Maxime Ottawa discusses his views on the days proceedings, and the need for the Atikamekw people to change their psychology and way of thinking. Ottawa speaks of the need for respect for elders and traditional education in order to do this.

Following Ottawa's presentation Commissioners Ottawa, Robinson, and Dussault discuss some of the issues raised with him.

The three participants raise a variety of general concerns over Indigenous relations, government policy, land claims, self-governance issues, economic development and the environment. Harker delivers an international perspective on the issues faced by indigenous peoples, and discusses how his organization seeks to promote the human rights of indigenous peoples and enchancing their position within national societies. Harker also discusses some of the legal history of indigenous issues within the United Nations, and actions taken by his group.
File contains a presentation by Jeannette Boivin, Director of the General Council of Atikamekw Women. Boivin delivers a presentation on democracy, self-governance, the need for consultation, decentralization, and enhanced powers for elected represetnatives. Boivin also discusses the importance of establishing an appeal system in the form of a parity system or ombudsman's office, and training and education concerns.
File contains a presentation by Jobie Epoo, Mayor of Inukjuak. Epoo relays some of the history of the community which was formed from members of three different Inuit camps. Epoo discusses the benefits and drawbacks of the welfare system, and the problem of wealth leaving the community with little benefit to the local population. Epoo also discusses the plight of local youth who have little hope for the future, and a lack of social infrastructure to service the people's needs.

Epoo discusses his organization which was founded in 1981 and its relation to both archaeology in the area and the preservation of the Inuit language. Epoo complains of the extraction of northern artifacts to the south, and a lack of funding for basic operations of his organization. Epoo also discusses traditional Inuit medicine and his organizations efforts to catalogue these techniques.

Emberley briefly discusses the Oka Crisis, then presents on the connection between being an administered people and many of the social ills plaguing Aboriginal communities. Emberley then presents a series of ideas on imping the Land Claim process, preserving Aboriginal rights, the need for a whistle-blower's law, and dealing with the legacy of residential schools. The remainder of the presentation deals with world affairs and resource use as the presenter thinks they pertain to the goals of Aboriginal peoples.

Whiteduck also discusses hunting and fishing rights, past exploitation of resources, Bill C-31, education (including post-secondary) concerns, language loss and assimilation, health services, and justice issues (including courts, Native courts, and policing). Following the presentation Whiteduck discusses some of these issues with the assembled Commissioners.

The presenters put forth the Association's views on self-governance and related issues, arguing for a political interpretation of the concept. They discuss the implications of self-governance as it relates to education in the province, and argue for a co-operative harmonization of standards, and an approach that will integrate First Nations cultural and educational aspirations while still maintaining universal and reciprocal goals.

Epoo states that when the Inuit people got involved in elections they "stopped being so scared of the white people," and that "If the white people had chosen to work closely with us instead of being so dominant, we wouldn't have been so far apart in the beginning."

Ottawa recommends harsher sentences for conjugal violence, stronger community participation, better funding for social services, as well as discussing general women's issues, the need for increased awareness campaigns, and the establishment of men's discussion groups on the issue of family violence.
