File contains a presentation by Ben Weenie of Battlefords, Indian Health. Weenie presents on his concerns for Aboriginal children and youth. Specifically he addresses the condition of youth offenders, who he views as being often caught in a destructive cycle. Weenie also discusses concerns with the Saskatchewan Education curriculum and its attempts to incorporate Native Studies courses which he feels are inappropriately taught (especially with regards to spiritual views). Following the presentation is a discussion between Weenie and Commissioners Blakeney and Erasmus on these issues.

File contains a presentation by Bernard Arcand, Department of Anthropology, Laval University. Arcand argues that a cultural revolution is needed in non-Aboriginal Canada, and that non-Aboriginal Canadians need to be properly educated on Aboriginal culture. Arcand states this is will give non-Aboriginal culture egotistical as well as altruistic benefits. Following Arcand's presentation the Commissioners discuss his ideas with him.

File contains a presentation by Councillor Beverly Waditaka, Councillor of the Wahpeton Band. Waditaka discusses education on the Wahpeton First Nation at the elementary level, then goes on the discuss Daktoa language and problems with language retention on reserve. Waditaka discusses how the Dakota believe that post-secondary education is an inherent right. She then goes on to discuss women's issues such as Bill C-31.

File contains a presentation by Calvin Linstrom. Linstrom discusses Tagish/Tlingit concerns, and ideas for economic development, education and culture. Linstrom also discusses his peoples relations with the Yukon government. Following his presentation the assembled Commissioners discuss some of the issues raised with Linstrom. A question-and-answer session with the Commissioners follows the presentation.

The file contains a presentation by Cam Shade. Shade, a post-secondary student at the University of Lethbridge, discusses the need for education "based on some of the native cultural aspects rather than the white society" and his reasoning for thinking this way. Shade also mentions the need for better instruction in culture and history in non-Aboriginal Canadian society.

File contains a presentation made by Darren Deschambeault on Aboriginal language preservation and history preservation in general. Also contained are comments and questions from the assembled Commissioners and those of the Commissioner-of-the-Day.

File contains a presentation by Debbie Groat that focuses on the lack of Aboriginal cultural content, a drop-out rate of students and the lack of parental support as roadblocks to improving the educational system for Aboriginal youth. Groat states that the problems continue when students graduate from high school and seek post-secondary education. Following the presentation is a discussion with the Commissioners.

File contains a presentation by Denny Grisdale, District No. 70 School Board. Grisdale discusses the trust and relationship between his School District and the Nuu-Chah-Nulth Tribal Council. He relates several anecdotes about the importance of First Nations language instruction, First Nations teaching approachs, and respect for First Nations culture in a more general sense. Grisdale then introduces the next presenter who is also from his school board, Donna Brett.

File contains a presentation by Donna Brett, Former Chairperson of British Columbia School District No. 70. Brett is introduced by the preceding presenter, Denny Grisdale. Brett presents an artistic picture to the Nuu-Chah-Nulth Tribal Council "in Recognition of the Growing Co-operation Between the School District and Its People." Following Brett's brief remarks on the symbol of the two organization's relationship, Danny Grisdale briefly discusses some of the contracts between his School District and the Tribal Council.

Clement discusses a variety of educational concerns related to funding, taxation, cultural curriculum, language instruction, and related issues with reference to both the Aboriginal and Non-Aboriginal people in British Columbia. Following the presentation are comments by Commissioners Dussault and Phillips.

File contains a presentation by Raphael Gregoire, Director of Education, Innu Nation. Gregoire makes his presentation on behalf of both the Sheshatshiu and Utshimasit Innu. He discusses educational concerns and developments in the field, language issues, self-governance as it relates to education, and traditional skills training. Following the presentation Commissioner Erasmus discusses some of the issues raised with Gregoire.

Whitson discusses developing good relationships in the educational setting with Aboriginal peoples, specifically in the context of what has been done in Lambton County, Ontario. Whitson discusses concerns such as cultural, historical, and language education. Following the presentation the assembled Commissioners discuss some of the issues raised with Whitson.

File contains a presentation by John Joe Sark, Captain of the Micmac Grand Council. Sark discusses the need to tell Aboriginal history, particularly the positive side, in schools in New Brunswick. He also discusses the Micmac's struggle to hold onto their culture through generations of assimilative pressures. Following Sark's presentation is a discussion with the Commissioners.

File contains a presentation by Katherine Morrisseau and Iris Lauzon of the Ojibway Language Immersion Program for Preschoolers in Winnipeg. The presenters discuss reasons for the decline of Aboriginal languages, their importance, curriculum, and their efforts to teach Ojibway to children. Following the presentation is a discussion with the Commissioners.

File contains a presentation by President Paul Labreque, and Executive Director Jacques Fortin l'Association des cadres scolaires du Quebec. The presenters put forth the Association's views on self-governance and related issues, arguing for a political interpretation of the concept. They discuss the implications of self-governance as it relates to education in the province, and argue for a co-operative harmonization of standards, and an approach that will integrate First Nations cultural and educational aspirations while still maintaining universal and reciprocal goals.

File contains a presentation by Laura Dahdona, Matthew Nanooch, William Pelech, and Mary Francis on behalf of Aboriginal Social Work Students in High Level. Dahdona discusses funding and accessibility issues with regard to post-secondary education.

Whiteduck discusses his personal experiences with health delivery across the country, gives a brief historical background to health delivery in traditional society, discusses the need to integrate traditional ideas with modern technologies, discusses some of the social and health issues facing Aboriginal communities such as high suicide rates, the importance of self esteem, funding and juridisdicitonal concerns.

File contains a presentation by Lise Bastien of the First Nations Education Council. Bastien discusses educational policy, the need for Aboriginal educational autonomy, the need for education on Aboriginal history in the non-Aboriginal population, funding concerns, drop-out rates, and related issues. Following Bastien's presentation the assembled Commissioners engage her in a discusion on education issues.

Wedge discusses his views on education and how different cultures have different basic definitions of the concept. Wedge discusses some traditional Tlingit and Hopi views, as well as educational legislation and constitutional issues. Following his presentation the assembled Commissioners engage Wedge in a discussion on the issues raised.

The file contains a presentation by Mary Lou Fox. Fox, an Ojibwa Elder from the West Bay First Nation, discusses residential schools impact and inter-generational legacy on communities, language issues and their relation to identity; the lack of educational assistance and direction needed for community level language instruction, a cross-Canada Elder's conference on language issues to be held at Manitoulin Island, the need for full time interpreters in some hospitals, and access to justice services in Aboriginal languages.

File contains a presentation by Mary Simon, Melva George, Christine Keechago and Amanda Blackbird. The presenters discuss education concerns in their Ojibwa and Oneida communities, particularly with regard to Aboriginal language curricula.

Jimmie delivers a presentation on Aboriginal language use, its importance, and the need for self-governance. Following remarks on this by Commissioner Dussault, Thom makes some personal remarks on the issue from the perspective of both a First Nations person and a language instructor. Following this Commissioners Dussault and Chartrand thank the presenters for their thoughts.

File contains a presentation on behalf of the Northern Lights School Division by Rick Laliberte and Gordon Rutten. Laliberte discusses his own background as a Cree person and educational issues in Northern Saskatchewan, the need for a child centred approach, and linguistic issues. Rutten delivers a series of 13 recommendations to the Commission on education in Nothern Saskatchewan dealing with administrative, finance, cultural, and linguistic concerns. Following the presentation the two presenters discuss educational concerns with the assembled Commissioners.

File contains a presentation by Bill Nothing and Isaac Beaulieu of the Northern Nishnawbe Education Council. Nothing, Executive Director of the Council, discusses his work with the people of the Nishnawbe-Aski area for the past twenty years. It expresses his personal views as well as those of the Education Council.

Following a song by the children in the local immersion class, Decontie delivers a presenation on language, culture, identity issues, and their relation to education (for both children and adults). Jerome, (sometimes speaking in Gwich'in which is provided in English translation) discusses her experiences with the education system (post-secondary), and her views regarding the culture and language of the Gwich'in people. She expresses frustration with Commissions visiting the Western Arctic in the past which lead to no changes. She also discusses her frustration with the Canada 125th birthday celebrations which ignored aboriginal peoples languages but put a high emphasis on English and French.

File contains a presentation by Simon Brascoupe of Apikan Ltd. Brascoupe discusses economic development, the role culture plays in it, and concludes with general economic strategy advice. Brascoupe emphasizes the interrelatedness of development and spirituality, the importance of traditional and local economies, and his belief that the future lies in education of people. Following Brascoupe's presentation Commissioners Dussault and Blakeney discuss some of the issues raised with him.

File contains presentations by Mary John Sr., Ernie John, Celina John and Scott McIntosh focusing on working with the Aboriginal youth of the Stoney Creek area in teaching traditions and folklore. The Society has also attempted to encourage economic development with trapping and ranching on the First Nations but has encountered roadblocks due to a lack of funding from the federal government. Following the presentation is a question-and-answer session with the Commissioners.

Tatoosh discusses Nuu-Chah-Nulth language programs for children within the British Columbia School District No. 70/Nuu-Chah-Nulth Tribal Council area. Tatoosh discusses the Nuu-Chah-Nulth language, its importance to the culture, Euro-Canadians difficulty in learning it, and curriculum development. Following the presentation is a discussion on language and culture issues in education between Commissioner Georges Erasmus, Commissioner Viola Robinson, Tatoosh, and previous presenter Denny Grisdale.

File contains a presentation by the Centre de formation Nutshimiu Atusseun. Reginald Volland, accompanied by Ben Sylvestre McKenzie, and Bernard St-Onge, discusses the work of their centre whose purpose is to "provide traditional wilderness skills courses, activities such as hunting, trapping, fishing, [and] particularly life in the wilderness. These activities are taught by elders, elders of the community, elders who still today have many values and skills to pass on.

Paul discusses the partnership and relations between the Tribal Council and British Columbia School District No. 11. Also included are some remarks by School District reprentative and preceding presenter Denny Grisdale on similar issues. Following the presentation is a short discussion between Commissioner Georges Erasmus and the two presenters.

The file contains a presentation by Trisha Janvier. Janvier, a student at the University of Lethbridge, discusses "education, and how it applies to the reserve system." Janvier recommends curricula changes to on-reserve schools, Aboriginal language education, and general educational issues.

File contains a presentation by Trustee Heather Maloney, School District Liaison Committee. Maloney discusses how the liaison committee between the District No. 70 School Board (British Columbia) and the Nuu-Chah-Nulth Tribal Council operates. Following her presentation are a series of remarks by the two preceding presenters, Denny Grisdale, and Donna Brett, also from the School District, on programs and policies they have implemented with relation to Nuu-Chah-Nulth students.

This file consists of a presentation by Wally McKay focusing on policing by First Nations men and women on reserves. McKay describes traditional Aboriginal policing models being based on peacemaking and peacekeeping.

Wesley states that he thinks Cree should be made compulsory, and that it should also be publicized via media. Commissioner Viola Robinson then responds to his remarks.

President Ireland discusses the unique needs of Aboriginal adult students, the centre's history and mandate. Williams discusses funding cutbacks, racism and discrimination, cultural concerns, and self-governance issues. Following the presentations the two presenters discuss some of the issues raised with Commissioners Chartrand and Erasmus.

Kennedy discusses the historical background of Aboriginal-Non-Aboriginal relations in Canada and related educational concerns. Johnson discusses the importance of Aboriginal language rights and education. Following the presentations Commissioners Chartrand and Erasmus discuss some of the issues raised with the two presenters.

This file contains a presentation by Vivian Ayoungman, Director of Education, Treaty 7 Tribal Council; Joyce Goodstriker, Superintendent of Education of the Blood Tribe; and Vera Marie Crowchild, Director of Education of the Tsuu T'ina Tribe. Ayoungman questions the ability of the Royal Commission to make essential changes in the Aboriginal educational system. In addition to a lack of funding, the presenters state that poor student transportation, inadequate special education programs, and insufficient student counselling affect Aboriginal students negatively.

File contains a presentation by Johanne Robertson and Florent Begin of l'Institut culturel et educatif montagnais. Robertson and Begin describe the Institutes origins, purpose, and mandate. They then discuss a host of issues and the Institutes views on federal-Montagnais relations, provincial Montagnais relations, educational policy, and recommend some actions to be taken to advance Montagnais education. Among the recommendations are the establishment of Montagnais primary, secondary, and post-secondary programs and institutions.

Following an introduction by Gerald Couchene, the participants engage in a free flowing discussion (pgs 191-198) on education in their community, social services, and government funding. Following this, Patrick Bruyere delivers a presentation on the history of local control over education in his community, and the legacy of past failed educational policies administered by the federal government (pgs 198-209).
