File contains a presentation by Blair Paul of the Membertou First Nation. Paul, a social worker from Sydney, Nova Scotia, addresses what he sees as the roots of Aboriginal social problems in Canada. In his report Paul discusses intergenerational failed policies by the government of Canada which have disenfranchised and alienated Aboriginal peoples.

This sitting of the Commission contains presentations by various Aboriginal organizations in the fields of health, housing, justice, urban development, and education.
File contains a presentation by Andrea Currie focusing on working with women and men involved in street prostitution in Halifax. Her organization has teams that work with Aboriginal people who are on the street. Her group also attempts to help those sex workers who have dealings with the law.
File contains a presentation by Della Maguire, Drug and Alcohol Counsellor at the MicMac Native Friendship Centre. Maguire makes a series of recommendations to the Commission for increased funding, staffing, and assistance. Following Maguire's presentation Commissioners Erasmus and Robinson discuss some of the issues raised with her.
File contains a presentation by Paul O'Hara that questions why Aboriginal people are "poorly reflected in the health care system." He states that Aboriginal people must be properly represented in the health care system and be given the educational opportunities to do so. Following the presentation is a question-and-answer session with the Commissioners.
File contains a presentation by T'mas Young of the Micmac AIDS Task Force. Young makes a wide array of recommendations to the Commission related to Aboriginal AIDS awareness and treatment. Following the presentation Commissioners Erasmus, Robinson, and Morris, thank Young and discuss some of the issues raised with him.
File contains a presentation by Valerie Firth and Raymond Evans, employees of the Halifax Main Line Needle Exchange Program that has been in operation for the last six months. The program provides a needle exchange service for IV drug users as well as condoms for street youth. The program is a stepping-stone for IV drug users to receive treatment, and as well the program assists street youth. The presenters call on the Commission to ensure funding continues for this vital service. Following the presentation is a question-and-answer session with the Commissioners.
