Discusses the practice standards for children with Fetal Alcohol Spectrum Disorder (FASD) and examines the issues and efforts in child welfare services to address concerns for the complex needs of the children.

Measures performance of First Nations governments in Saskatchewan, Alberta and Manitoba for 2010-2011.

Documentation of forum held with Aboriginal community leaders. Five topics were discussed: governance; public institutions; administration; financial management; and community liaison. Proposals for actions sum up report.

Looks at self-governance from general Aboriginal perspective and unique position of the Métis. Briefly discusses different governance models, agreements, and local, regional and provincial representation.

Purpose of study was to identify barriers to filing and benefit uptake.
