Historical background and submission to Indian Claims Commission (ICC) as to whether a surrender of May 15, 1786 was invalid and in violation of The Royal Proclamation of 1763. ICC determined the surrender was invalid and the First Nation should resubmit its claim to the federal government under the Comprehensive Claims Policy.
