File contains a discussion paper by John Nickel of the Kiwanis Club of Saskatoon. Nickel discusses his organization's 50 community programs "15 of which were of direct benefit to children, youth, adults of Aboriginal and Metis descent." Following the presentation Commissioners Dussault and Robinson discuss some of the issues raised with Nickel.

File contains a discussion paper by Gay Caswell, a former MLA and consultant with Caswell Consultants of Saskatoon. Caswell is "here to argue that a very appropriate place for Aboriginal self-government is in the area of social services, in particular child welfare protection." Following Caswell's presentation the assembled Commissioners discuss some of the issues raised with her.

File contains a discussion paper by Bob Lacoursiere. Lacoursiere discusses his views on Aboriginal economic development as a small business owner and former Saskatoon mayoral candidate. Lacoursiere discusses self-government, self-determination, and self-sufficiency as it pertains to Aboriginal people and discusses the importance of role models in mentoring youth. Following Lacoursiere's presentation Commissioners Dussault and Robinson discuss some of the issues raised with him.

The file contains an open forum presentation by Ron-Wayne Hoekstiza. Hoekstiza, an Ojibwa man who was removed as a youth from his family by social services and raised by a Dutch couple in Europe, discusses his personal struggles to reclaim his identity, his views on the Royal Commission, and his views on Aboriginal peoples. Following the presentation Commissioner Sillett thanks Hoekstiza for his comments and discusses the situation in northern Labrador and Davis Inlet which he referenced, and where she is originally from.

Commissioner Bertha Wilson explains the mandate, composition, and goals of the Royal Commission. Wilson welcomes the participants and discusses the purpose of the day's sitting which is an opportunity for Aboriginal youth in the community to voice their concerns and issues.

The file contains a closing prayer, closing remarks by Moderator John Stiffarm, and an Honour Song. Moderator Stiffarm thanks the participants, some of the organizers, and states that as young people "I pray that we will be able to take some action and be able to come together, regardless of tribes or whatever, and help each other out -- help ourselves most of all." Following this is an honour song after which the day's sitting is concluded.

This file contains closing remarks by the workshop participants of the previous day (7 June 1993). They include Bev Julian, Native Women's Association; Joey Hamelin, Metis National Council; Monica Ittusardjuat, Inuit Tapirisat of Canada and Nelson Mayer, Native Council of Canada. They offer general remarks about proposed suicide prevention conferences, and propose a future mini Round Table on suicide prevention with the Commissioners.

File contains the transcript of a portion of the National Round Table on Aboriginal Health and Social Issues for the Royal Commission on Aboriginal Peoples. This part of the volume contains the presentation of Discussion Paper D written by Professor Emma LaRocque but given by Jo-Anne Daniels on Day 1. Also contained are a series of questions from the audience regarding this paper and that previously presented paper by Dr. Clare Brant.

This file contains the remainder (see RCAP-7 through RCAP10 for presentations) of a discussion with the four previous presenters from the Dakota Ojibway Tribal Council and the Commissioners. The discussion continues on issues such as child welfare, health care and the criminal justice system.

The file contains further comments by Babette Bastien. Bastien discusses his youth on reserve and the struggles he had, leaving the reserve to attain an education, his views on the current drive towards self-government, the federal government capping education funding for First Nations, under-representation in the professions, and related policy issues.

The file contains further comments by Jason Goodstriker. Goodstriker discusses the importance of youth, and how racism can be a two way process.

The file contains further comments by Keith Weasel Head. Weasel Head, who works at the Laverne Elementary School on the Blood Reserve, and is also a post-secondary student, discusses the problems youth face with drugs and alcohol. Weasel Head offers his personal perspective on how people can cope with and overcome these problems.

The file contains further comments by Patti Saulis. Saulis, one of the organizers of the Royal Commission's Youth Circles across the country, discusses their purpose and thanks some of the people who helped her organize this particular sitting, as well as the participants.

The file contains further comments by Sheldon Wells. Wells, a part-time student at the University of Lethbridge, discusses his view that there should be support groups for Aboriginal children, including youth treatment centres for drug and alcohol abuse, suicide prevention, and increased cultural programming.

File contains a general discussion on youth education issues between Della McKay, Commissioner Wilson, Matthew Quequish, Karyn Cromarty, and John Dudley.

File contains an individual presentation by Alice Frost relating to the necessity of elders teaching the Vuntut Gwitch'in language to youth and to social problems in Old Crow. Frost states that her community's social problems must be solved before "land claims is settled because we need educated people to run our self-government." A question-and-answer session with the Commissioners follows the presentation.

File contains an individual presentation by Betty Hardisty, teacher, via translator. She discusses her experiences with teaching Slave children about treaties and displays her students' wall murals that portray their understanding of treaties. Her students are fifth-generation relatives of the treaty signatories.

File contains an individual presentation by Burt Sellick, a retired school director with Hillcrest High school in Thunder Bay, which has a large percentage of Aboriginal students. He discusses a wide range of subjects including youth self-esteem, more Aboriginals in the education system and eliminating cultural bias and omissions in textbooks. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Chief Norm Wesley stating that Aboriginal peoples are bound together by a sense of togetherness, family, equality and sharing, which was given to Aboriginals by the Creator. Elders must work with youth to give them a sense of the past and parents must instill in their children respect for others and themselves.

File contains an individual presentation by Eli Chilton relating to social issues from a youth perspective. He states that these problems have originated since colonization, but Aboriginal people must now take responsibility for their own lives.

File contains an individual presentation by Emile Nakogee stating that Aboriginal peoples should "conserve our lifestyles, our culture, our languages and follow what our Creator created for us within the lands." He is concerned for the problems facing Aboriginal youth and states that parents need to involve elders and the community in raising children.

File contains a presentation by Jack Penashue who speaks from the perspective of Innu youth. He learned very little about his culture in high school and feels it should be taught by Aboriginal teachers throughout all grades. He feels elders are very important in passing down traditions and stories and they should be utilized by the education system as well.

File contains an individual presentation by Jean-Pierre Ashini discussing low-level flying by Canadian Forces jets in Labrador. His ability to hunt and provide for his family is compromised by the jets flying 15-20 feet above ground. Ashini calls on the Commission to stop the flights as they affect wildlife and scare small children.

File contains an individual presentation by Jonah Kilabuk, who attended school in Winnipeg to become an interpreter. He states that "I am still not recognized by my own people because I was never taught how to hunt. He hopes that culture-preserving programs will soon be available for younger generations

File contains an individual presentation by Larry Gilbert discussing the recurring problem of discrimination against Aboriginal women and their children and the policies and practices at Indian Affairs which are designed and succeed in frustrating the legitimate claims to entitlement.

File contains a brief individual presentation by Looie Nowdla, young citizen of Pangnirtung, expressing concern for the youth in her community who use alcohol and drugs. Despite the ban on both, usage of alcohol and drugs is responsible for youth crime and high dropout rates from school. Nowdla calls for more recreational facilities for the youth of Pangmirtung.

File contains an individual presentation by Lyla Andrew, a non-Aboriginal woman raised in Toronto and a resident of Sheshatsiu for 15 years. She acknowledged in her an unconscious discrimination toward Innu people and the Innu would be better served if they "would aspire to be more like me." Andrew shares stories of her experience living among the Innu and calls on the Commission to have the Canadian government "recognize the value in their growth and development as a separate and distinct culture." Following the presentation are brief remarks by Rene Dussault, Co-Chair.

File contains an individual presentation by Marion Nukon focusing on the ineffective alcohol ban in Old Crow. She states the ban cannot work if there are no youth workers, organized sports programs and community activities for adults. Nukon believes unemployment is a large contributing factors to the social problems in Old Crow. A question-and-answer session with the Commissioners follows the presentation.

File contains an individual presentation by Mary Ann Michel expressing frustration with the lifestyle her Innu people are living. Michel wants her people to be healthy, educated and productive members of Innu society but "the Canadian government's policies have destroyed the Innu way of life."

File contains an individual presentation by Mary Lou Iahtail, teacher at Moosonee Public School in Moosonee, Ontario. She describes her experiences at the Fort Albany Residential School in Ontario where she learned to read and write in Cree. Iahtail states that a Cree immersion program is needed at her school and calls for the Commission to fund Cree immersion programs so the Cree language does not disappear.
