Penashue discusses a variety of matters including substance abuse problems in the community, relocation funding and issues, social services and foster care, alcoholism, and other general community issues. Following the presentation Penashue discusses some of the issues raised with the Commissioners.

File contains a presentation by James Kavana and Moses Koihok that first provides a brief history of Cambridge Bay. The presenters state that "we would have been better off out in our own hunting grounds away from the settlement" of Cambridge Bay but with the forced 1950s relocation of Inuit into the settlement created a culture and lifestyle crisis for those Inuit who were relocated. John Maksagak, Commissioner for the Day, adds some remarks about the history of Cambridge Bay and his experiences growing up in an alcohol-free environment.

This file contains a presentation by Jan Reimer, Mayor of Edmonton, Alberta, who first provides the Commissioners with a recent issue of a publication titled Tracking the Trends. The publication provides an overview of socio-demographic information and monitors significant trends that will affect the delivery of human services in Edmonton. A recent issue featured Edmonton's Aboriginal population. Reimer lists a number of Aboriginal groups and organizations in Edmonton who attempt to help Aboriginals adjust to urban life and states that more work needs to be done.

File contains a presentation by Kenneth Spence describing the negative effects of the 1975 relocation of South Indian Lake residents due to flooding by Manitoba Hydro. Spence requests that the Commissioners travel to Leaf Rapids to see the living conditions. Following the presentation is a discussion with the Commissioners.

This file contains a presentation by Lorraine McKay focusing on Aboriginals living off-reserve in Brandon. She states that large numbers of Aboriginals are moving to larger centres and are finding it difficult to find housing and gain employment. The speaker calls on the Commission to secure funding for more programs for Aboriginals living in Brandon. A question-and-answer session with the Commissioners follows the presentation.

The file contains a presentation by Professor Magnus Gunther. Gunther, a Professor of Political Studies at Trent University, discusses the findings of a report he was hired to do by the Department of Indian Affairs to "review all of the allegations which had been made about how the government had handled the relocation in order to see whether these could be confirmed by documentary corroboration." Gunther identifies and describes five areas where he disagrees with "the prevailing wisdom on these matters" with reference to the High Arctic Relocation program.

The file contains a presentation by Mary Carpenter. Carpenter, a member of the Inuvialuit Tribe, claims to be at the sitting to "represent the voice of the Inuit who have been silenced by our Inuit leaders." Carpenter gives her view of the High Arctic Relocation program, and makes allegations that members of the Inuit community threatened to have her murdered if she spoke out about any issues to the Commission.

File contains a presentation by Mike Metcalf that describes the 1968 relocation of the original settlement of Fort Graham, British Columbia, due to hydro development, and the continuing problems for the Tsay Keh Dene people.

File includes a presentation by Director General John Memanskum, and Advisor Paul Wilkinson of the Naskapi Band of Quebec. Memanskum discusses the relocation of the Naskapi-Montagnais people and the history of their band, as well as the James Bay agreement in Northern Quebec, the Indian Act, self-government models and related matters. Following the presentation Memanskum engages Commissioner Dussault in a discussion of the issues raised. After this Commissioner Dussault concludes the day's sitting of the Commission and thanks the days participants.

File contains a presentation by Norma Shorty, Kwanlin Dun First Nation. Shorty describes the history of the Kwanlin Dun First Nation, and its reserves in the Whitehorse area. Shorty suggests that since the government contributed to the destruction of traditional systems of Kwanlin Dun learning, it should contribute to rebuilding them. Following Shorty's presentation the assembled Commissioners discuss language, education, and rights issues with Shorty.

The file contains a presentation by Reuben Ploughman. Ploughman discusses his perspective on the High Arctic Relocation as a Hudson's Bay Company employee at Inukjuaq (Port Harrison) and other locations in Northern Canada. Following the presentation Ploughman discusses some of his testimony with the assembled Commissioners.

File contains a presentation by Robert Doucette that begins with the history of the Metis Society of Saskatchewan and its locals. He states that Metis people need to have control over education, natural resources, relocation, hunting and trapping, taxation, trade, among other numerous issues. He feels that Metis people deserve the funding allocated to Aboriginal and Inuit people and calls to the Commission to help restore rights and funding to the Metis peoples. Following the presentation is a question-and-answer session with the Commissioners.

The file contains a presentation by Robert Williamson, a Professor of Anthropology at the University of Saskatchewan. Williamson discusses Inuit culture, history, displacement of people for tuberculosis treatment, and the High Arctic Relocation both as an event and as what he feels it signifies to Inuit leaders today. Following the presentation the assembled Commissioners discuss some of Williamson's ideas with him.

The file contains a presentation by Ross Gibson. Gibson, a government employee, discusses the recruiting process he engaged in in Northern Quebec during the High Arctic Relocation program during the 1950s, and his experiences with said program at Resolute Bay. Gibson gives his testimony under questioning from the assembled Commissioners.

Grant, a part-time teacher of History and Canadian Studies at Trent University, discusses sovereignty concerns with relation to the High Arctic Relocation program. Following Grant's presentation the assembled Commissioners discuss some of the issues raised with her.

File contains a presentation by Simeon Tshakapesh, Youth Council and Tribal Police. Tshakapesh discusses the lack of control Innu youth feel over their own lives as the root of many of the serious social problems plaguing Davis Inlet. Tshakapesh stresses the need for community based education, treatment programs, and support groups. He discusses the rights of youth, need for recreational facilities, relocation to a new and better village site, funding, community policing, language and culture issues.

File contains a presentation by Simonie Alainga, resident of Iqaluit, Northwest Territories [Nunavut], via translator. He relates his memories of Iqaluit beginning in 1938. He recalls the relocation of Inuit people to Iqaluit by 1945 and the unwillingness of his people to move.

The file contains a presentation by Gordon Smith, Donat Pharand, and Marc Denhez of the Sovereignty Panel. The three presenters discuss historical and legal sovereignty issues particularly with relation to Canada's role in the Arctic, and the High Arctic Relocation program. Following the presentations the assembled Commissioners discuss some of the ideas raised with the presenters, after which the Commission adjourns for the day.

File contains a presentation on behalf of the Val d'Or Friendship Centre by Executive Director Edith Cloutier, Vice-President Lucy Louttit, Council Member Johanne Lacasse, and Secretary Alain Kistabish. The representatives discuss urbanization amongst Aboriginal peoples in the area, research their organization has conducted amongst these peoples (including Algonquin, Inuit, Metis, and Cree respondents), service delivery, self-governance in the urban context, building relations with the non-Aboriginal community and other matters.

File contains a presentation by Chief Wayne Goodwill of the Standing Buffalo Dakota First Nation. Goodwill relates the history of his particular band, and claims that "prior to 1850 our ancestor used to roam right up to the Saskatchewan Rivers and they migrated with the buffalo. In the 1860s when the wars began in the southern area along the Black Hills [South Dakota], most of the people did not migrate anymore." Goodwill protests of being unable to attain adequate funding to complete his people's study of its history in Canada.

Looks at the historical relationship between the Laguna Pueblo of New Mexico and the westward expansion of the Atchison, Topeka and Santa Fe Railroads, including the eventual removal of the Laguna Pueblo to Richmond, California.

Survey conducted to gather information missing from census data and City of Saskatoon Aboriginal Neighbourhood Profiles and also provided an opportunity to express opinions and relate experiences. Report forms part of the Bridges and Foundations Project on Urban Aboriginal Housing.
