This file contains a presentation by Brenda Gedeon Miller that first gives a brief history of the Mi'kmaq Nation in Canada, describing Mi'kmaq government and the Mi'kmaq way of life. The presenter's First Nation has recently begun to assert its jurisdiction within their territory and have reorganized the administration of their local government, and also have obtained a mandate from community members to continue to "reassemble our Nation, our governments and our communities." He states that the traditional Clan system of government and the tribal justice system in place at Teslin has been working effectively with non-Aboriginal government and justice systems and feels this co-operative effort could be duplicated on every First Nation in Canada. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Gary LaPlante, Kewatin Communications. LaPlante discusses self-governance and the critical view of it he has experienced from some Aboriginal people. LaPlante discusses his own life experiences and his view that race relations are a two way street and that some Aboriginal people harbour racist views and that this must be addressed.

File contains a presentation made by Garnet Angconeb for the Independent First Nations Alliance on the topic of the Canadian Justice System pertaining to Aboriginals in general as well as personal remarks referring to the Anishnawbe and their community identity and language. File contains a presentation by Jeff Baldwin, Canadian Catholic Organization for Development and Peace. Baldwin discusses his organization's view of Canadian Aboriginal issues, particularly with regard to economic and spiritual concerns. One key problem he highlights is a great deal of ignorance of Aboriginal society and culture amongst Non-Aboriginal peoples, or as he puts it "We can see this quite easily as a problem for the non-Aboriginal society. Aboriginal people are compelled to encounter our society and our culture. We are not.

The file contains a presentation by Mary Guilbeault and Jennifer Wood of the Winnipeg First Nations Tribal Council. Guilbeault and Wood discuss their organization's mandate, composition, and operations in Manitoba. Specifically they address concerns such as employment, off-reserve people's reasons for leaving, rights issues, overrepresentation in prisons, racism and discrimination, funding concerns, and identity issues. Following the presentation Commsisioner Wilson and Chartrand discuss some of the issues raised with the two presenters.

File contains a presentation by Linda Sioui. Sioui discusses the importance of the Huron-Wendat, and some measures she thinks should be taken to revive, promote and strengthen its' usage in the community. Following the presentation Commissioner Dussault thanks her for her remarks.

This file contains a presentation by Marguerite Cardin and Pierre Taillon relating to their group that represents Aboriginal people living off-reserve and Metis in Quebec. Cardin states that these persons suffer with a lack of identity and cites multiple examples of this problems. She also states that Aboriginal women need to fight to improve conditions for themselves, as Aboriginal male leaders "appear not to be interested" in being involved in the struggle for Aboriginal women's rights. The Commissioners provide questions for the presenters during the presentation.

File contains a presentation by Robert Doucette. Doucette discusses conditions for Metis people within the City of Saskatoon, and Saskatchewan generally. Doucette highlights problems of institutional racism, access to education, ignorance of Aboriginal identity and issues in the general population, migration to urban centres, and related issues. Doucette also discusses the need for a Metis land base and the differences in the way the government addresses Metis and Treaty people's issues.

File contains a presentation by Rosemarie Moffit. Moffit discusses identity issues of a personal and collective nature, and then describes some Ojibway spiritual beliefs and how she feels they are relevant to dealing with the problem of drug and alcohol abuse. Following the presentation are comments by the assembled Commissioners and a discussion between Moffit and Commissioner Chartrand on issues of mixed-background, Metis, and Non-Status identity designations as they apply in Ontario.
