Mr. Ledoux, aged 99 at the time of the interview is of mixed French and Indian ancestry but is registered as a treaty Indian. He was present during the Riel Rebellion of 1885 and gives an account of what he saw in the Rebellion; views of the rebellion and the people involved.
Mr. Phelps was the Minister of Natural Resources in the Saskatchewan CCF government from 1944 to 1948. He speaks of attempts to replace welfare in the north with programs for fish and fur marketing.

Junor, executive director of the Riversdale Business Improvement District in Saskatoon, discusses Aboriginal, business, and police relationships in inner-city Saskatoon. RCAP 171 contains a transcript of a telephone consultation between Counsel for the Royal Commission on Aboriginal People, Nick Schultz and journalist Wilfred Doucette who had been a witness to the relocation of Inuit/Eskimos to the High Artic. The conversation focuses on the portrayal, in the current media, of the events that took place during the relocation. Highlighted are articles from the newspapers; Globe and Mail, Toronto Star and The Boston Globe, among others. Also an area of concern was that of a CBC show "Quirk and Quarks" featuring lawyer Andrew Orkin.
The file contains a presentation by Cece McCauley. McCauley comments on Aboriginal staffing issues with the Inuvik RCMP; as well as job training and government employment generally in Northern Communities. Following McCauley's comments is a general discussion between Commissioners John Holman and preceding presenter George Gillies on Inuvik hospital maintenance costs. After the discussion Commissioner Rene Dussault thanks the days' participants, discuses tommorows session, and closes the days' sitting of the Royal Commission. Joan-Cole Heine concludes the days' sitting with a closing prayer.

Morin describes his life experiences as a Status Indian in Alberta, including residential schooling, relations with government officials, discrimination in the justice system, and other problems. In response to a question by Commissioner Allan Blakeney, Gillies discusses the amount of health staff in the Mackenzie Delta area including the proportion of Aboriginal employees, and their positions. Commissioner Mary Sillett also asks a staffing question, and then preceding presenter Patricia Lowe and Allan Blakeney discuss northern community staffing issues.
File contains a presentation by Gloria Christmas, Native Justice Court Worker. Christmas, after a brief description of her job, makes a series of recommendations to the Commission on hiring Aboriginal interpreters, Aboriginal court workers, and Aboriginal corrections personnel, in the justice system.
File contains a presentation by Vice President George Rich, Innu Nation. Rich states that Davis Inlet has "all kinds of problems that never existed in other Native communities in Canada." Rich discusses educational issues, his personal experiences as a youth, dealing with bureaucracy, his views on the Oka crisis, community policing and RCMP relations, suicide issues, housing, Innu concepts of government, Aboriginal rights, self-government, obstructions to Innu self-governance, land claims, colonialism, and related issues.

Tshakapesh discusses the lack of control Innu youth feel over their own lives as the root of many of the serious social problems plaguing Davis Inlet. Tshakapesh stresses the need for community based education, treatment programs, and support groups. He discusses the rights of youth, need for recreational facilities, relocation to a new and better village site, funding, community policing, language and culture issues.
