Beauvais reads from an unidentified document "that was presented to the governments in 1985" which expresses the wishes of the Five Nations Confederacy.

Francis discusses the roles men and women played in family life and how those roles were "eroded away over the years by the oppression. The aims of the College are three-fold: a) Academic and practical education of Aboriginal people for Christian ministry (lay and ordained) primarily but not exclusively in the Anglican Church of Canada.

The file contains a presentation by Floyd Crowshoe. Crowshoe discusses Youth Centres and the positive impact he thinks they have on Aboriginal youth.

This file consists of a presentation by Floyd Favel, Artistic Director of the only professional Aboriginal theatre company in Toronto. Favel states that culture is the cornerstone of all civilizations, and having people understand the importance of culture "is an uphill battle." Favel believes that if "you concentrate on culture it alleviates many, many other problematic areas because...you are dealing directly with a person's feelings, ideas and memories. He appeals to the Commissioners for any funding from government sources to help the Theatre continue.

File contains a presentation by Fourth Vice-Chief Tom Iron of the Federation of Saskatchewan Indian Nations. Iron presents on health care, and specifically what it means to the FSIN in the Treaty Six area. He discusses the paramount importance of the treaties, and their meaning to Saskatchewan First Nations. He also discusses some of the Health provisions in Treaty no. Six. Following the presentation Commissioner Chartrand discusses the FSIN defintion of "nation" with Iron.

This file contains a presentation by Fran Williams that begins with a brief history of the Native communication organization. Williams states that "Native broadcasting is essential for the preservation of our language and culture." She recommends that Inuktitut and other major Aboriginal languages should receive recognition in the Broadcast Act as official languages. Williams calls on the Commission to ensure funding continues for this important organization that actively works to keep the Inuktitut language from extinction.

File contains a presentation by lawyer and general director of inquiries Frances Hudon, and Patrick Robardet, lawyer and director of jurisdictional affairs and research of the Bureau du protecteur du citoyen. The presenters lay out their proposal that the Commission recommend the creation of a federal ombudsman to serve Aboriginal organizations and communities, particularly in the field of justice issues. He offers numerous recommendations, including a review done by Aboriginal educators of all educational materials in publicly funded schools used to teach Aboriginal history and eliminating all materials deemed to be inaccurate or offensive to Aboriginal people; and making funds available for Aboriginal friendship centres to develop materials for use in working with local industries, business and institutions in the areas of race relations and employment equity.

This file contains a presentation by Frank McKay that first gives the history of the Dakota Ojibway Tribal Council Police Department that has policed eight reserves since 1974; Birdtail Sioux, Dakota Plains, Long Plain, Oak Lake Sioux, Roseau River, Sandy Bay, Sioux Valley and Swan Lake, Manitoba. He calls on the Commission to ensure an Aboriginal police training academy situated either in Manitoba or a centrally-located area on the Prairies. McKay then introduces Clarence Daniels, Health Director, Dakota Ojibway Health Services.

This file contains a presentation given by Fred Breaker discussing a number of subjects, including building a high school on Siksika First Nation, land claims and self-governemnt. Breaker and Chief Strator Crowfoot answer questions from the Commissioners after the presentation.

This file contains a presentation by Fred Hall that begins with findings of a 1985 Newfoundland provincial commission stating that "paternalistic policies and programs, however well-meaning and however high-spending, are clearly not working." Hall goes on to say that the federal and provincial governments must change their focus so that Aboriginal and Inuit people can provide for themselves, rather than governments providing for them. Hall is not optimistic that this Commission will be any different than the last one.

File contains a presentation by Fred Sam and Russell Alec discussing education funding for their First Nations school. They have travelled to Quebec to observe a successful model of an Aboriginal-run school board and want to duplicate that on their First Nation.

File contains a presentation by Garfield Warren suggesting that "justice demands the recognition and preservation of the integrity of the Aboriginal nations." Warren seeks middle ground between the Canadian government and Aboriginal leaders relating to land claims and self-government and hopes the Commission can influence this issue. This file contains a presentation by Gary Baikie focusing on a number of services his organization offers, including Inuktitut interpreter/translator programs, Inuktitut immersion and literacy programs, elders' conferences, arts and crafts funding. This file contains a presentation by Gary Gould recommending that "all Aboriginal people must determine for themselves how they will govern or be governed and that in order for this to fully occur, Aboriginal people must participate as full and equal partners who have a special right to participate in the legislative institutions of this land." Gould re-introduces Frank Palmater, President, New Brunswick Aboriginal Peoples Council, who will speak about healing, a Royal Commission touchstone.

Tautenhan stresses the Aboriginal nature of the Nunavut claim in the context of Dene-Inuit relations, and discusses Greenland and the importance of language to the people there. File contains a presentation by George Jimmy of the [Lake] Cowichan First Nation. He expresses concern with the lack of Aboriginal input into education policies and hopes the findings of the Commission will result in more education opportunities for Aboriginal people.

Saddleman welcomes the Commission on behalf of the Nicola Valley Tribal Council, then proceeds to give an organizational breakdown of the organization and discuss its institutional history. Webb discusses the history of the organization and its court and policy challenges with relation to the federal and provincial governments. Blanc's presentation gives an account of the history of First Nations in Northeastern British Columbia, and how they came into Treaty Eight with the Crown, and the aftermath of entering into Treaty. Blanc discusses the Dunneza (Beaver), Cree, and Saulteaux inhabitants of the area from the 1790s onward. Commissioner Erasmus questions Blanc on how the Saulteaux (originally from the Lake Winnipeg area of what is now Manitoba) came to the area and Blanc describes what he knows of this history.

File contains a presentation by Gilbert Cheechoo focusing on the loss of Aboriginal culture. He is frustrated that his years of service with numerous Aboriginal organizations have done little to help. Cheechoo feels the Canadian Government needs to abandon the broken system it has in place and settle the land claims and self-government issues. This file contains a presentation by Gisele Maheux, Jean-Pierre Marquis and Gerald McKenzie relating to schools in Ivujivik and Povungnituk, two of 14 Inuit communities in Nouveau-Quebec where educational services are provided by the Kativik school board. The presentation relates to the training of Inuit people to become teachers and school administrators. An agreement was made in 1984 with the University of Quebec and the two schools to develop an Inuit teacher and administrator training program. Courses are given in Inuktitut, while communication between students and teachers is in English.

Carter then acknowledges the historic contribution that Metis people made in the construction of the first buildings in Victoria and Vancouver in the 1700s. He hopes that Metis people will be recognized in the future for their contributions to Aboriginal life.

File contains a presentation by Gordon F.D. Wilson, Leader of the Official Opposition of British Columbia. He believes that the principle of Aboriginal self-government should be entrenched with the Canadian Constitution, and accomplished through negotiation, not litigation. Wilson also calls for commissions that will examine Aboriginal health care and social justice issues. He acknowledges problems relating to Aboriginal people living off-reserve should be considered by the Commission.
