Novak discusses the difficulty for his people in obtaining resources, their difference from Status Indian people, a lack of educational assistance, a request for "some kind of structure that we would be able to get our own funding," the desire for a land base, economic concerns, hunting and fishing rights, racism and discrimination concerns, the problem sustaining the organization's locals, and housing concerns.

Lemaigre discusses her work as an employment counsellor, the need for increased education funding, acommodations for instructors, the need for permanent jobs, urananium mining in northern Saskatchewan and related employment issues, and the need for a trade school north of Prince Albert. Following the presentation Commissioners Dussault and Sillet discuss some of the issues raised with Lemaigre.

File contains a presentation by Bill Butler and Lynn Bennett of the North Bay Indian Friendship Centre. The presenters discuss housing, employment, child care, and other urban issues. Bennett also discusses the Low Income People's Involvement agency, or LIPI, and some of the advocacy work it does. Following the presentation Butler and Lynn discuss some of the issues raised with Commissioners Wilson and Sillett.

Vern Brown, President of the Prince Rupert Local of the Council of Haida Nations introduces his fellow presenters John Stewart, Bill Wright, and Fred Anderson. Brown discusses the urban Aboriginal population in Prince Rupert, its' demographic make-up, educational and language concerns, the need for facilities and resources, land claims issues, housing issues, seniors issues, disabled people's issues, health issues, and general urban and off-reserve concerns.

The topics she covers include representation, housing, education and training, economic development, family services and culture. Following this is a discussion between Harper and the Commissioners on the topics covered.

File contains a presentation by Patsy Johnson that begins by Johnson reading a November 1991 letter sent to Pierce MacDonald, Minister of Education for Yukon Territory, relating to lack of daycare facilities, lack of proper housing, and lack of employment opportunities for students at Teslin Campus. After receiving no help from the Yukon government, Johnson calls on the Commission to allow more funding so that students can complete Grade 12 without the burden of minimal funding and poor housing for their families.

File contains a presentation by Pia Kooneelusie that details housing costs in the community, starting at $2 a month in the 1960s and now are faced with $1400 for monthly rent. Rene Dussault, Co-Chair, advises that the Commission will contact the Canada Mortgage and Housing Corporation for more information on the rental rates.

File contains a presentation by Randy Tindale, Gabriel Dumont Non-Profit Homes. Tindale discusses the composition of his organization, its structure and mandate. He then goes on to relate difficulties it has experienced with the Canada Mortgage and Housing Corporation, and what he describes as a minority of government bureaucrats with prejudicial attitudes towards Aboriginal organizations. Tindale reccomends that the federal government appoint an ombudsman to look into such concerns.

He states that Metis people need to have control over education, natural resources, relocation, hunting and trapping, taxation, trade, among other numerous issues. He feels that Metis people deserve the funding allocated to Aboriginal and Inuit people and calls to the Commission to help restore rights and funding to the Metis peoples. Following the presentation is a question-and-answer session with the Commissioners.

Murphy, New Democratic Party Member of Parliament for the Federal riding of Churchill, discusses the aftermath of the Charlottetown Accord referendum, his views on Aboriginal issues in Canada, positive achievements in the recent past, educational programs, employment programs, the situation in his own riding, housing issues, transportation issues, water and infrastructure issues, health issues, child care issues, seniors issues, addictions issues, land claims issues, justice issues, the Indian Act, and resource issues.

File contains a presentation by Roy Littlechief focusing on the misuse of power by the chief and band council relating to his unidentified First Nations. Accountability is needed with money and policies and he says reserve residents are denied better housing because of the greed.

Specifically she discusses the lack of assistance available from the police, and the hardships her people faced. Weetaluktuk discusses relations with the Hudson's Bay Company, the introduction of the snowmobile, and housing concerns in the context of her communities history.

The file contains a presentation by Sydney McKay of the Manitoba Metis Federation (Thompson Region), and Freda Lundmark, Metis Women of Manitoba. Lundmark discusses Metis youth, employment, cultural, recreational, education, Elders, housing, child care, child support, gender and employment, curricula, Aboriginal languages (including Michif, Cree, and Saulteaux), jurisdiction, justice, health, and general concerns of Metis women and youth in Northern Manitoba.

President Gary Bohnet discusses health, education (including post-secondary), economic, housing, trapping, and equity of access to programs for Metis people. Garth Wallbridge discusses the Metis Nation Accord, the failure of the NWT to develop a Metis curriculum despite developing a Dene curriculum, home ownership programs, government assistance for Aboriginal people generally, and the definition of Metis people.

Minister Morin discusses some of the unique problems his agency faces, jurisdictional disputes with the federal government, their relationship with the Canada Mortgage and Housing Corporation, on-reserve vs. off-reserve housing, and the need for capital funding to go forward with their home ownership encouragement plan.

Presenter Raymond Hamilton accompanied by Raymond Mainville, and Merilda St-Onge, presents a short history of the movement which seeks to represent off-reserve Indians who were registered with the Department of Indian Affairs since 1985. Hamilton discusses the lack of assistance for his people, education, health, housing, and other concerns.

The Saskatchewan Human Rights Commission deals with complaints from Aboriginals relating to culture, education, the criminal justice system, employment and housing opportunities. She calls on the Commission to help end the systemic and institutionalized racism in Saskatchewan. Following the presentation is a question-and-answer session with the Commissioners.

Single parents and elders are particularly affected by the poor quality and lack of proper housing and Andersen calls on the Commission to help address the housing problem for Inuit people in Labrador. Punko outlines his views on Federal policy towards First Nations, with particular attention to legislative, economic, and social issues. On behalf of the Tribal Council (which represented 12 First Nations at the time), Bird welcomes the Royal Commission to the area and discusses how his organization will be making a more comprehensive presentation on areas of concern to them in La Ronge, Saskatchewan on May 28th. Areas of concern to be highlighted include Treaty Rights, the Constitution, housing, poverty, northern food costs, employment, resource revenue sharing, taxation, infrastructure, health and justice issues.
