Description and evaluation of Odawa Native Friendship Centre project which aimed to provide alternatives to mainstream justice system for Aboriginals living in the Ottawa-Carleton region. Sources of information include project files, Aboriginal Healing Foundation National Process Evaluation Survey, interviews with members of Aboriginal Peoples Justice Circle and community service providers, and documents and data collected by community support manager.

Interviewees identified low income, reliance on energy-dense, nutrient-poor foods due affordability and length of shelf life, and lack of access to transportation and country foods as underlying causes.
Looks at four benchmarks with respect to municipal funding of major cultural organizations and Toronto Arts Council clients: average Canadian expenditures, funding in terms of population and inflation, funding and total revenues generated, and projections for funding growth, which are then used to develop six funding scenarios.

Results of project showed that the Indigenous perspective was more wholistic than the mainstream and encompassed community safety, environment, beliefs, kinship patterns, social arrangements, and norms of individual, familial and social conduct. Includes case study of a project which failed to move forward because researchers refused to sign a Research Collaboration Agreement.
