Mathias, a representative of the largest Algonquin institution for economic development, discusses Algonquin economic concerns. Mathias discusses the current situation of the Algonquin economy, the steps he sees as being necessary to invigorate it, and some of the problems he sees with federal programs designed to aid it. Following his presentation Mathias discusses some of these issues with Commissioner Dussault, Polson, Blakeney and Robinson.

File contains a presentation by Rita Campbell and Chief Greg Lucus of the Stephenville Crossing Indian Band. Campbell presents on the composition of the band, the need for federal recognition, employment problems, a lack of family services, housing concerns, hunting and fishing rights, linguistic and cultural concerns, health concerns, and self-governance. Following this Chief Greg Lucas discusses health and service issues with Commissioner Erasmus, then with Commissioner Robinson and Tony John, including post-secondary education concerns.

The file contains a presentation by Superintendent Brian Krambl, City of Winnipeg Police Department. Krambl discusses the Police services efforts to date regarding employment equity, cultural education, and general policing issues. Following the presentation Commissioners Chartrand and Wilson discuss some of the issues raised with Krambl.

File contains a presentation by Taig Connell, Employment Officer, Canada Employment. Connell presents on his concerns over the lack of jobs in Fort McPherson: notably long term, good paying jobs, and the lack of federal assistance to provide such jobs. Connell argues that plenty of potential exists for such jobs particularly in the natural resource areas if government would provide the start up capital and programming. Following the presentation is a discussion between Connell and Commissioner Rene Dussault regarding the quality of jobs currently available.

File contains a presentation by Ted Langford relating to the development of the Alberta Vocational College (AVC) in Lac La Biche. Langford describes the education and training programs in place at AVC for Aboriginals that he sees as vital to the improvement of economic and social conditions for Aboriginals in that area. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Terry Hawkins discussing the difficulties of hiring Aboriginal and Inuit construction workers, due to lack of education. He is aware that students must leave Cambridge Bay and complete high school in the south and believes that larger educational facilities in Cambridge Bay are needed to accommodate the student population. A question-and-answer session with the Commissioners follows the presentation.

File includes a presentation by Vice-President Denis Gill of the Centre Block of the Atikamekw and Montagnais Council. Gill expresses his thanks for the preceding presenters position on land claims, then goes on to his topic which is the federal Pathways program for Aboriginal labour force training. Gill gives an overview of the program than highlights a variety of problems with it, particularly in terms of administration, allocation of resources, and implementation. Following Gill's presentation Commissioners Dussault and Chartrand thank him and discuss some of the issues raised with him.

The file contains a presentation by the Concerned Fishermen, Chairman Robert Ross. Chairman Ross discusses his Aboriginal fishermen's organizational viewpoint regarding the environment, conservation harvesting, marketing of their own fish, and tourism. Ross makes a variety of complaints regarding the fishing operations of the Freshwater Fish Corporation on Great Slave Lake, alleging serious environmental and labour abuses.

File contains a presentation by Germain Paul, Native Training Institute of Quebec. Paul discusses his organization and his frustrations with the approach the government has taken towards training and employment projects. Paul also makes a variety of recommendations to the Commission to fix the problems he highlighted. The Commissioners respond that they will look into the matter quickly.

File contains a presentation by Serge Lefebrve, representative of the Central Council for Northwest Quebec, CNTU, an affiliated body of the Confederation of National Trade Unions. Lefebrve discusses his labour organizations relationship with the Cree and Algonquin peoples of Northwestern Quebec, a relationship he recounts as beginning in a common front to defeat a plan to store PCBs in the region.

The file contains a presentation by the Sudbury Youth Group. Presenters Adrea Chusan, Adrian Abel, Lana Perrin, Steven Hall, Mark Seabrook, and Wasayabeniquoi Dishnikas. The presenters discuss educational, addictions, suicide, recreation, employment, parental support, and general youth issues. Commissioners Dussault and Sillett discuss some of the issues raised with the presenters.

Miller discusses her organization's Board of Directors who form the governing body responsible for "the program development, program delivery and the funding allocation to meet the training needs of the Aboriginal people in North East B.C." Miller then discusses the educational training issues which her organization has identified through their experiences with programs in the North East. These include funding, staffing, and cultural concerns.

The file contains a presentation by Tyson Yellow Horn. Yellow Horn discusses the condition of youth on the Peigan Reserve from his perspective as a youth worker there.

File contains an individual presentation by an unidentified speaker from the Tl'azt'en Nation. The speaker touches on a number of issues affecting their community, including lack of economic development and employment, land claims and self-government.

This file contains a presentation by Valerie Nielson, Bob Brown, John Snow Jr., George Calliou and Sandra Parsons focusing on Aboriginal involvement in the Calgary Chamber of Commerce. An Aboriginal Opportunities Commitee, with the Calgary Chamber, was formed in 1980. The objectives of the Committee are to recognize the importance of Aboriginal people in our community, and for the Chamber to play an active role in helping the Aboriginal community improve their economic situation. File contains a presentation by Vice Chief Alphonse Bird of the Prince Albert Tribal Council. On behalf of the Tribal Council (which represented 12 First Nations at the time), Bird welcomes the Royal Commission to the area and discusses how his organization will be making a more comprehensive presentation on areas of concern to them in La Ronge, Saskatchewan on May 28th. Areas of concern to be highlighted include Treaty Rights, the Constitution, housing, poverty, northern food costs, employment, resource revenue sharing, taxation, infrastructure, health and justice issues.

File contains an presentation by Vicki Wilson and Kula Ellison focusing on the inability of Aboriginal women's group to be heard and believes that "it is no secret that our women in this province and our sisters elsewhere in this country are presently too busy fighting our own leaders for the recognition of women's rights to be including in moulding and governing of Aboriginal communities and nations." They also state that all levels of government, including First Nations governments, must prioritize family violence as the country's foremost social problems.

Low discusses the Weyerhauser Corporation's vision for working with Aboriginal individuals and communities in the forestry industry, stresses the importance of cultural understanding, and highlights some of the developments that have been made in the relationship. File contains a presentation by William Koe Councillor, Tetlin Gwich'in Council. William Koe presents on his concerns regarding education and the economy in Fort McPherson. He discusses drop-out rates, upgrading programs, local training courses, trades training, business support courses, writing workshops, and getting jobs for the community.
