Examines the government's decision to move families to the High Arctic where they found conditions very different from their traditional territory, as well as its refusal to move them back at the of end two years as promised. Government claims it was done for humanitarian reasons, while others assert that it was carried out to establish sovereignty over the area.

Attachie discusses his issues with resource companies, specifically forestry and oil companies, causing problems for his peoples trapping and hunting activities. Attachie also discusses concerns with education and housing. Following his presentation the assembled Commissioners discuss some of the issues raised with Attachie.
File contains a presentation by Chief Robert Pasco of the Nlaka'pamux Tribal Council. Pasco, Chief of the Oregon Jack Creek Indian Band, discusses the history of his Nlaka'pamux Nation and its efforts to create a strong centralized government in the 1870s, as well as the suppression of this movement by the federal government. Pasco goes on to relate the desire of his people to have a written Constitution based on their traditions and to engage in a government to government relationship with the federal government. Pasco also discusses ongoing land claims and fisheries disputes.

File contains a presentation by Chief Tom Sampson discussing the cultural significance of the longhouse where the hearings are being held and how that meaning has been lost through the years. He believes that young people do not learn from the wisdom of Elders and that the recent suicides on his First Nations are becoming "a full-time event in our villages" because of the lack of opportunities on Esquimalt Reserve. Following the presentation is a discussion with the Commissioners.

The presentation is made up of comments by multiple students at both the elementary and secondary level highlighting collective concerns such as the physical, mental, and environmental well-being of their community. 15 students and staff speak in total. File contains a presentation by John Jamieson of the PEI Fisherman's Association. Jamieson discusses the fishery in PEI and the Micmac's involvement. He focuses on the need for co-operation to conserve fish stocks, a plan to incorporate Micmac fishermen into the commerical fishery, and relations with the federal government. Following the presentation is a discussion between Jamieson and the Commissioners regarding fisheries in PEI.
File contains a presentation by Kenneth Spence describing the negative effects of the 1975 relocation of South Indian Lake residents due to flooding by Manitoba Hydro. Spence requests that the Commissioners travel to Leaf Rapids to see the living conditions. Following the presentation is a discussion with the Commissioners.

Lefebrve discusses his labour organizations relationship with the Cree and Algonquin peoples of Northwestern Quebec, a relationship he recounts as beginning in a common front to defeat a plan to store PCBs in the region.
File contains a presentation by Ollie Itinuar on behalf of the Inuit Cultural Institute. He is an elder who speaks Inuktitut. His address is given in English translation and covers topics such as cultural preservation and the importance of the transmission of traditional culture to younger generations. Following his presentation Commissioner Robinson thanks Itinuar, and Commissioner Blakeney discusses transportation and the preservation of oral records on tape with him.
