Helene discusses education and building a healthy cultural self-image, as well as inspiring the youth of the First Nation. James discusses political questions facing the band, including some of the unique circumstances it faces as a Band without a reserve which inhabits La Verendrye Park, economic matters, and land ownership issues. The assembled Commissioners comment on and discuss some of these issues with Michel and Papati.

President Ivens welcomes the Commission, discusses his organization's mandate, and introduces Bill Gagnon. Bill Gagnon then delivers a presentation discussing the Hay River business communities views on Aboriginal relations, self-governance, culture, cross-cultural understanding, economics, Aboriginal and non-Aboriginal business, self-government and definitions of self-government, education, and general business issues.

The file contains a presentation by Carl Simms, Greg Haste, and George Hinton of the Hay River Corridor Group.

The file contains a presentation by Donna Harrison of the Hay River Council for Persons with Disabilities. Director Harrison discusses learning disabilities, and their effect on both children and adults in the community. Harrison recommends that the government make learning disabilities a higher priority, makes specific recommendations pertaining to the situation in the Northwest Territories. Following the presentation Commissioners Georges Erasmus and Paul Chartrand thank Harrison and discuss some of the issues raised with her.

File contains presentations by Winona Diabo and Joyce K. Mitchell of the Kanawahke Court System. Diabo describes how her community has had its own court system functioning for twelve years without government funding. She outlines a list of priorities and requests for assistance from the Commission, as well as giving an overview of how the justice system functions at Kanawahke with respect to both policing and judicial processes.

File contains a presentation by Chief Henri Ottawa, and Gregoire Flamand of the Manawan Grand Council. Flamand discusses infrastructure, social and economic concerns. Chief Ottawa next presents on culture, self-determination, self-sufficiency, and economic concerns. Following the presentation Commissioners Dussault and Robinson discuss some of the issues raised with the two presenters.

The file contains a presentation by the Minister Responsible for the Northwest Territories Housing Corporation, Government of the Northwest Territories, the Honourable Don Morin. Minister Morin discusses some of the unique problems his agency faces, jurisdictional disputes with the federal government, their relationship with the Canada Mortgage and Housing Corporation, on-reserve vs. off-reserve housing, and the need for capital funding to go forward with their home ownership encouragement plan.

The file contains a presentation by the Nisga'a First Nation by Herbert Morven, Reg Percival, Peter Squires, and Tommy Dennis. Herbert Morven introduces the other presenters; Reg Percival speaks on behalf of the Gitlakdamix Band Council and the Tribal Council, Peter Squires speaks on behlaf of the Health Board, and Tommy Dennis makes a presentation on behalf of the Nisga'a Nation's urban locals.

File contains a presentation by Serge Lefebrve, representative of the Central Council for Northwest Quebec, CNTU, an affiliated body of the Confederation of National Trade Unions. Lefebrve discusses his labour organizations relationship with the Cree and Algonquin peoples of Northwestern Quebec, a relationship he recounts as beginning in a common front to defeat a plan to store PCBs in the region.

File contains a presentation by Managing Director Octave Deraps, and Ms Bernier, of the Sept-Iles CEGEP. Deraps delivers a presentation highlighting the CEGEP's programs for Aboriginal (mainly Montagnais) students, including its degree program, Amerindian Studies courses, etc. Deraps also discusses relations with the Aboriginal community in formulating such courses and programs.

File contains a presentation made by the Student Youth Group of Aglace Chapman Education Centre. Olivia Necan, Michelle Barkman, David Morris and Anne-Marie McKay all spoke to the topic of wants for the future of Aboriginal youth. Also contained are comments of an Education Director, Richard Morris as well as questions and comments from the assembled Commissioners.

The file contains a presentation by the Sudbury Youth Group. Presenters Adrea Chusan, Adrian Abel, Lana Perrin, Steven Hall, Mark Seabrook, and Wasayabeniquoi Dishnikas. The presenters discuss educational, addictions, suicide, recreation, employment, parental support, and general youth issues. Commissioners Dussault and Sillett discuss some of the issues raised with the presenters.

The file contains a presentation by Deputy Mayor Red McBryan on behalf of the Town of Hay River. McBryan presents a submission which summarizes the views of the Town Council and residents on self-determination, self-sufficiency, and healing. The report includes a variety of recommendations to facilitate a new relationship between Aboriginal and Non-Aboriginal Canadians. Following the presentation Commissioner Georges Erasmus and Paul Chartrand thank Red McBryan for his contribution.

The file contains a presentation by Sharon Caudron, Claire-Anne Bouchard, and Jacquie Soroff of the Women's Resource Centre in Hay River, Northwest Territories. The three women present on "condensed information and possible solutions to address generational violence" including family violence and abuse of multiple varieties. The presenters also suggest some possible solutions to the intergenerational cycle of violence, and its' relation to the criminal justice and education systems.

File contains a presentation by Tony John of the Glenwood Indian Band. John discusses the history of his people in Newfoundland, stating that they are not just Micmac but intermarried with the Beothuk and have been systematically neglected by both the federal and provincial governments who claim there are no Aboriginal people on the island. John discusses some of the issues his people face in central Newfoundland, the key one being the need for recognition.

The file contains a presentation by Tyson Yellow Horn. Yellow Horn discusses the condition of youth on the Peigan Reserve from his perspective as a youth worker there.

File contains a presentation by Vern Douglas and Ken Richard of Native Child and Family Services. Douglas discusses the history of the organization in Toronto, and how it came about as a grassroots organization amongst Aboriginal people who had been victims of the Child Welfare system. He discusses the mandate of the organization and the composition of its board which is balanced between several Aboriginal groups. Ken Richards discusses the services the organization provides for Aboriginal children and families, and some of the data involved.

File contains a presentation by Vernon Roote, Deputy Grand Chief of the Union of Ontario Indians. Roote's presentation topic if "Building a Nation" and he discusses "the big topic of nationhood and sovereignty." Roote highlights some of the opinions gathered from a conference the past August held in Garden River, Ontario from the viewpoints of "the political people right down to the grassroots people" concerned with the topic of Anishnabek nationhood.

The file contains a presentation by Victor Allen. Allen delivers a presentation on the history of Inuvik going back to the establishment of the community in the 1950s. Following Allen's presentation Commissioner Mary Sillett delivers opening remarks, and Commissioner Allan Blakeney makes brief comments before questioning Allen regarding his presentation. Commissioner John Holman also discusses some of the issues raised in the presentation with Victor.

File contains a presentation made by Mayor Buckley Belanger for the Village of Ile a la Crosse on the topic of self-government. Also contained are comments and questions from the assembled Commissioners and those of the Commissioner-of-the-Day.

File contains a presentation by Violet Monday, Wife of the Chief Councillor of the Ucluelet First Nation for Health Affairs. Monday reads a presentation compiled by the First Nations' family care worker and health worker for the Commission.

Williams discusses the Tribal Councils efforts to develop a First Nations Child and Family Services agency and model. Following the presentation Commissioner Dussault thanks Williams, and Commissioner Chartrand converses with Williams about some of the topics raised in the presentation.

The file contains a presentation by Wayne Helgason and Linda Keeper, Indian and Metis Friendship Centre of Winnipeg. Helgason, President of the Centre, and Keeper, a Board member, discuss the history and composition of the Friendship Centre, program and service delivery, Aboriginal urbanization issues, federal-provincial funding disputes, self-determination, and views on the Commission and its' work. Following the presentation Commissioners Wilson and Chartrand discuss some of the issues raised with the two presenters.

Nicholas and Perley discuss ideas and issues related to accommodating and providing services for disabled people on the First Nation's territory. Following the presentation Commissioners Robinson and Erasmus make some comments.

Vandermeulen discusses the uncertainty his farmer and rancher constituency experiences when Aboriginal leaders discuss changes in land management practices, and power structures.

The file contains a presentation on behalf of the Interior Indian Friendship Society by Executive Director Ruth Williams. Williams discusses the organizational structure of the Friendship Centre, its funding, the demographic situation in Kamloops, and some of the issues facing urban Aboriginal populations. Williams also makes a series of recommendations to the Commission with respect to Friendship Centres and urban Aboriginal concerns generally in the economic, social, and cultural spheres. Following the presentation Commissioner Mary Sillett discusses some of the issues raised with Williams.

Kaludjak reads the letter which includes best wishes for the Commission and expresses regret that Todd is unable to meet with them due to inclement weather (Todd is in the capital of NWT, Yellowknife). He states that he will send the Commissioners a written submission soon, and Commissioner Robinson states that she looks forward to receiving it.

File contains a presentation by Elder Dorothy Day on behalf of the N'Amerind Elders Group of London, Ontario. Elder Day discusses Aboriginal history, colonization, education, reserve life, government policy, and crime concerns. Following Elder Day's presentation Commissioner Erasmus thanks her for sharing her views with the Commission.

File contains a presentation by President Bernice Ireland and student Roly Williams on behalf of the Nokee Kwe Adult Education Centre. President Ireland discusses the unique needs of Aboriginal adult students, the centre's history and mandate. Williams discusses funding cutbacks, racism and discrimination, cultural concerns, and self-governance issues. Following the presentations the two presenters discuss some of the issues raised with Commissioners Chartrand and Erasmus.

The file contains a presentation on behalf of the Okanagan First Nation by Donna Goodwater. Councillor Goodwater discusses her disappointment with the federal programs available for First Nations people with disabilities and makes recommendations to improve it. Goodwater also delivers a video presentation to the Commission (transcript not included). Following the presentation Commissioner Mary Sillett thanks Goodwater and discusses some of the issues raised with her.

The file contains a presentation on behalf of Secwepemc re Housing by Bruce Mack. Mack discusses two main problems with regard to Secwepemc housing: a lack of funding and a lack of resources. Mack also makes a recommendation to the Commission regarding housing.

Presenter Chief Manny Jules discusses First Nations taxation issues, specifically with respect to the situation around Kamloops, relevant federal and provincial legislation, property tax and land issues, sales tax, income tax, corporate tax, the Charlottetown Accord, and infrastructure. Bob Manuel, an entrepreneur, discusses business taxation. Andre Ledressay discusses the Shuswap contribution to tax coffers. Commissioner Sillett and Moderator Chief Matthew also discuss some of the issues raised with the presenters.

Manuel discusses land, taxation, and start-up capital issues. Following the presentation Commissioner Mary Sillett discusses some of the issues raised with Manuel, after which a closing prayer concludes the day's sitting of the Royal Commission.

The file contains a presentation on behalf of the Sto:lo Tribal Council by Chief Clarence Pennier. Chief Pennier gives an overview of his organization's composition and activities representing 11 of the 24 Sto:lo Bands. Chief Pennier discusses the importance of culture to the Sto:lo, historical wrongs committed by the Canadian government upon them, problems with the Indian Act elections structure, and explains the traditional Sto:lo governance principles.

Phillip discusses the organization's demographic composition and mandate which involves pressuring federal and provincial governments to ensure their policies are involve "credible processes of community level consultations" and "full and complete democratic participation and decision-making based on informed consent."
