Moderator Reggie Crowshoe welcomes the participants after which Commissioner Georges Erasmus makes mention of the fact that the hearings are primarily concerned with suggesting solutions rather than highlighting problems in communities.

She states that self-governance is an impossibility until her people are healed. Arnot, presenting on behalf of the Battlefords Justice Advisory Council delivers a presentation first dealing with the Katapamisuak project which deals with community justice, and the workings of the general justice system as they pertain to Aboriginal peoples. Commissioners Blakeney and Erasmus discuss justice issues with Arnot following the presentation.

File contains a presentation by Denis Tardif that begins with a brief history of Aboriginal and Francophone relations in Alberta. He states that "Canadian society consists of three major national communities; the native national community, the Francophone national community and the anglophone national community." These groups must work together "to succeed in the great goal of building a just Canadian society." A question-and-answer session with the Commissioners follows the presentation.

This file contains a presentation by Donald Horne relating to the multitude of services his organization provides to the citizens of the Kahnawake community, including alcohol and drug prevention; youth, elder and family social services; family violence awareness programs, community and environmental health programs and child welfare services. Horne states that Kahnawake has a good infrastructure in terms of dealing with social programs, but urges the Commission to help secure continuing funding for these vital programs.

File contains a presentation by Dr. Roland Chamberlain, clinician, and Dr. Jacquelin Cossette, clinician. Dr Chamberlain discusses the health needs of Aboriginal communities in Northwestern Quebec, specifically alcohol related physical health and violence related issues. Dr. Cossette makes a variety of recommendations to enhance the overall health of Aboriginal communities, and the need to provide francophone equivalents of some English educational materials. Following this the assembled Commissioners discuss community health related topics with the two practitioners.

File contains a presentation by Eileen Van Bibber that offers six proposals relating to the Liard First Nation and its residents. They include construction of a building for the creation and sale of crafts, training of band members for equipment operation in the Liard area, and construction of a community hall. Van Bibber calls for funding to achieve these goals. Following the presentation is a lengthy discussion with Commissioners Allan Blakeney and Viola Robinson.

File contains a presentation by Harriet Lyall. Lyall discusses her son's snowmobile accident, and the problems she experienced with health and community services in the aftermath of this tragic event.

File contains a presentation by Vice President George Rich, Innu Nation. Rich states that Davis Inlet has "all kinds of problems that never existed in other Native communities in Canada." Rich discusses educational issues, his personal experiences as a youth, dealing with bureaucracy, his views on the Oka crisis, community policing and RCMP relations, suicide issues, housing, Innu concepts of government, Aboriginal rights, self-government, obstructions to Innu self-governance, land claims, colonialism, and related issues.

Following the presentation are some brief comments from Commissioner Blakeney, followed by Mr. Nathan McGillivary initiating closing prayers by a community elder, and the adjournment of the day's proceedings.

File contains a presentation by Jack Yard and John Farrington, members and fund-raisers for the Porcupine United Way. They make a video presentation to the Commission and discuss the 11 member agencies of the Porcupine United Way. They express hope that the Aboriginal community in Timmins and area will actively use the United Way's services, so there is help "for all those who need our help." A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Jennifer Scott relating to her organization, whose mandate is to provide services to adults with disabilities in order to assist them to become contributing and participating members of their communities. The association provides two non-facility based programs, the first being an outreach program designed to assist disabled persons acquire skills to live independently.

This file contains a presentation by Johannes Lampe that begins with a brief history of Nain. Lampe is frustrated with the lack of funding as "communities located north of the 60th parallel are eligible for more federal programs" that Nain is. Lampe also discusses the recent suicide attempts in Nain and the lack of health and social programs for children, youth and adults. He calls on the Commission to secure more funding at the local level to initiate the programs urgently required to help Nain residents. A question-and-answer period with the Commissioners follows the presentation.

File contains remarks by Mayor Bruce Unfried of the town of The Pas, Manitoba. Unfried welcomes the Royal Commission on Aboriginal Peoples to his community, and expresses his hopes for the process on behalf of himself and the town council.

She discusses how the band has no economic base since the fishery collapsed, and lists a variety of concerns including housing, social needs, language issues, economic development, self-determination for off-reserve and Non-status Indians, Education and Historical Identity. Following the presentation Commissioners Erasmus and Robinson discuss some of the issues raised with Gaudon.

Forrester discusses some of his organizations views on issues like reconciliation, justice, solidarity, and the fight against racism and discrimination. Following the remarks Commissioners Dussault and Chartrand thank Forrester for his thoughts.

File contains a presentation by Rosa Wright discussing the healing of individual persons, families and communities, and the future of children "coming from dysfunctional homes and living in a dysfunctional society." She briefly discusses other negative issues facing youth and elderly persons, discrimination associated with Bill C-31 and self-government. Delaronde discusses the status of Aboriginal women in their relationship within Aboriginal organizations, and Aboriginal communities, as well as offering a few suggestions to the Commission. Following the presentation is a discussion between Delaronde and Commissioners Blakeney and Chartrand on some of the issues raised.

File contains a presentation by Ted Harlson. Harlson discusses individual rights and why he thinks they must be absolute for a successful application of self-governance to Aboriginal peoples. Harlson presents a philosophical paper outlining why individual rights are important, and what he views as the dangers of collectivism. Following the presentation are comments by Commissioners Chartrand and Dussault.

Sioui gives a brief history of her organization which services a community made up of 18 camps spread throughout Laverendrye Park, Quebec (the community has no reserve). Themes Sioui addresses are the delivery of health and social services, relations with the province, and staffing issues. Commissioners Dussault, Robinson, and Blakeney ask questions and comment during the presentation.
