This file contains a presentation by Gloria Thomas and Jan Longboat relating to the Community Health Review's work for the Six Nations Confederacy. This two-year project addresses the lack of resources and health planning for Six Nations. Other concerns include transferring of First Nations health services, lack of access to mental health services, non-insured health benefits and traditional healing. File contains a presentation by Gordon F.D. Wilson, Leader of the Official Opposition of British Columbia. He believes that the principle of Aboriginal self-government should be entrenched with the Canadian Constitution, and accomplished through negotiation, not litigation. Wilson also calls for commissions that will examine Aboriginal health care and social justice issues. He acknowledges problems relating to Aboriginal people living off-reserve should be considered by the Commission.

File contains a presentation by Harriet Janvier, Director, Mark Amy Centre. Janvier discusses some of the community problems she has encountered in her work for an alcohol addiction treatment centre. She highlights a lack of proper facilities, and some of the social problems in the community.

File contains a presentation by Harriet Lyall. Lyall discusses her son's snowmobile accident, and the problems she experienced with health and community services in the aftermath of this tragic event.

The file contains a presentation by Executive Director Roy Fabian of the Hay River Treatment Centre. Fabian discusses cultural oppression in Dene history, and the healing process which is neccessary to treat its effects. Fabian stresses the need for the Dene to listen to the Elders and practice their teachings. Fabian also discusses his views on the land claims process, and how cultural oppression has lead to social issues such as child abuse, family violence, and housing problems. Fabian also elaborates what he sees as the need for Aboriginal individuals to start healing themselves.

File contains a presentation by Heather Clements. Clements discusses her experiences as a Scots-English Canadian nurse living on a reserve, and her perceptions of a lack of knowledge in Non-Aboriginal culture of Aboriginal Canadians and why this should be corrected. Clements also discusses health care and educational issues, arguing that Aboriginal peoples should be given control over their own health and educational services and making some suggestions to that effect. Following the presentation Commissioners Blakeney, Wilson, and Sillet discuss some of these issues with her.

File contains a presentation by Henry Phillips with regards to Aboriginal poverty in Canada, and some possible solutions to address the problem. A short discussion with the Commissioners follows the presentation.

File contains a presentation by Herb Manak. Manak discusses two concerns: health care in Labrador, and services for the disabled. Manak relates his own experiences with health care in Labrador, and suggests more accessibility for disabled people.

File contains a presentation by Howard Restoule of the Southern Ontario Metis and Aboriginal Association that responds to a questionnaire sent by the Commission prior to the hearings. The questions involve topics such as acquiring a land base, self-government, the implementation of treaties, the constitutional and legal position of Metis people and off-reserve Aboriginals, the Indian Act and social issues. Following the presentation is a question-and-answer session with the previous five presenters and the Commissioners.

File contains a presentation by Ineaq Korgak, executive assistant for the Baffin Regional Health Board. Korgak discusses many of the social issues facing the Inuit people of Baffin Island, including high mortality rates, low life expectancy, drug abuse, AIDS, alcoholism, gambling, poor nutrition, and a lack of economic opportunities. He also discusses midwifery and makes some suggestions on how these subjects can be addressed in a productive manner. Following the presentation Korgak discusses some of these issues with Commissioner Dussault.

File contains a presentation by Ipeelee Kilabuk concerning with the lack of adequate health care facilities in Pangnirtung. The hamlet once had a hospital, and now seriously ill people must be flown to Edmonton, Winnipeg and other cities. He hopes that the future government of Nunavut will build a hospital and staff it with Inuit health care workers. Following the presentation is a question-and-answer session with the Commissioners.

This file contains a presentation by Irene Tschernomor, Executive Director; Dr. Louis T. Montour and Keith LeClair of the Kateri Memorial Hospital Centre in Kahnawake. The speakers discuss a wide range of health-related topics, including pediatric services, holistic medicine, diabetes education prevention, physical activity to improve one's health and elder health care. A question-and-answer session with the Commissioners follows the presentation.

This file contains a presentation by Iris Allen and Margaret Webb focusing on the problems created by the lack of health care services for Inuit people in Labrador. They discuss health problems created by substance abuse, family violence and inadequate housing. The speakers are particularly concerned with the physical and mental health of the youth of Labrador. They call on the Commission to increase financial and professional assistance to Labrador Inuit communities, and to ensure these communities have input in local health care programs.

File contains a presentation by Jack Yard and John Farrington, members and fund-raisers for the Porcupine United Way. They make a video presentation to the Commission and discuss the 11 member agencies of the Porcupine United Way. They express hope that the Aboriginal community in Timmins and area will actively use the United Way's services, so there is help "for all those who need our help." A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Jennifer Scott relating to her organization, whose mandate is to provide services to adults with disabilities in order to assist them to become contributing and participating members of their communities. The association provides two non-facility based programs, the first being an outreach program designed to assist disabled persons acquire skills to live independently.

File contains a presentation by Jo-Anne Olson and Dene Kameka. Their group home in Slave Lake cares for behaviourally difficult and emotionally disturbed teenagers from ages 13-17. 60% of their clientele is Aboriginal and from northern Alberta. Their concern lies with the lack of transitional support from group homes back to their families. They call on the Commission to increase funding so that Aboriginal people can be hired to assist the youth with their recovery and their return to their reserve. Following the presentation is a question-and-answer session with the Commissioners.

The file contains a presentation by Joe Karetak, Inuit Tapirisat of Canada. Karetak discusses programs to deal with suicide issues in the Keewatin Region of the Northwest Territories (now Nunavut). Karetak also discusses some of the language difficulties involved with operating the Keewatin Crisis Line, participation of elders, and costs.

File contains a presentation by Joe Major of the Southern Ontario Metis and Aboriginal Association focusing on health and justice issues and sport and recreation. He introduces the next speaker, Agnes Lidstone.

File contains a presentation by Joe Ohokannoak that covers a number of subjects, including no high school courses past Grade 10 in the Cambridge Bay area, potential employment with the expected construction of a new mine, a lack of radio broadcasting facilities, and health issues. File contains a presentation by Joe Seymour and Reuben Wasacase relating to the Native Veterans Housing Project in Kenora, Ontario. The presenters originally surveyed Aboriginal veterans in the Kenora area and discovered a number of other issues affecting them, such as land entitlement, pensions and allowances, medical benefits, and unfair treatment relating to lack of recognition and neglect of veterans. Following the presentation is a question-and-answer session with the Commissioners.

The file contains a presentation by Joey Hamelin, Metis National Council. Hamelin discusses funding issues for the Metis, some examples of suicides that occurred amongst that community in Alberta, and the role of the Metis Services Organization, and Native Brotherhood in Alberta.

This file contains a presentation by John MIller, Jeannette Assinewai, Marjorie Mishihinijima and Sarah Bondy whose organizations works in the best interests of disabled Aboriginal and non-Aboriginal persons. Both groups deal with "discriminating legislation and policies which limit access to support offered to Aboriginal communities with developmental handicaps." Also discussed are findings from a Round Table on Aboriginal persons with disabilities held in early 1993. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Johnny Epoo, Avataq Cultural Institute. Epoo discusses his organization which was founded in 1981 and its relation to both archaeology in the area and the preservation of the Inuit language. Epoo complains of the extraction of northern artifacts to the south, and a lack of funding for basic operations of his organization. Epoo also discusses traditional Inuit medicine and his organizations efforts to catalogue these techniques.

File contains a presentation by Johnny Naktialuk. Naktialuk recounts the history of his people's experience with Euro-Canadian healthcare, and makes some recommendations on midwifery and other areas of health for contemporary times. Naktialuk also discusses the importance of education in addressing the social problems faced by his people. Following the presentation Commissioner Rene Dussault discusses the lack of trained health care professionals in the region with Naktialuk.

The file contains a presentation by Joylene Shade. Shade, a fourth year Sociology student from the University of Lethbridge, discusses sexuality and teenagers. Specifically Shade highlights a lack of knowledge amongst Aboriginal youth regarding the dangers of sexually transmitted diseases, and human sexuality in general. Shade makes recommendations to the Commission to help ameliorate this situation.

This file contains a presentation by Katherine Bransfield relating to self-government and Aboriginal women. Gignoo Transition House recently opened in Fredericton, New Brunswick and its role is to provide shelter, food, love and support, education, counselling and play as an advocacy for women and children fleeing from abuse. As this house has been very successful in helping women and children, Bransfield calls for another house to be built in north-central New Brunswick. Her organization will be presenting a brief to the Commission in September 1993.

File contains a presentation by Jeremiah McKay and Abe Kakepitum of the Keewaytinook Okimakanak/Northern Chiefs Council. McKay introduces Kakepitum who delivers an address on environmental concerns, traditional resource use, self-governance concerns, Treaty agreements, problems with federal and provincial policies, the Charlottetown referendum, health care concerns, and language issues. McKay then concludes the presentation by discussing the organization's written submission, and thanking the Commission.

File contains a presentation by Kenneth Emberley. Emberley briefly discusses the Oka Crisis, then presents on the connection between being an administered people and many of the social ills plaguing Aboriginal communities. Emberley then presents a series of ideas on imping the Land Claim process, preserving Aboriginal rights, the need for a whistle-blower's law, and dealing with the legacy of residential schools. The remainder of the presentation deals with world affairs and resource use as the presenter thinks they pertain to the goals of Aboriginal peoples.

This file contains a presentation by Kim Gernack and Shirley Bigney McHugh focusing on the rights and self-determination of Aboriginal disabled people. Areas of concerns are accessible living facilities, transportation in reserve and rural settings, and sufficient medical services and supplies. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Chief Jean-Guy Whiteduck of the Kitigan Zibi Anishinabeg Council. Whiteduck discusses a variety of issues concerns, foremost of which are land and land claims. Whiteduck also discusses hunting and fishing rights, past exploitation of resources, Bill C-31, education (including post-secondary) concerns, language loss and assimilation, health services, and justice issues (including courts, Native courts, and policing). Following the presentation Whiteduck discusses some of these issues with the assembled Commissioners.

File contains a presentation by Sophie Pierre, Ktunaxa/Kinbasket Tribal Council. Pierre discusses a variety of issues in a general fashion on behalf of the Tribal Council including: justice concerns, housing and capital programs, the Council's wellness program, economic development, and fiscal arrangements in existence between the Tribal Councils and the federal government.

File contains a presentation by Laverne Cook. Cook explains how she has been hired by the Port Alberni Friendship Centre to do a survey of "the disabled natives in the Port Alberni area" and how she feels that their needs in areas such as transportation, housing, and medicine need to be addressed.

File contains a presentation by Leslie Knight. Knight, a health care worker, discusses community developments and health concerns. Following the presentation the assembled Commissioners discuss some of the issues Knight raises with her.

File contains a presentation by Linda Hill George expressing concern with her organization's lack of funding from the Canadian government and the resulting lack of programs and services for Gitksan-Wet'suwet'en people. She cites statistics of monies provided for similar organizations in British Columbia and calls on the Commission to help increase funding. File contains a presentation by Lionel Whiteduck, Director, Health and Social Services, Kitigan Zibi Anishinabeg Council. Whiteduck discusses his personal experiences with health delivery across the country, gives a brief historical background to health delivery in traditional society, discusses the need to integrate traditional ideas with modern technologies, discusses some of the social and health issues facing Aboriginal communities such as high suicide rates, the importance of self esteem, funding and juridisdicitonal concerns.

File contains a presentation by Louie Cardinal and James Alook that begins by detailing the history of the Peerless Lake community. Their presentation touches on a number of issues, such as access to funds from the local Improvement District, land claims and inadequate health care for the Peerless Lake community. File contains a presentation by President Louis Pilakapsi of the Keewatin Inuit Association. He gives a presentation on a variety of issues of concern to his organization including northern transportation costs and the need for improved transportation infrastructure, suicide concerns, health issues such as a lack of running water and E coli outbreaks in some communities, welfare concerns, the desire to keep uranium mining out of the future Nunavut territory due to health concerns, and the need for a health facility for the Keewatin Region.

File contains a presentation by Margo Vermillion, a Fort Chipewyan resident who works as co-ordinator of a temporary elders care unit in the community. Vermillion discusses seniors issues in the community, particularly in terms of long-term care. She discusses the need for such a facility in the community itself, and the detrimental effects of removing seniors from their home community for long-term care. Following the presentation is a discussion between Vermillion and Commissioners Blakeney and Chartrand on senior's issues.

File contains a presentation by Marlene Antoniow discussing the prevalence of addiction issues among Aboriginal people and the shortage of Aboriginal social workers to treat them. She is also concerned about poor health care that elders receive relating to waiting lists and lack of transportation. File contains an individual presentation by Marlene Poitras expressing her frustration with poor housing and living conditions for Aboriginals. She states those conditions are directly related to the rate of illness and disease among Aboriginals. She says that off-reserve Aboriginals particularly suffer with poor housing conditions. Poitras calls on the Commission to ensure that adequate funding is given to lifestyle and health programs for all Aboriginals. Frost touches on a number of issues, including justice, alcohol abuse, taxation, unfulfilled treaty obligations and health problems. File contains a presentation by Mary Anne Wilson, Skidegate Caregivers. Skidegate is a small reserve of the Haida Gwaii people on the Queen Charlotte Islands. Wilson discusses the administrative structure of the band, its' health needs, and her organization's composition and mandate. Wilson discusses the need for a healing house for the people there, and some of the needs it could address in the community such as addictions, general and cultural education.

File contains a presentation by Mary Desmoulin providing a brief history of the Sault Ste. Marie Friendship Centre. She describes the Friendship Centre's goal as "improving the quality of life for Aboriginal people in an urban environment by supporting self-determined activities which encourage both equal access to partnership in Canadian society and in Aboriginal culture. Desmoulin also expresses concern for children, Aboriginal and non-Aboriginal, with recent government cutbacks on child care.

File contains a presentation by Mary Jane Moses relating to health services in Old Crow. Because of the high turnover of nurses, Moses suggests shorter rotations for nurses in the district to prevent burnout. Moses also recommends that courses on Aboriginal and Inuit culture be included in the education of nurses who work in the North. A question-and-answer session with the Commissioners follows the presentation.

The file contains a presentation by Mary Lou Fox. Fox, an Ojibwa Elder from the West Bay First Nation, discusses residential schools impact and inter-generational legacy on communities, language issues and their relation to identity; the lack of educational assistance and direction needed for community level language instruction, a cross-Canada Elder's conference on language issues to be held at Manitoulin Island, the need for full time interpreters in some hospitals, and access to justice services in Aboriginal languages.

File contains a presentation by Meeka Arnagia, Chairman, Mental Health Association, Pangnirtung, who gives a brief history of mental health services in the Pangnirtung area. The lease agreement on their building is up in 1993 and the group also lacks a shelter for family violence victims. Arnagia calls for considerably more funding to need the need for mental health services. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation on behalf of the Metis Addcitions Council of Saskatchewan by Ms. Georgina Jolibois. Jolibois discusses the demographic make up of La Loche, some of the problems facing its youth, and her personal experiences as a youth councillor. Jolibois highlights problems with a lack of recreation facilities, proper housing, family violence, alcohol and drug abuse, a high rate of teenage pregnancy, welfare dependency and a lack of employment options, and the lack of educational facilities.
