Amongst the issues Baker addresses are ignorance of services available, housing assistance, and their rights, and the issue of Fetal Alcohol Syndrome. Baker also makes a variety of recommendations to deal with these issues.

Bayne describes her Band's struggle with a referendum addressing a hereditary system or elected system in determining the position of Chief. She believes that residents should have a choice in determining their leadership. Bayne also discusses abolishing the Indian Act, the need for personal development programs and calls for more treatment centres for substance abuse. Following the presentation is a discussion with Commissioner Allan Blakeney.

He is concerned for the problems facing Aboriginal youth and states that parents need to involve elders and the community in raising children.

File contains an individual presentation by Ian Hinksman focusing on the lack of services and programs available for disabled Aboriginal people, both on- and off-reserve, in Canada. Hinksman answers questions from Co-Chair Georges Erasmus and Commissioner for the Day Norman Evans.

This file contains an individual presentation by June Deslisle, a member of the Bear Clan who has been involved with Aboriginal health care in Quebec for 40 years. She discusses a number of topics, including the establishment of a school in an old pool hall in Kahnawake, her involvement as a volunteer with the Kateri Memorial Hospital since 1955 and ending in 1991, and self-government. A question-and-answer session with the Commissioners follows the presentation.

He asks how can Aboriginals have a strong economic base "when these employed people are hurting." He calls for an after care program for Aboriginals leaving the correctional system, which includes elders.

File contains an individual presentation by Mary Ann Michel expressing frustration with the lifestyle her Innu people are living. Michel wants her people to be healthy, educated and productive members of Innu society but "the Canadian government's policies have destroyed the Innu way of life."

She describes her childhood, the infrequent visits by doctors, her father's employment with the Hudson's Bay Company, nursing training in the United States, raising her children in Labrador, and her role as a valued elder in her community.

She compares the red tape involved with taking ill in England (none) to taking ill in the Canadian North (substantial). She states that "when you see overseas governments, they seem to run a lot better than here." Machmer concludes by saying the government has to change to meet the needs of the people.

He calls for increased funding as cutbacks in the 1980s have caused hardship to the people the Friendship Centres seek to help.

He also discusses traditional knowledge and its importance in contemporary midwifery. Following the presentation are some comments on it by Commissioners Mary Sillet and Rene Dussault.

Bird, Jackson, and Elijah discuss the Healing Circle program they are involved with which seeks to treat social problems with traditional spiritual concepts. Following their presentation is a discussion between the three presenters and the assembled Commissioners on some of the issues raised.

She describes specific programs aimed at treating various problems, with the Native Interpersonal Skills Program being the most successful. Trudeau calls for more Aboriginal people to be working in the correctional system and particularly sees the role of elders is very important. Following the presentation is a question-and-answer session with the Commissioners.

The students voice a variety of concerns related to education, race relations, grass roots politics, cultural revival, the justice system, history curricula, drug and alcohol abuse, health service facilities, and assimilation. This file contains a presentation by Andre Maltais that begins with a brief retrospective on the Quebec government's approach to the Aboriginal people of Quebec. The speaker lists a number of past measures that are making the lives of Quebec Aboriginal people better. They include the construction of a hospital in Kahnawake, a guaranteed income program of Cree hunters and trappers, construction of a number of airports in Inuit communities, and an Inuit teacher education program at the University of Quebec. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Andrea Currie focusing on working with women and men involved in street prostitution in Halifax. Her organization has teams that work with Aboriginal people who are on the street. Her group also attempts to help those sex workers who have dealings with the law.

Jones discusses the importance of education, the need for self-healing before self-determination or self-sufficiency can be achieved, social problems, addictions, and Elder abuse on reserves. Following the presentation Commissioner Mary Sillett thanks Jones and comments on her presentation.

This file contains a presentation by Anne-Marie Hodes relating to the Native Health Care Careers Program at the University of Alberta. Hodes examines the barriers affecting admission and retention of Aboriginal students to professional health facilities. The mandate of the Program focuses on encouraging Aboriginal students to consider a career in medicine in order to correct the under-representation of Aboriginal physicians in Canada. A question-and-answer session with the Commissioners follows the presentation. Everett Lambert acts as facilitator.

File contains a presentation by Anne Rochon Ford, Vicki Ann Wagner, Interim Regulatory Council on Midwifery. The two presenters discuss their organization (funded by the province of Ontario), their work with Aboriginal peoples, jurisdictional issues, the loss of the traditional Aboriginal midwife in Aboriginal society, the desire to incorporate new practices with old, and related issues. They also discuss community birthing centres so that midwifes could be both trained and utilized in a culturally appropriate setting.

Myers discusses the history of the Band Council, which represents approximately 550 Non-Status people. Myers highlights a variety of concerns including unemployment, education, social problems, policing, family issues, housing issues, a lack of recreation facilities, economic problems, fisheries, literacy concerns, and the need for the Band to be registered. Following this Chief Myers discusses some of these issues with Commissioners Erasmus and Robinson.
