The wide ranging conversation addresses a variety of topics including educational policy, cultural retention and rejuvenation, and social problems.
File contains an individual presentation by Peter Nakogee, via translator, believing that this Commission will be productive and will result in positive changes for Aboriginal peoples, as opposed to Commissions past. One area of concern lies with programs not being available to off-reserve individuals. Nakogee calls for funding for better housing on reserves and for fire protection and ambulance service in the Moosonee-James Bay area.
File contains a presentation by Bernice Cree, Chief, Fort McMurrary No. 468, First Nations. Cree gives an overview of her First Nation and its reserve including demography, economy, and some of the social issues it faces. Cree also comments on government policy regarding her First Nation.
File contains a presentation by Cathy Adcock focusing on troubled Aboriginal youth who move to Thunder Bay from reserves without a support system. These youth may have experienced hardship in their family life and are on their own once they arrive in the city, looking for employment, continuing with their education or leaving a troubled family situation. Adcock calls on the Commission to help secure more funding for programs and services to assist youth in the transition from reserve life to city life. Following the presentation is a question-and-answer session with the Commissioners.
File contains a presentation by Chief Don Moses, Lower Nicola Indian Band. Moses discusses the economic history of the Nicola Valley, and the history of his people. Moses gives some concrete recommendations to develop a land use and economic development framework for his people, for which Commissioners Dussault and Chatrand thank him.
File contains a presentation by Chief Councillor Jack Thompson regarding the distribution and structure of Social Services on the reserves of the Nuu-chah-nulth (Nootka) First Nation. Thompson makes some suggestions about how resources could be better utilized, and discusses the amtter with Commissioners Erasmus, Robinson, and Keitlah.

Paul welcomes Commissioners Erasmus and Robinson to Tobique, then proceeds to discuss the history of the First Nation, its part in Pre-Confederation Treaties, the creation of their reserve, its war veterans in numerous global conflicts, notable individuals from Tobique, and some of the economic and social concerns faced by the nation. Paul also elaborates on some of the programming undertaken by the community to deal with these concerns.

Fournier discusses post-secondary education and the challenges which his people face in aquiring it including bureaucratic difficulties, and housing concerns. Webb discusses the history of the organization and its court and policy challenges with relation to the federal and provincial governments. Webb also discusses some of the socioeconomic issues facing his constituents such as housing and cultural concerns. The assembled Commissioners engage Mr. Webb in a conversation on some of the points raised. Following this the day's proceedings are adjourned with a Closing Prayer.
File contains a presentation by Grace Menconse, Vice-President of Native Mediation Inc. Menconse, a Bill C-31 person, discusses her groups problems with an undefined self-government, jurisdictional issues, with lack of accountability and transparency in Band politics, and the need to apply the Charter of Rights and Freedoms to Status Indians. Menconse also discusses electoral fraud and serious human rights abuses which she accuses Aboriginal leadership of being complicit in.
File contains a presentation by the Grand Falls Band, Exploits Native Band Council. Rosemary Francis Williams and Board of Directors, Ignatius Paul. Williams delivers the first half of the presentation which covers concerns facing the Band including recognition by the Federal and Provincial governments, justice concerns, financial concerns, self-governance, cultural concerns, and Indian Act concerns. Paul relates a personal story to highlight the treatment his people have received from government and to ask that their Aboriginal rights with regard to economic pursuits be recognized.

Also contained are questions and comments from the assembled Commissioners.
File contains an individual presentation by Leo Marcellous. He states that the Aboriginal way of life has been lost due to colonization and compares the Ten Commandments to the four circles once taught to Aboriginals - 'I' (yourself), family, community and nation (all peoples). He states that elders speak of this time in the past where "the old way of our people, our forefathers, the way they used to think, the way their values were of life" would be essential in helping Aboriginal people to heal themselves. Following the presentation is a discussion with the Commissioners.

After welcoming the Commission to her community, Andersen discusses some of their concerns such as a lack of adequate community funding, water and sewer system problems, poor roads, fishery issues, policing, housing, and the need for land development.

Francis discusses the financial difficulties faced by the Status Indian population in Canada who lives off reserve, and states that Bands often do not live up to their fiduciary obligations to off-reserve people.

She discusses spousal abuse, provincial-federal jurisdictional issues in criminal law, and her part in a National Film Board presentation. Following the presentation is a comment from Commissioner Georges Erasmus.

Thompson tells the history of his people, the problems caused by colonialism and the government's approach, his personal experience with residential schools, some issues of self-governance, and the story of his particular Friendship Centre. Following the presentation is a discussion between Thompson and Commissioners Erasmus and Robinson on the challenges facing urban Aboriginals.

Tshakapesh discusses the lack of control Innu youth feel over their own lives as the root of many of the serious social problems plaguing Davis Inlet. Tshakapesh stresses the need for community based education, treatment programs, and support groups. He discusses the rights of youth, need for recreational facilities, relocation to a new and better village site, funding, community policing, language and culture issues.
