner Erasmus discusses some of the issues raised with Gregoire.

File contains a presentation by John Harker, Canadian representative of the International Labour Organization. The International Labour Office is a specialized agency of the United Nations. Harker delivers an international perspective on the issues faced by indigenous peoples, and discusses how his organization seeks to promote the human rights of indigenous peoples and enchancing their position within national societies. Harker also discusses some of the legal history of indigenous issues within the United Nations, and actions taken by his group.

File contains a presentation by Irene Ness focusing on Aboriginal economic programs and Bill C-31 funding. She calls on the Commission to make housing funds available to Bill C-31 persons for use either on or off reserves as per personal situations. She also requests a review of Aboriginal economic programs to ensure the needs of Aboriginal people are met. She speaks personally of being denied program funds for her business despite meeting the required standards for funding. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Irene Willard, a 21 year old who was a foster child. Willard discusses some of the problems with Social Services and Foster Care that she encountered in her life, including being placed in a prejudiced household, and not even knowing she was a Status person until age 19. Following the presentation the Commissioners thank her, and then Chief Agnes McCoy makes closing remarks to end the Commissions sitting for the day.

File contains a presentation by Jack Smith. Smith is a sessional lecturer with the department of Native Studies at the University of Saskatchewan. Smith discusses off reserve and urban status Indian's concerns, primarily with regard to Treaty Land Entitlement and participation in Band politics. Smith also discusses Aboriginal input into the University of Saskatchewan's policies.
