File contains opening prayers and opening remarks by Murray Sinclair, and Commissioner Bertha Wilson for the sitting of the Royal Commission on Aboriginal Peoples at the Citadel Inn, Ottawa, Ontario, Friday, November 27, 1992. Commissioner Wilson summarizes the preceding day's discussions, and then goes on to state the purpose of this day's discussions: namely the creation of "a separate justice system or systems for Native peoples, what such a system or systems would look at, how they would tied into the existing justice system and whether Aboriginal women would be well served or better served by a distinctively Native system. We are also asking ourselves whether a separate system is possible under our present Constitution or whether it would give rise to serious constitutional problems." Murray Sinclair and Vina Starr then go on to discuss the format and order of the day's proceedings.
