RCAP 171 contains a transcript of a telephone consultation between Counsel for the Royal Commission on Aboriginal People, Nick Schultz and journalist Wilfred Doucette who had been a witness to the relocation of Inuit/Eskimos to the High Artic. The conversation focuses on the portrayal, in the current media, of the events that took place during the relocation. Highlighted are articles from the newspapers; Globe and Mail, Toronto Star and The Boston Globe, among others. Also an area of concern was that of a CBC show "Quirk and Quarks" featuring lawyer Andrew Orkin.

Manitopyes calls for federal legislation to protect sacred sites and for laws similar to the American Indian Religious Freedom Act in the United States.

File contains an individual presentation by Andrew Rickard that covers a number of topics, including extinction of Aboriginal languages, self-government, natural resources rights and the lack of Aboriginals in mainstream jobs. File contains an individual presentation by Cindy Gilday of Fort Franklin, NWT. She tells the Commission about the 398 unmarked graves in the Deh Cho (formerly a residential school) Hall yard and says that unmarked graves are "a very significant symbol of opporession, the ultimate symbol as far as the Dene are concerned." She states that her father was present at the Treaty signings in 1911 and 1921 and feels the Canadian government has not fulfilled any of the treaties' terms.

This file contains a brief presentation by John Holloway touching on a number of subjects, including disabilities, Aboriginal involvement in the criminal justice system and the Oldman River Dam. Georges Erasmus, Co-Chair, makes brief remarks after the presentation.

Rutledge invites the days participants to comment to him on potential heritage sites to be designated for provincial protection. Following Rutldege's remarks the Commission adjourns the day's session.

File contains an individual presentation by Simeo Rich expressing sadness that elders were not consulted when the Churchill Falls Hydro Project was being planned in the 1960s. The destruction of hunting lands has been devastating to the Innu and Rich hopes that future self-government will eliminate the federal government's control over the Innu.

File contains an individual presentation by Stan Wesley, a 19-year-old man from Moose Factory, focusing on the loss of Aboriginal culture as detrimental to Aboriginal youth in Canada. He feels that youth who leave reserves for the city have no resources to succeed, and reserve youth are lost in the shuffle of bureaucracy as well. Wesley says his generation are the next leaders and they must have complete understanding of their culture. Following the presentation is a lengthy question-and-answer session with the Commissioners and Eli Chilton and Stan Wesley, previous speakers.

File contains an individual presentation by Sylvester Andrew, employee of the local school. He briefly describes the history of Aboriginal people in Labrador. Andrew states that hydro projects and low-level Canadian Forces jets have disrupted lives, as well as wildlife, which Innu people depend on for survival. Flooding has destroyed the hunting areas used by the Innu and Andrew believes the Innu must begin land claims negotations to prevent the loss of more land and resources.

File contains an individual presentation by an unidentified speaker that touches on a number of issues, including the justice system, the environment, education, land claims and self-government and residential schools.

The three participants raise a variety of general concerns over Indigenous relations, government policy, land claims, self-governance issues, economic development and the environment. Following the forum are remarks by Commissioners Allan Blakeney and Rene Dussault, after which the Commission concludes its sitting for the day.

This file contains a presentation by Andre Duchesne relating to the forestry industry in Quebec. He states that his organization attempts to consult with Aboriginal communities or groups regarding clearing, environmental concerns, land use and employment in round table forums. He also mentions that few Aboriginal persons appear interested in a career in forest management, but his organization would assist those persons financially. A question-and-answer session with the Commissioners follows the presentation.

This file contains a presentation by Andy Von Busse relating to the management of fish and wildlife resources, particularly concerning the unlimited and unregulated hunting and fishing ability of Status and Non-Status Aboriginals. The presenter recommends that individual First Nations should be given a clear authority to make bylaws concerning the management and use of fish and wildlife resources within their boundaries. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by Clifford Lincoln, Special Representative of the Barriere Lake Algonquins. Lincoln discusses the Trilateral Agreement signed by the Barrier Lake Algonquins with the governments of Quebec and Canada on August 22, 1991.

This file contains a presentation by Bob Moore relating to forestry in the Six Nations Confederacy. Moore states that the federal government is not doing enough to protect the forests in the Six Nations area, and states that "successful management of reserve forests would yield social and economic benefits both to the bands and to the federal government.

File contains a presentation by Buddy Napoleon. Napoleon presents a history of Aboriginal peoples from a legal perspective from early colonization up until the present day in the Treaty Eight area. Napoleon then makes a series of policy recommendations to the Commission to rectify his concerns with government actions in the area. Following Napoleon's presentation, Napoleon and previous presenter Chief Berni Metecheah field questions from Commissioner Georges Erasmus related to issues facing the Halfway River First Nation.

File contains a presentation by Chief Allan Happyjack and Jack Blacksmith that first provides a brief history of Waswanipi. Their presentation covers a wide range of issues, including the justice system and policing, hunting and trapping, the environment and health care. The speakers believe that the Canadian and Quebec governments have either ignored, set aside or in breach of major sections of the James Bay and Northern Quebec Agreement. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Chief Andrew Thomas addressing the toxic waste located on the Esquimalt Reserve and asking why it are no toxic waste disposal facilities in all of British Columbia. Thomas is also chairman of the Land Claims Committee for the First Nations of South Island, British Columbia. He reads briefly from a report from that committee documenting the history of the Douglas Treaties and states that the Fisheries Act trumps all fishing rights negotiated during the Douglas Treaties signings.

File contains a presentation by Chief Archie Waguan of the Mikisew Cree First Nation. Waguan discusses the relationship his people have had with the government of Canada since they signed Treaty Eight in 1899, and the negative impact that the Canadian government and industry have had on their community and the environment which sustains it. Waguan questions the intentions of the Commission and its mandate. Commissioner Blakeney responds to the concerns raised by Waguan, and Commissioner Chartrand also contributes some comments.

File contains a presentation by Chief Berni Metecheah, Halfway First Nation. Chief Metecheah outlines some of his concerns over resource development (specifically logging activities) disrupting trap lines, and associated pollution. Metecheah also highlights his concerns with sport hunters wasting moose carcasses and over-hunting in the area, as well as the detrimental impact of herbicides on his community.

File contains a presentation by Chief Fred Holmes. Holmes discusses his views on the situation in Upper Nicola and the "environment vs the environmentalist." Holmes discusses the importance of self-education and recognition of key issues including education, land claims, political organizations, and immigration. Following the presentation Commissioners Dussault and Chartrand thank Holmes for his thoughts.

File contains an individual presentation by Chief Ignace Gull. Gull discusses the living conditions faced by Aboriginal people in the area which he describes as third or fourth world. Specifically he discusses water and sewer issues, fire protection, energy, social development, drug and alcohol abuse, and a lack of economic oppotunities and education. Gull also discusses trapping concerns, concerns with the justice system, problems with RCMP and Conservation Officers regarding game law enforcement, proposed hydro developments, and protection of burial sites.

File contains a presentation by Chief James Henderson and Steve Fobister relating to the negative effects of the Rainy Lake dam in Ontario, built between 1905 and 1909. Their First Nations fishing and hunting grounds were destroyed by flooding and they believe that proper compensation has never been given to their First Nations. The presenters also address the complete absence of telephone service on their First Nations, and call on the Commission to assist in negotiations with Bell Canada. Following the presentation is a brief question-and-answer session with the Commissioners.

File contains a presentation by Chief Jerry Attachie, Doig River First Nation. Attachie discusses his issues with resource companies, specifically forestry and oil companies, causing problems for his peoples trapping and hunting activities. Attachie also discusses concerns with education and housing. Following his presentation the assembled Commissioners discuss some of the issues raised with Attachie.

File contains a presentation by Chief Leonard Thomas that briefly touches on a number of issues, such as economic development, the environment, education, health care, preserving historical artifacts and Bill C-31. He introduces the next speaker, Fred Sam.

File contains a presentation by Chief Tony Mercredi, of the Athabasca Chipewyan Band. Mercredi welcomes the Commission, and remarks on his participation at the World Summit Conference in Rio. Mercredi then proceeds to deliver a presentation on the relationship between Canada and Aboriginal peoples and how he thinks it must be renogiated based on new principles of trust and understanding. Mercredi also disucsses the impact of pollution on his community with regard to the uranium mining, oil sands extraction and pulp mills.

File contains a presentation by Chris O'Brien. He discusses his views on ecological knowledge and the need for European Canadians to learn from Aboriginal people. Following the presentation the assembled Commissioners voice their agreement and thank O'Brien for his presentation.

File contains a presentation by Clarence Apsassin, Blueberry River Reserve. He relates a brief history of Aboriginal people in North America from before 1492 down to the present day. Following this he discusses some of the history of Treaty 8 people, and his own work with various Aboriginal organizations. Apsassin makes a series of recommendations that Aboriginal governments be given more jurisdiction over their own affairs, and control over their own land and resources.

File contains an individual presentation by Clifford Trapper. Trapper is a Metis man presenting on behalf of his grandfather, a Metis elder of the James Bay area. Trapper's presentation discusses uniqueness of Aboriginal culture and the need for government help with the decline of the traditional economy. It also touches on issues like pollution and self-governance.

File contains a presentation by the Coldwater Band School. School. The presentation is made up of comments by multiple students at both the elementary and secondary level highlighting collective concerns such as the physical, mental, and environmental well-being of their community. 15 students and staff speak in total. Following the presentations are comments by Commissioners Dussault and Chartrand thanking the presenters for their contributions.

File contains a presentation by Dean Jacobs of the Walpole Island Heritage Centre. Jacobs delivers a slide presentation with commentary on the history of Walpole Island and the Ojibwa community there. Issues raised include environmental destruction, the fur industry and the detrimental impact of the anti-fur activists on the Aboriginal economy in the area, fisheries and hunting concerns. Following the presentation Commissioner Chartrand and Erasmus make brief comments.

The file contains a presentation Chief Bernadette Unka of the Deninu Kue First Nation. Chief Unka discusses the history of her people who reside at Fort Resolution, NWT. Chief Unka discusses how Treaty, Metis, and Euro-Canadian people were at one time united in one government at the community, but how her people re-established band governance in 1990 due to their Treaty rights being slowly eroded.

The file contains a presentation by Dennis Riehl, Manitoba Hydro. Riehl makes a presentation on behalf of Manitoba Hydro discussing its composition and operations, its' relations with Aboriginal communities, project impacts, environmental issues, employment issues, and a series of plans being pursued to deal with past issues. Following the presentation Commissioners Chartrand and Wilson discuss some of the issues raised with Riehl and his colleague, Fred Wonnick.

This file contains a presentation by Donald Horne relating to the multitude of services his organization provides to the citizens of the Kahnawake community, including alcohol and drug prevention; youth, elder and family social services; family violence awareness programs, community and environmental health programs and child welfare services. Horne states that Kahnawake has a good infrastructure in terms of dealing with social programs, but urges the Commission to help secure continuing funding for these vital programs.

File contains a presentation by Dorothy McDonald, Chief, Fort McKay Indian Band. McDonald discusses tar sand development and how it has negatively effected her people and destroyed their traditional way of life.

File contains a presentation by Dwayne Desjarlais, Fort McMurray First Nation. Desjarlais discusses the Al-Pac pulp mill near Lake Athabasca, which he states is the largest on earth. Specifically Desjarlais discusses the enviornmental impacts of such development and the need for First Nations input into the process. Following the presentation is a discussion between Desjarlais and Commissioners Chartrand and Blakeney.
