Maxime Ottawa discusses his views on the days proceedings, and the need for the Atikamekw people to change their psychology and way of thinking. Ottawa speaks of the need for respect for elders and traditional education in order to do this.

Clary discusses the overexploitian of natural resouces (forestry, wildflife) around his community and the detrimental effects this has had. Clary also stresses that his people are not anti-development but wish to be partners in development on their territory. Ottawa discusses the Council which consists of three Attikamek communities in Lac St-Jean, the North Shore, the lower North Shore, and Sheffereville in the North, and its mandate of coming to an agreement with the Governments of Quebec and Canada on the settlement of comprehensive land claims. Following Ottawa's presentation Commissioners Ottawa, Robinson, and Dussault discuss some of the issues raised with him.

He states that in his experience, Aboriginals may be passed over for a project in their own community and non-Aboriginal workers may only be hired. Following the presentation is a question-and-answer session with the Commissioners.

A new school was built in 1989 but attendance is poor and Gull feels that drug and alcohol abuse, among other social issues, are common roadblocks for getting an education. Gull introduces the next speaker, John Kitchen, chairman of the Elementary School Committee.

Vollant discusses how the Montagnais see the future in terms of three areas: land claims, constitutional offers, and self-government. He states that "Development, education, justice, health and social services--all of these depend on self-government." Following Vollants presentation Commissioner Dussault discusses education and language matters in the community with him. They then discuss industrial development, policing, trapping, hunting, fishing, wages, and other concerns.
File contains a presentation by John Harker, Canadian representative of the International Labour Organization. The International Labour Office is a specialized agency of the United Nations. Harker delivers an international perspective on the issues faced by indigenous peoples, and discusses how his organization seeks to promote the human rights of indigenous peoples and enchancing their position within national societies. Harker also discusses some of the legal history of indigenous issues within the United Nations, and actions taken by his group.
File contains a presentation by Jacques Girardin of an unspecified local Chamber of Commerce. Girardin discusses the composition of his Chamber of Commerce, and its relations with the Manawan First Nation. The Chamber's territory includes the "whole northern part of the County Regional Municipality, Matawinie, St. Zenon, St. Michel and Manawan, and the unorganized territories." Girardin discusses the participation of Atikamekw organizations and businesses in the Chamber, as well as some its programs and philosophy.
File contains a presentation by the Jean-Marc Penosway and Claire Penosway. Jean-Marc and Claire are two youths from Grand Lac Victoria who requested to speak with the Commission. They discuss a variety of problems they have faced including family breakdown, drug and alcohol addiction in the family, racism and discrimination, foster care, and related matters. Claire requests a private audience with the Commissioners later to discuss a personal matter, which the Commissioners accept.

Boivin delivers a presentation on democracy, self-governance, the need for consultation, decentralization, and enhanced powers for elected represetnatives. Epoo relates some personal experiences related to the history of the community, and the abuse the Inuit people suffered from the police and Euro-Canadian companies operating in the area. Epoo states that when the Inuit people got involved in elections they "stopped being so scared of the white people," and that "If the white people had chosen to work closely with us instead of being so dominant, we wouldn't have been so far apart in the beginning."
