File contains a presentation by Linda Ross, a Sarcee woman. Ross recounts the history of her people's signing of Treaty No. 7 in what is today southern Alberta. She then goes on to describe the history of her people since the Treaty's implementation, and the need to address Treaty rights and poverty before Aboriginal self-governance becomes possible. Following the presentation is a discussion between Mrs. Ross and Commissioners Dussault and Sillet on the topics of the presentation.

The file contains brief presentations by Linda Vandenburg, representative, Cowichan Band and Wilson Bob, band member of an affiliate band to the South Island Tribal Council. The file also contains closing remarks by the assembled Commissioners. Vandenburg reiterated statements made by an earlier speaker relating to non-enforcement of the Indian Act regulations pertaining to waste management.

File contains a presentation by Lisa Galak, Tseshaht Nation environment representative. Galak describes how pollution and other resource exploitation has adversly effected her people's traditional lands, and her hope that action can be taken to correct the damage. Following the presentation is a discussion between Galak, one Chief Charlie (unidentified) and Commissioners Erasmus and Robinson on measures taken to control pollution, and governments.

File contains a presentation by Lisa Raven, Hollow Water Band, Wanipigow School. Raven discusses her theory that the government has deliberately underfunded Status Indian education which she equates with an act of genocide. She also discusses the need for significant investments in education and economic development on reserves.

File contains a presentation by Louie Frank. Frank relates a message from a Nuu-Chah-Nulth elder to the Commission discussing his hopes and his people's hopes for it. Following this Commissioner Erasmus thanks Frank and sums up his ideas on the day's proceedings. Chief Nelson Keitlah then closes the days proceedings with a prayer in the Nuh-Chah-Nulth language.

File contains a presentation by Lucassie Arragutainaq, Vice-President, Arctic Co-operatives Limited. Arragutainaq discusses the Co-operative movement in the North, its principles, function, and history across the Northwest Territories and Nunavut. He discusses its importance to Inuit and Dene people, and the need for government policies that are helpful to this kind of community development, particularly in the finanical sector (Credit Unions).

File contains a presentation by Lucassie Nutaraluk, Chairman of Kalugiak, an elders group, via translator. He is concerned with quotas for hunting and fishing and does not want Inuit people jailed for breaking laws. Nutaraluk also expresses concern that many young people do not speak Inuktitut and fears the language may die out if schools do not teach native languages.

File contains a presentation by Luzarus Arreak. Arreak asks the Commission for "Inuit to be defined separatley and individually as Inuit." She asks for a seperate definiton in the Constitution and "anywhere else." Arreak relates some of her personal history as a Inuit, as well as much of the history of her people, celebrating how they have "progressed rapidly" in 30 to 40 years, and their accomplishments in the political realm. Arreak also highlights some of the problems they have faced with regards to resource development, and adjustement to new realities while emphasizing a positive future.

File contains a presentation by Madeline Rizzoli, representing the Alberta Trappers Association. She states that trapping has and is an ongoing occupation that residents rely for survival. Following the presentation are remarks by the Commissioners regarding leghold traps.

File contains a presentation by Maggie Hodgeson discussing the Nechi Institute's purpose and goals. In the last 18 years this Aboriginal training institute has trained 2500 counsellors to work in the 15 Aboriginal treatment programs and 30 prevention programs in Alberta. Hodgeson calls for the Commission to ensure funding for the Nechi Institute continues because its graduates are contributing to the decline of substance abuse among Aboriginals in Alberta.

File contains remarks by Marg Beament, Norsask Native Outreach. Beament describes the work of her organization which is intended to facilitate employment and training for northern residents (both Aboriginal and Non). Beament describes some of the problems her organizations field workers commonly encounter in northern communities including: poor self-esteem and lack of confidence, little or no employment history, lack of personal support, little training or education history, family problems, lack of transportation, lack of childcare, lack of quality housing, and lack of justice services.

File contains a presentation by Margaret Klopenberg, Assistant Co-ordinator of the Child Identification Program, and Christine Hoffman, Chairperson, both of the North Central Alberta Crisis Intervention Association. They describe the variety of programs the Association offers to Aboriginal people, including women's and men's domestic violence groups and self-esteem and victim assistance programs. The Association operates with little funding, much of it raised themselves, so Klopenberg and Hoffman call on the Commission to help them secure funds to keep these essential programs operating.

File contains a presentation by Margaret Teneese, of the Shuswap Indian Band. Teneese discusses some of the problems faced by people in her Band, primarily in the social sphere. She discusses concerns with sexual abuse, the justice system, and the need to return to traditional culture and language. Following the presentation Commissioner for the day Lexine Phillips thanks Teneese for her thoughts.

File contains a presentation by Marge Friedel. Friedel presents on behalf of the Women of the Metis Nation of Alberta. Friedel addresses the exclusion of women from the Canadian Constitutional process, and the struggle for inclusion within Metis political organizations. Friedel also discusses self-government and critiques the Metis National Council for not, in her view, representing the concerns of Metis women. Following the presentation is a discussion between Friedel and the Commissioners Chartrand and Blakeney on the issues contained therein.

File contains a brief presentation by Marge Lalonde, speaking on behalf of the elders of Iqaluit. She expresses concern for the high cost of food year-round and the difficulty of providing healthy meals for families with food often already spoiled upon shipping.

File contains a presentation by Margo Vermillion, a Fort Chipewyan resident who works as co-ordinator of a temporary elders care unit in the community. Vermillion discusses seniors issues in the community, particularly in terms of long-term care. She discusses the need for such a facility in the community itself, and the detrimental effects of removing seniors from their home community for long-term care. Following the presentation is a discussion between Vermillion and Commissioners Blakeney and Chartrand on senior's issues.

File contains a presentation by Marion Lindsay discussing the substandard housing conditions that are commonplace in the Umpherville settlement. Following the presentation is a discussion with the Commissioners. She calls for the repair of the local community hall, hub of activity in the settlement. She introduces Mrs. MacKenzie, member.

File contains a presentation by Marjorie Andersen, Mayor of Makkovik. After welcoming the Commission to her community, Andersen discusses some of their concerns such as a lack of adequate community funding, water and sewer system problems, poor roads, fishery issues, policing, housing, and the need for land development.

File contains a presentation by Marlene Antoniow discussing the prevalence of addiction issues among Aboriginal people and the shortage of Aboriginal social workers to treat them. She is also concerned about poor health care that elders receive relating to waiting lists and lack of transportation. Following the presentation is a question-and-answer session with the Commissioners.

File contains an individual presentation by Marlene Poitras expressing her frustration with poor housing and living conditions for Aboriginals. She states those conditions are directly related to the rate of illness and disease among Aboriginals. She says that off-reserve Aboriginals particularly suffer with poor housing conditions. Poitras calls on the Commission to ensure that adequate funding is given to lifestyle and health programs for all Aboriginals. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Marvin Sampson focusing on the social problems caused by residential schools, forms of abuse, and alcohol and drug abuse. Sampson states the programs in place in his community are under-funded and under-staffed, resulting in broken families and individuals. He states that self-government is ineffective if Aboriginal people are unable to recover from negative events in their past. Following the presentation is a brief question-and-answer session with Georges Erasmus, Co-Chair.

File contains a presentation by Mary Charleson of Victoria, British Columbia, via sign language interpreter. Charleson attended the Jericho Hill School for the Deaf in Vancouver where there were few Aboriginal people. She would like to see a program for assisting hearing-impaired Aboriginal people who want to return to their reserve. A discussion with the Commissioners follows the presentation.

File contains a presentation by Mary Desmoulin providing a brief history of the Sault Ste. Marie Friendship Centre. She describes the Friendship Centre's goal as "improving the quality of life for Aboriginal people in an urban environment by supporting self-determined activities which encourage both equal access to partnership in Canadian society and in Aboriginal culture. Desmoulin also expresses concern for children, Aboriginal and non-Aboriginal, with recent government cutbacks on child care.

File contains a presentation by Mary Ellen Arnup, Research Officer, Office of the Chief Medical Examiner, Province of Alberta. Arnup presents statistical information on the prevalence of unnatural deaths in the Aboriginal communities of Alberta due to alcohol or drug abuse with relation to the rate in the non-Aboriginal community. Arnup presents her findings. Following the presentation Arnup and preceding presenter John Butt discuss their findings with Commissioners Blakeney and Chartrand.

File contains a presentation by Mary Ford. Ford discusses traditional customary adoption amongst Labradorians, then goes on to discuss how this has changed for the worse since the Department of Social Services came in. Following the presentation Ford and Commissioner Dussault discuss some of the issues raised.

File contains a presentation Mary Guilbeault, Vice-Chairperson, Aboriginal Council of Winnipeg. The presentation contains some personal background on Guilbeault and her experiences as an Aboriginal woman and community/political leader in Winnipeg. She raises a number of issues, most importantly the neccessity to recognize Treaty Rights and provide services regardless of geographic location. Following the presentation is a brief discussion with the Commissioners regarding both this presentation and Eric Robinson's similarly themed one on urban Aboriginal issues in Winnipeg.

File contains a presentation by Mary Jane Litchard, Baleen Artist. Litchard, an Inuit-Comanche woman from Alaska, discusses her experiences in Canada and issues with the international border, her difficulties transporting the Baleen she works on as a medium across boundaries, language issues, midwifery, tuberculosis and other health issues, prejudice, and the value of community counselling and healing services. Following the presentation is a conversation between Litchard and Commissioners Dussault and Sillet on some of the issues raised.

File contains a presentation by Mary O'Donnell focusing on parental involvement in education at all levels. She states that Aboriginal parents have a responsibility to sit on committees and PTAs to share information, give advice and generally support their children during their educational years. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Mary Wiegers, President, Provincial Metis Women of Saskatchewan. Wiegers highlights her concerns with the notion of Metis self-governance in Saskatchewan. She is highly critical of how Metis institutions have been functioning in the province, and argues that self-governance as things are currently consituted will lead to abuses by the Metis leadership. Wiegers highlights examples of electoral fraud, and undemocratic behaviour within the Saskatchewan Metis organization.

File contains a presentation by Matt Vickers discussing the downsizing of the Hazelton, British Columbia district office of the Department of Indian Affairs and the adverse effect upon the Aboriginal people it serves. He also discusses Bill C-31 and what he believes is inadequate alternative funding arrangements offered by the Canadian government.

File contains a presentation by Matt Vickers focusing on the impact of the imposed political, educational, social and religious systems on North American Aboriginal peoples. He lists statistics for offences committed in the Kispiox area and calls on the Commission to ensure that "immediate steps are taken to ensure that documented cases of dysfunctional relations that are mostly a result of the residential school systems receive immediate assistance regarding their recovery process. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Maureen Larkin containing some general impressions on the Commission and the issues it faces. Larkin discusses racism, education, self-government, land claims, and external representations, as well as her hopes for the Commission.

File contains a presentation by Maureen Sager, Environmental Coalition. Sager states that she did not realize she would be on the agenda at the hearing, then goes on to outline the views of her group on First Nations issues in a brief presentation. She discusses their interpretation of Canadian history, the need for new negotiations between Canada and First Nations on a nation-to-nation basis, environmental issues regarding the local pulp mill, and why her organization feels the ongoing Constitutional talks (at the time of the presentation) were inadequate.

File contains a presentation by Mavis Henry, social worker for the [Pauquachin] Band. Her presentation illustrates the need for better housing, mental health services and increased personal safety on First Nations. Henry states to the Commissioners that without basic security in one's own home, children grow up "victimized as there is no support from the local community or from the justice system." She hopes the Commission will ensure that "our people become powerful, healthy and strong again."

File contains a presentation by Maxine Noel. Noel, a professional artist, discusses the difficulties for female Aboriginal artists, and lauds the Canadian Native Arts Foundation for its endeavours and assistance to artists. Following the presentation are comments by Commissioners Erasmus, Dussault, and Chartrand for Noel. Following this are brief remarks by John Kim Bell on behalf of the Canadian Native Arts Foundation.

File contains a presentation by Maxwell Yalden, Commissioner of the Canadian Human Rights Commission, regarding his organizations past advocacy on behalf of Aboriginal peoples (including its support for the creation of the Commission), a universalist approach to Charter of Rights and Freedoms rights, his view that the Charter is complimentary to collective Aboriginal rights, the need to redress and relieve discrimination and abuses against Aboriginal Canadians, the importance of acting now with regards to Aboriginal issues rather than later.

File contains remarks by Mayor Bruce Unfried of the town of The Pas, Manitoba. Unfried welcomes the Royal Commission on Aboriginal Peoples to his community, and expresses his hopes for the process on behalf of himself and the town council.

File contains a presentation by Raymond Michaud, Mayor of Fort Simpson, Northwest Territories, providing the history relating to Treaties 8 and 11 and the subsequent broken promises and misinterpretation of those treaties. He states that land claims negotiations of the past 30 years also had promises were not fulfilled, either. Michaud wants the Northwest Territories Legislative Assembly to remain intact, with regional and municipal councils. Following the presentation, Michaud answers questions from Commissioner Allan Blakeney.

File contains a presentation by Meeka Arnagia, Chairman, Mental Health Association, Pangnirtung, who gives a brief history of mental health services in the Pangnirtung area. The lease agreement on their building is up in 1993 and the group also lacks a shelter for family violence victims. Arnagia calls for considerably more funding to need the need for mental health services. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Meeka Kilabuk, Executive Director, Baffin Regional Council. She provides background information on the purpose of the Council and the large land base that the Council covers. Kilabuk states that the high cost of airfare is a deterrent when members of the Council, located great distances apart, attempt to meet. Kilabuk also relates a successful effort by the Baffin Regional Council to raise the quota on hunting Beluga whales from 5 to 35 and wonders why this number is always under review by the Canadian government, as the whales are essential for survival.

File contains a presentation by Michelle Harding, Metis Women of Saskatchewan. Harding welcomes the Commission to La Ronge on behalf of that communities Metis Women's Chapter. Harding lists many of the concerns facing Metis women including child care, education, problems facing Metis youth, family violence, and others. She stresses the need for fully subisidized, accessible daycare. She discusses how the current social system has created a destructive welfare cycle amongst her people, and the need to strengthen families through the creation of a crisis shelter.

File contains a presentation by Michelle Lang that provides a brief history of the Metis people at Lac La Biche and area. She states that the "missionaries were invited by the Metis to provide both religious instruction and education." But the missionaries were educated as well, as they relied on the Metis for their survival until they learned the ways of their new land. She hopes the Commission can help get Portage La Biche and the Lac La Biche Mission preserved for future generations. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Mike Mercredi, Director of Athabasca Native Development Corporation. Mercredi describes the mandate and goals of his organization which represents Metis and First Nations people throughout Northern Alberta, and works to provide economic opportunity for them. Mercredi discusses some of the challenges his organization has faced, and some of the structural problems confronting northern economic development. Following the presentation are some remarks by Commissioner Paul Chartrand.

File contains a presentation by Mildred Milliea, teacher of the Mi'kmaq language. Milliea provides a brief history of native languages in Canada and describes her experience teaching the Mi'kmaq language beginning in 1969. She concludes by saying that "native languages and culture should be implemented in the Constitution." Following the presentation is a discussion with the Commissioners.

File contains a presentation by Miranda Prosper, a grade 6 student from the Wahpeton Reserve School. Prosper discusses changes she would like to see on the Wahpeton Reserve. These include more policing, an alochol ban, more funding for roads, a Dakota language immersion program for young children, a better firehall, and a safer bus stop.

File contains remarks by Morgan McLeod, Metis Youth of Stanley Mission. McLeod discusses his concerns with drug and alcohol abuse, suicide, child abuse and neglect in his community. He relates how the Metis youth have started a youth centre at Stanley Mission to deal with these problems, but need support on the provincial level to help provide information and recreational facilities.

File contains a presentation by Mosesee Nuvaqik, regarding six areas related to lack of funding, including the inability of Pangnirtung and other Co-Ops to meet annually in Winnipeg, high transportation costs of items and insufficient training for Co-Op employees.

File contains a presentation by Mrs. MacKenzie, president of the Umpherville, MB Women's Group. Translating is Marion Lindsay. Mrs. MacKenzie asks the Commission to have the federal government "ask the people what they want first, no what the government wants for the people to do." A discussion with the Commissioners follows the presentation.

File contains a presentation by Nancy Louis regarding the transfer of responsibility for administering the funding of Aboriginal peoples and the government's inability to fulfill its treaty obligations. Following the presentation is a lively question-and-answer session with the Commissioners.

File contains a presentation by Nancy Scanie. Scanie discusses her experiences as a Non-Status woman, and her views on the situation of Aboriginal peoples in Canada. Following the presentation Commissioners Blakeney and Chartrand discuss some of the issues raised with her including reconciling Special Status with Equality, and a gradual transition to self-governance. Following this discussion the day's proceedings are adjourned.
