Purpose of study was to identify barriers to filing and benefit uptake. Conducted 12 discussion groups with community and band council members in six Indigenous communities (Sunchild First Nation, Sagamok Anishnawbek First Nation, Cree Nation of Mistissini, Sheshatshiu Innu First Nation, K’atl’odeeche First Nation, Fort Nelson First Nation); and 42 in-depth telephone interviews with intermediaries Final revision date: July 28, 2017.

The file contains a discussion between Commissioners Rene Dussault, Mary Sillett, and Elders Dominic Eshkakogan, Mary Lou Fox, and Rita Corbiere. Issues covered in the discussion include language issues, the Chartered Lands Act, traditional healing, and diabetes. The discussion is in response to the earlier presentations during this sitting of the Commission by these three Elders. The three Elders' presentations are available for viewing on this site.

File contains a presentation by Delores Trudeau relating to counselling of Aboriginal students as an integral part of the education process. Trudeau recommends that counsellors be given adequate resources to fulfill their duties, be given the opportunity to acquire a university degree, and that a salary grid be based on experience and qualification. Following the presentation is a question-and-answer session with the Commissioners.

The file contains a presentation by Dominic Eshkakogan. Eshkakogan, an Elder from the Sagamok Anishnawbek First Nation, discusses the legacy of residential schools, the need for spiritual healing, the impact of diabetes on Aboriginal people, language issues, problems getting funding to community level programs. Eshkakogan references the personal impact these issues have had on him as a First Nations politician, residential school survivor, and someone dying of diabetes-related illnesses.

File contains a presentation by Robert Beaudin focusing on special education, as defined as a refinement of existing programs offered to children. He believes that the funding methodology used by the Department of Indian Affairs Canada should be re-evaluated to accommodate First Nations in meeting and satisfying the terms and conditions of the Department's funding arrangements. Following the presentation is a question-and-answer session with the Commissioners.

Looks at factors affecting concepts, beliefs, practices, worldview and values relating to Aboriginal education by examining the tension between decisions makers regarding culture and language content in the classroom.

Study examines prevalence of refractive error and other eye conditions in children going to Biidaaban Kinoomaagamik Elementary School and Daycare.
