McKay discusses how the Windigo First Nations Council represents the First Nations of Sachigo Lake, Bearskin Lake, North Caribou Lake, Cat Lake, New Slate Falls, and New Saugeen in Northwestern Ontario. McKay gives an overview of its mandate and operations, makes remarks on self-governance and the aftermath of the Charlottetown Accord referendum, the Nishnawbe-Aski Memorandum of understanding with the federal and provincial governments, and related rights questions. Elder Jowin Queqish discusses issues faced by communities such as Charter Rights, suicide and social problems, substance abuse issues, self-governance, Treaty 9, education, youth counseling and related issues. Gerry Wesley discusses issues facing the Cat Lake First Nation specifically. These include legal issues, solvent abuse, justice issues, and jurisdictional issues. Following the presentations the assembled Commissioners discuss some of the issues raised with Frank McKay.
