Their presentation focuses on the proposed James Bay Phase II, consisting of two hydroelectric projects: the Great Whale River project and the Nottaway-Broadback Rupert project. The damming, flooding and construction done during the first phase of the project in the 1970s destroyed Aboriginal fishing and hunting grounds and animal migration paths.

The file contains a presentation by Donna Harrison of the Hay River Council for Persons with Disabilities. Director Harrison discusses learning disabilities, and their effect on both children and adults in the community. Harrison recommends that the government make learning disabilities a higher priority, makes specific recommendations pertaining to the situation in the Northwest Territories. Following the presentation Commissioners Georges Erasmus and Paul Chartrand thank Harrison and discuss some of the issues raised with her.

Moore delivers a presentation entitled "Autopsy of a Genocide" arguing that the current social problems faced by the Attikamek people are consequences of colonialism. Sioui gives a brief history of her organization which services a community made up of 18 camps spread throughout Laverendrye Park, Quebec (the community has no reserve). Themes Sioui addresses are the delivery of health and social services, relations with the province, and staffing issues. Commissioners Dussault, Robinson, and Blakeney ask questions and comment during the presentation.

File contains a presentation by Chief Simon Anichinapeo, Councillor/Information Officer Noe Mitchell, and Annie Cheezo of the Lac Simon Band Council. Mitchell discusses some of the issues facing the band including social problems, suicide, and a lack of resource access. Mitchell discusses the need for self-determination for her people, and government-to-government negotiation. Next Anichinapeo gives a demographic breakdown of the reserve, and band in response to questioning by Commissioner Dussault. Anichinapeo, Cheezo and Dussault also discuss justice concerns.

Chief Ottawa next presents on culture, self-determination, self-sufficiency, and economic concerns. The file contains a presentation by the Metis Nation of the Northwest Territories by Gary Bohnet, and Garth Wallbridge. President Gary Bohnet discusses health, education (including post-secondary), economic, housing, trapping, and equity of access to programs for Metis people. Garth Wallbridge discusses the Metis Nation Accord, the failure of the NWT to develop a Metis curriculum despite developing a Dene curriculum, home ownership programs, government assistance for Aboriginal people generally, and the definition of Metis people.

File contains a presentation by the Metis Society of Saskatchewan, Clem Chartier (Consultant). Chartier discusses the historical background to the Metis view of their rights in the area beginning with the visit of the Scrip Commissioner to Ile a La Crosse in 1906. Chartier does so to show the Commission "a cursory overview to hopefully sensitize you to some of the reasons...why we are saying the Commission has to look at Metis issues specifically." In addition to the scrip issue Chartier discusses poverty, resources, and game laws.

The file contains a presentation by the Minister Responsible for the Northwest Territories Housing Corporation, Government of the Northwest Territories, the Honourable Don Morin. Minister Morin discusses some of the unique problems his agency faces, jurisdictional disputes with the federal government, their relationship with the Canada Mortgage and Housing Corporation, on-reserve vs. off-reserve housing, and the need for capital funding to go forward with their home ownership encouragement plan.

File contains a presentation by Shelley Nitikman, President of the Musqueam/Salish Park Residents' Association. The Association is a non-profit society of non-Aboriginal leaseholders who live on land that was surrendered for lease by the Musqueam Indian Band near the City of Vancouver. Nitikman discusses a variety of taxation and jurisdictional concerns which require legislative clarity, and protests that the people represented by her group are living under a situation of taxation without representation.

File contains a presentation by Louis Bordeleau of the Native Aid and Friendship Centre of Senneterre. Bordeleau discusses the operations of his friendship centre which deals with support to drug addicts, help for the disadvantaged, liaison services in education and health care, organization of recreational activities, inter-ethnic awareness-raising, participation in socio-economic development, and the people they service who come from the Cree (50 percent), Algonquin (28 percent), and Atikamekw (22 percent) cultural backgrounds.

The file contains a presentation by the Nisga'a First Nation by Herbert Morven, Reg Percival, Peter Squires, and Tommy Dennis. Herbert Morven introduces the other presenters; Reg Percival speaks on behalf of the Gitlakdamix Band Council and the Tribal Council, Peter Squires speaks on behlaf of the Health Board, and Tommy Dennis makes a presentation on behalf of the Nisga'a Nation's urban locals.

File contains a presentation by Laura Wynn, Executive Director of the Nishnawbe-Gamik Friendship Centre. Wynn discusses the Friendship Centre itself in terms of funding and service arrangements, and delivers their position on issues of land claims, self-governance, urban issues, and health issues. Following the presentation the assembled Commissioners discuss some of these issues with Wynn.

File contains a presentation by the Regional Council on Education and Culture by Therese Niquay, and Genevieve Neashit. Niquay presents on education, culture, and linguistic concerns amongst the Attikamek. Genevieve Neashit presents on the steps the Attikamek have taken with regards to educational control. Neashit also requests additional assistance from federal, provincial and Aboriginal governments. Charles Coucou also gives some observations on education, residential schools, and the importance of spirituality.

File contains a presentation by the Regroupement des Montagnais hors reserve de Sept-Iles/Maliotenam. Presenter Raymond Hamilton accompanied by Raymond Mainville, and Merilda St-Onge, presents a short history of the movement which seeks to represent off-reserve Indians who were registered with the Department of Indian Affairs since 1985. Hamilton discusses the lack of assistance for his people, education, health, housing, and other concerns.

This file consists of a presentation by seven members of the Southern Ontario Metis and Non Status Indian Association: Tony Belcourt, Audrey Mayes, Kim Coyle, Dave Jacobs, Paul Day, Trevor Minnie and Christi Belcourt. Their presentation discusses the "inequality being subjected on the majority of Aboriginal people in Canada, the Metis and off-reserve Indian population." The presentation focuses on the Indian Act and other government policies.

The file contains a presentation by Gordon Smith, Donat Pharand, and Marc Denhez of the Sovereignty Panel. The three presenters discuss historical and legal sovereignty issues particularly with relation to Canada's role in the Arctic, and the High Arctic Relocation program. Following the presentations the assembled Commissioners discuss some of the ideas raised with the presenters, after which the Commission adjourns for the day.

Olivia Necan, Michelle Barkman, David Morris and Anne-Marie McKay all spoke to the topic of wants for the future of Aboriginal youth. Also contained are comments of an Education Director, Richard Morris as well as questions and comments from the assembled Commissioners.

The file contains a presentation by the Sudbury Youth Group. Presenters Adrea Chusan, Adrian Abel, Lana Perrin, Steven Hall, Mark Seabrook, and Wasayabeniquoi Dishnikas. The presenters discuss educational, addictions, suicide, recreation, employment, parental support, and general youth issues. Commissioners Dussault and Sillett discuss some of the issues raised with the presenters.

The file contains a presentation by Deputy Mayor Red McBryan on behalf of the Town of Hay River. McBryan presents a submission which summarizes the views of the Town Council and residents on self-determination, self-sufficiency, and healing. The report includes a variety of recommendations to facilitate a new relationship between Aboriginal and Non-Aboriginal Canadians. Following the presentation Commissioner Georges Erasmus and Paul Chartrand thank Red McBryan for his contribution.

The file contains a presentation by Sharon Caudron, Claire-Anne Bouchard, and Jacquie Soroff of the Women's Resource Centre in Hay River, Northwest Territories. The three women present on "condensed information and possible solutions to address generational violence" including family violence and abuse of multiple varieties. The presenters also suggest some possible solutions to the intergenerational cycle of violence, and its' relation to the criminal justice and education systems.

Neegan discusses what she sees as the discrepancy between the views of the Aboriginal political leadership with regards to their views towards women, and the reality at home in the communities. Following her presentation Commissioners Erasmus and Robinson discuss her presentation and the other three preceding presenters which dealt with women's issues (Grace Delaney, Karen Pine-Cheechoo, and Brenda Small) regarding the issues raised in their presentations.

The file contains a presentation by Tobias Provost. Provost discusses his ideas on Peigan youth, and what can be done to empower them and stop negative behaviours. Provost proposes returning to traditional Peigan culture and language to build self-esteem, as well as discussing the positive results of the Nation's Youth Program.

File contains a presentation by Toby Andersen, Labrador Inuit Association. Andersen addresses the issue of the Inuit land claims agreement for northern Labrador which he has been involved with negotiating for several years. Andersen gives his own views on the process and the agreement (including discussion of tourism and fisheries issues), and asks that the Commission intervene on his organization's behalf. Following the presentation is a discussion between Andersen and Commissioners Dussault and Sillett.

The file contains a presentation by Tony Hall, Professor of Native American Studies Education, University of Lethbridge. Hall discusses his interpretation of the Commission's role and powers, Treaty right issues (particularly as they pertain to Treaty 7), International law, Federal-Provincial-Aboriginal governmental relations, the Oldman River dispute between the Peigan and the Canadian and Alberta governments, and a host of related issues. Following the presentation Commissioner Erasmus discusses some of the issues raised with Hall.

File contains a presentation by Treena Miller of the North East Native Advancing Society. Miller discusses her organization's Board of Directors who form the governing body responsible for "the program development, program delivery and the funding allocation to meet the training needs of the Aboriginal people in North East B.C." Miller then discusses the educational training issues which her organization has identified through their experiences with programs in the North East. These include funding, staffing, and cultural concerns.

File contains a presentation by Frank Parnell and Cliff Anderson of Tricorp. Tricorp is the Tribal Resources Investment Corporation. Parnell delivers an overview of "economic development in how it evolved in the northwest here right from our involvement in the village that I'm from to where we are at today" and then makes four recommendations to the Commission regarding it. Following Parnell's presentation, he and Anderson field questions from the assembled Commissioners.

The file contains a presentation by Trisha Janvier. Janvier, a student at the University of Lethbridge, discusses "education, and how it applies to the reserve system." Janvier recommends curricula changes to on-reserve schools, Aboriginal language education, and general educational issues.

This file contains a presentation by Valerie Nielson, Bob Brown, John Snow Jr., George Calliou and Sandra Parsons focusing on Aboriginal involvement in the Calgary Chamber of Commerce. An Aboriginal Opportunities Commitee, with the Calgary Chamber, was formed in 1980. The objectives of the Committee are to recognize the importance of Aboriginal people in our community, and for the Chamber to play an active role in helping the Aboriginal community improve their economic situation. A question-and-answer session with the Commissioners follows the presentation.

Roote's presentation topic if "Building a Nation" and he discusses "the big topic of nationhood and sovereignty." Roote highlights some of the opinions gathered from a conference the past August held in Garden River, Ontario from the viewpoints of "the political people right down to the grassroots people" concerned with the topic of Anishnabek nationhood.

File contains a presentation by Vice-Chief John McDonald, Prince Albert Tribal Council. McDonald discusses his problems with the Nunavut settlement and requests that "the Royal Commmission on Aboriginal Peoples...undertake a review of the impact of the Nunavut Settlement Agreement on the treaty and aboriginal rights of the Athabasca Denesuline Bands and this review, including recommendations, be completed by the fall of 1992."

File contains a presentation by Waldo Berg, Instructor of Northlands College. Berg discusses problems with the adult education system from his perspective as an instructor. Berg higlights four areas: language issues, childcare issues, alcohol issues, and cultural disparity issues. Berg suggests that a vareity of steps be taken to educate southern educators heading to job placements in the north about language and cultural concerns. Berg then discusses the Mennonite people's relation to Aboriginal Canadians and the issues they face.

This file consists of a presentation by Wally McKay focusing on policing by First Nations men and women on reserves. McKay describes traditional Aboriginal policing models being based on peacemaking and peacekeeping.

This file contains a presentation by Walter Madonick touching on a number of problems he has encountered as a student at Brandon University, including difficulty obtaining student loans, limited funding to move from home reserves to Brandon, and limited support services such as child care and counsellling. A brief question-and-answer session with the Commissioners follows the presentation.

Goodvoice discusses self governance, funding and bureaucratic issues particualarly with regard to the Federation of Saskatchewan Indian Nations. Goodvoice argues that it is neccessary to get more grassroots engagement and funding into these structures. Following the presentation Comissioner Wilson questions Goodvoice on what he thinks self-governance would mean in pratice and he answers here.

File contains a presentation by Chief Wayne Goodwill of the Standing Buffalo Dakota First Nation. Goodwill relates the history of his particular band, and claims that "prior to 1850 our ancestor used to roam right up to the Saskatchewan Rivers and they migrated with the buffalo. In the 1860s when the wars began in the southern area along the Black Hills [South Dakota], most of the people did not migrate anymore." Goodwill protests of being unable to attain adequate funding to complete his people's study of its history in Canada.

The file contains a presentation by Wayne Helgason and Linda Keeper, Indian and Metis Friendship Centre of Winnipeg. Helgason, President of the Centre, and Keeper, a Board member, discuss the history and composition of the Friendship Centre, program and service delivery, Aboriginal urbanization issues, federal-provincial funding disputes, self-determination, and views on the Commission and its' work. Following the presentation Commissioners Wilson and Chartrand discuss some of the issues raised with the two presenters.
