Murray provides the history of Pathways, a program developed by EIC to help Aboriginal people enter the workforce. Newhouse, a professor of Native Studies at Trent University, delivers a presentation highlighting six ways that he thinks Aboriginal society is changing: 1) urbanization, 2) "retraditionalization", 3) institutionalization, 4) the process of self-government, 5) cultural identity reinforcement, and 6) textual transformation. Newhouse elaborates on these sociological concepts, and then discusses their implications with Commissioners Blakeney, Wilson, Sillet, and Harper.

The death of community elders plays a large part in the elimination of languages today. Both women address a number of concerns with students, such as assisting those in unstable family situations or those who are abusing drugs and alcohol. Ludwig feels that if a co-ordinator was hired, then the small groups and committees within the Native Education Program would be streamlined and thus serve the students better. Horne states that Kahnawake has a good infrastructure in terms of dealing with social programs, but urges the Commission to help secure continuing funding for these vital programs.

This file contains a presentation by Doris Fisher and Jackie Esquimox-Hamelin who are employees of the Gazhaadaawgamik Native School, a daycare for Aboriginal children. The purpose of the daycare is to have urban Aboriginal children retain their native languages and cultural identity in a full immersion setting. The presenters state that Aboriginal political leaders need to lobby for permanent responsibility for Aboriginal child care centres across Canada. File contains a presentation by Dorothy Wynne describing the frustration with continuing the operation of the Friendship Centre in Kapuskasing without federal government funding. She also expresses concern with Kapuskasing being a bilingual town and most job opportunism require that English and French are a requirement for employment. Wynne describes the early stages of a tanning program and the construction of a tannery that would establish an economic base for the Friendship Centre. She calls on the Commission to address the Centre's inability to secure federal funding.

(based in Winnipeg, MB) which he describes as "a pre-training program for employment and training opportunities program for Aboriginal youth." Amanda Gail Daniels speaks about racism, employment equity, and the welfare system. Joe Baptiste discusses the government and economics as they pertain to Aboriginal people in Canada.

File contains a presentation by Earl Claxton, Saanich culture teacher at the Saanich Tribal School. Claxton teaches the Saanich tribal language to students in a two-year immersion program. The Commissioners are appalled to learn that out of approximately 3000 Saanich band members, there are only 20 people who can speak the language. Claxton hopes that the Saanich language program continues to be funded as the Saanich language may die out if younger generations do not learn the language. A discussion with the Commissioners follows the presentation.

This file contains a presentation by Edith Cloutier, Ida Labillois-Williams, Louis Bordeleau and Roseanne Petifuay relating to problems encountered by the Friendship Centre movement as it seeks to assist urban Aboriginals. The Centres have developed a significant and unique expertise that could help in establishing self-government mechanisms in the urban setting.

File contains a presentation by Edith Gull expressing deep frustration with the drop-out rate of students and the apathy of parents. A new school was built in 1989 but attendance is poor and Gull feels that drug and alcohol abuse, among other social issues, are common roadblocks for getting an education. Gull introduces the next speaker, John Kitchen, chairman of the Elementary School Committee.

This file contains a presentation by Edward J. Cross whose group's mandate is to preserve, maintain and promote Kanien'kehaka language, culture and tradition and to provide the community with the tools for its survival as a people. After federal government funding for the committee was frozen and eventually cut back over the last five years, Cross calls on the Commission to help establish a renewed relationship with Aboriginal peoples and the federal government, based on mutual respect and a willingness to solve funding concerns.
