File contains a presentation by Valerie Firth and Raymond Evans, employees of the Halifax Main Line Needle Exchange Program that has been in operation for the last six months. The program provides a needle exchange service for IV drug users as well as condoms for street youth. The program is a stepping-stone for IV drug users to receive treatment, and as well the program assists street youth. The presenters call on the Commission to ensure funding continues for this vital service. Following the presentation is a question-and-answer session with the Commissioners.
