Amanda Gail Daniels speaks about racism, employment equity, and the welfare system. Joe Baptiste discusses the government and economics as they pertain to Aboriginal people in Canada.

File contains a presentation by Eric Robinson, President of the Aboriginal Council of Winnipeg. Robinson discusses his organizations purpose, and mainly focuses on the problems facing the urban Status and Treaty people in Winnipeg, and across Canada. He stresses the need for the Federal government to take action on behalf of Treaty people who live off reserve to alleviate poverty, discrimination, and lack of access to services. Following the presentation, Robinson introduces Mary Guilbeault's (also fo the Aboriginal Council of Winnipeg) presentation.

File contains a presentation by Evelyn Webster, Vice-President, Indigenous Women's Collective to the Commission. Webster provides a brief historical overview of her organization, and its mandate to address the social, economic, and political issues confronting Aboriginal women in Manitoba. Webster then goes on to discuss the traditional role of women in Aboriginal societies, and traditional Aboriginal values.

The file contains a presentation by Flora Zaharia and Cam Mackie, Frontier College. Zaharia and Mackie discuss the College's operations as the oldest adult educational institution in Canada, and its' relationship and programs for Aboriginal peoples. Commissioners Chartrand and Wilson discuss some of the issues raised with the two presenters.

File contains a presentation by Fred Shore, President, Aboriginal Staff, Student Network, University of Manitoba. Shore discusses suggestions to enhance and improve Aboriginal experiences and participation in post-secondary institutions. Following the presentation is a brief discussion with the Commissioners.

File contains a presentation by Gabe Mentouck, a member of Native Mediation Inc. Mentouck relates why he opposes inherent Indian self-government, and tells a personal story of persecution and abuse by the Chief on his reserve. Mentouck highlights problems with a lack of accountability in Status Indian leadership, a lack of respect for individual rights on reserve, gangsterism and threatening behaviour towards those who opposse the status quo, and unfair treatment of himself from the wider Canadian legal system. Following the presentation is a discussion between the Commissioners and Mr.

The file contains presentations by Ron Zong, Gail Watson, and Jerry McNeil, of the Manitoba Association of School Trustees. The presenters discuss their philosophy of education, the struggle for Aboriginal rights, the need for Aboriginal perspectives and local control over education, building trust between communities, the legacy of residential schools in Canada, and related issues. Following the presentation the assembled Commissioners discuss some of the issues raised with the presenters.

File contains a presentation by Gilbert Cheechoo focusing on the loss of Aboriginal culture. He is frustrated that his years of service with numerous Aboriginal organizations have done little to help. Cheechoo feels the Canadian Government needs to abandon the broken system it has in place and settle the land claims and self-government issues. Following the presentation is a lengthy question-and-answer session with the Commissioners.

File contains a presentation by Grace Menconse, Vice-President of Native Mediation Inc. Menconse, a Bill C-31 person, discusses her groups problems with an undefined self-government, jurisdictional issues, with lack of accountability and transparency in Band politics, and the need to apply the Charter of Rights and Freedoms to Status Indians. Menconse also discusses electoral fraud and serious human rights abuses which she accuses Aboriginal leadership of being complicit in.

The file contains a presentation by Mary Guilbeault and Jennifer Wood of the Winnipeg First Nations Tribal Council. Guilbeault and Wood discuss their organization's mandate, composition, and operations in Manitoba. Specifically they address concerns such as employment, off-reserve people's reasons for leaving, rights issues, overrepresentation in prisons, racism and discrimination, funding concerns, and identity issues. Following the presentation Commsisioner Wilson and Chartrand discuss some of the issues raised with the two presenters.

The file contains a presentation by Jim MacLatchie and Lisa Allagaier, John Howard Society of Canada. MacLatchie and Allagaier discuss the composition, mandate, and work of the society with Canada's prison population and particularly with respect to Aboriginal prisoners. They discuss the importance of establishing Aboriginal representation amongst prison staff, and particularly the important role of Elders in the penal environment. Following the presentation the assembled Commissioners thank the presenters and comment on the presentation.

The file contains a presentation by Joy Playford of the Federal Business Development Bank serving Aboriginal people. Playford, Director of Business Management Training Services for the Bank in the prairie provinces and Northwest Territories, discusses what the Bank does and gives some examples of "individual efforts that perhaps would be helpful to others who seek to support Aboriginal peoples and their enterprises." Following the presentation Commissioners Chartrand and Wilson discuss some of the issues raised with Playford.

File contains a presentation by Katherine Morrisseau and Iris Lauzon of the Ojibway Language Immersion Program for Preschoolers in Winnipeg. The presenters discuss reasons for the decline of Aboriginal languages, their importance, curriculum, and their efforts to teach Ojibway to children. Following the presentation is a discussion with the Commissioners.

The file contains a presentation by Chairperson Kris Ramchandar and Harold Rampersad, of the Community and Race Relations Committee of the City of Winnipeg. The presenters discuss the position of Aboriginal peoples in Canadian society, some of the history of colonization, and make a series of recommendations to the Commission regarding government policy in the social and economic spheres.

File contains a presentation by Lisa Raven, Hollow Water Band, Wanipigow School. Raven discusses her theory that the government has deliberately underfunded Status Indian education which she equates with an act of genocide. She also discusses the need for significant investments in education and economic development on reserves.

File contains a presentation by Lucassie Arragutainaq, Vice-President, Arctic Co-operatives Limited. Arragutainaq discusses the Co-operative movement in the North, its principles, function, and history across the Northwest Territories and Nunavut. He discusses its importance to Inuit and Dene people, and the need for government policies that are helpful to this kind of community development, particularly in the finanical sector (Credit Unions).

File contains a presentation by Marilyn Fontaine, Spokesperson, Aboriginal Women's Unity Coalition. Fontaine discusses her organizations history, and the issues it deals with including sexism, violence, abuse, lack of political representation, self-government talks, and the environment.

The file contains presentations by Marshall Murdock, Bernadette Harrison, and Rosa Walker, of the National Aboriginal Youth Career and Awareness Committee, Clayton Sandy of the Manitoba Aboriginal Youth Career Awareness Committee. Murdock discusses the mission statement of N.A.Y.C.A.C., self-government, aboriginal justice, the future of the department of Indian Affairs, the future of Indian Lands, Taxation of Indian lands, and the Indian Act. Sandy gives an overview of the M.A.Y.C.A.C. organization and some of its' work, issues with policing in Winnipeg, and a conference they held there.

File contains a presentation Mary Guilbeault, Vice-Chairperson, Aboriginal Council of Winnipeg. The presentation contains some personal background on Guilbeault and her experiences as an Aboriginal woman and community/political leader in Winnipeg. She raises a number of issues, most importantly the neccessity to recognize Treaty Rights and provide services regardless of geographic location. Following the presentation is a brief discussion with the Commissioners regarding both this presentation and Eric Robinson's similarly themed one on urban Aboriginal issues in Winnipeg.

File contains a presentation by Maxwell Yalden, Commissioner of the Canadian Human Rights Commission, regarding his organizations past advocacy on behalf of Aboriginal peoples (including its support for the creation of the Commission), a universalist approach to Charter of Rights and Freedoms rights, his view that the Charter is complimentary to collective Aboriginal rights, the need to redress and relieve discrimination and abuses against Aboriginal Canadians, the importance of acting now with regards to Aboriginal issues rather than later.

This file contains a presentation by Morris Merick that first provides a history of the past practices of the federal and Manitoba governments in relation to First Nations child welfare services, particularly with the fostering and adoption of Aboriginal children. He states that "Canada has failed to meet its obligations as a member of the United Nations to defend the human rights of all citizens" and calls for Aboriginal control over fostering and adoption of Aboriginal children. Merick then introduces Mary Roulette, Director, Dakota Ojibway Probation Services.

File contains a presentation by Nelson Sanderson regarding the need to connect Metis youth and the general public with the history and culture of the Metis people. Following the presentation is a discussion with the Commissioners regarding these issues.

File contains a presentation by Pat Harper, representative of Metis Women of Manitoba. The topics she covers include representation, housing, education and training, economic development, family services and culture. Following this is a discussion between Harper and the Commissioners on the topics covered.

File contains a presentation by Peter Decontie, Inuit Elder. Decontie's remarks are in Inuit but translated into English in the text. He discusses problems in his home community including child abandonment (by southern fathers), alcohol and drug abuse, policing, and a lack of policies to help his people. The presentation is followed with remarks by Commissioner George Erasmus.

File contains a presentation by Phil Fontaine (at the time the Grand Chief of the Assembly of Manitoba Chiefs) regarding a wide range of topics including the Commission's mandate, Treaty issues, residential schools, justice reform, self-government, and resources. Following the presentation is a wide ranging discussion between Chief Fontaine and the Commission members on topics raised in the presentation.

The file contains a presentation by Sandra Delaronde, President, Metis Women of Manitoba. Delaronde discusses the history of the Metis people, land issues, issues with curricula, the need for rights recognition, social problems, environmental issues, self-governance,and international women's issues. Following the presentation Commissioners Chartrand and Wilson discuss some of the issues raised with Delaronde.

File contains a presentation by Senator Bear of the Metis Senate of Manitoba. Bears brief remarks include a welcome to the Commission to the Metis Homeland, and a welcome to the youth in attendance.

File contains a presentation by Senator Fortunate Guiboche, Metis Senate of Manitoba. Fortunate Guiboche welcomes the Commission to the Metis Homeland, and stresses the importance of this homeland to the Metis people, as well as explaning the significance of the Metis Senate to his people. He then introduces a presentation by Senator Bear.

File contains a presentation by Senator Head of the Metis Senate of Manitoba, followed by remarks by Senator Fortunate Guiboche of the same body. Head discusses the need for a level playing field for Metis people, and Guiboche goes on to make a series of remarks and observations on the importance and role of the Royal Commission, as well as his expectations of it. Following this is a wide-ranging discussion between the Metis Senators and the Commissioners.

File contains a presentation by Sharon Pelletier at the University of Manitoba regarding her personal experiences as a mature student, single parent, and Bill C31 person. Following this is a discussion with the Commissioners also involving the preceding presenter, Dave Mowat, also a student at the University of Manitoba, regarding the issues raised in their two presentations.

Krambl discusses the Police services efforts to date regarding employment equity, cultural education, and general policing issues. Following the presentation Commissioners Chartrand and Wilson discuss some of the issues raised with Krambl.

The file contains a presentation by Wayne Helgason and Linda Keeper, Indian and Metis Friendship Centre of Winnipeg. Helgason, President of the Centre, and Keeper, a Board member, discuss the history and composition of the Friendship Centre, program and service delivery, Aboriginal urbanization issues, federal-provincial funding disputes, self-determination, and views on the Commission and its' work. Following the presentation Commissioners Wilson and Chartrand discuss some of the issues raised with the two presenters.

Helgason discusses his organization in Winnipeg and its mandate to provide Aboriginal people with child and family services, as well as some of the issues he has encountered in such a capacity over the years. File contains a presentation by Yvon Allard, Member of the Manitoba Metis Federation regarding Employment Equity for Aboriginal Peoples and Post-Secondary Institutions. In particular Allard discusses discrimination in employment, and the promotion and protection of Aboriginal cultural identity in educational institutions.

File contains a presentation by Yvon Dumont of the Manitoba Metis Federation regarding the history of the Metis in Canada and the issues they face, particularly the need for a land base, and self-government, for the Metis people. Dumont tells the Commissioners what he expects to come out of the Commission, and what he views as their role in redressing past injustices towards the Metis by Canada.

This presentation was made by Ernie Blais, President of the Manitoba Metis Federation. Blais discusses briefly the mandate of the Federation and touches on the topic of self-government and issues concerning the Metis people of Manitoba.

President Druwe discusses his organization which represents French speakers in Manitoba, its' interest in the proceedings of the Commission, and its' view that "First Nation, Metis and Inuit communities have reached a critical turning point in their history." Druwe goes on to discuss cross-cultural solidarity and shared concerns.

File contains a presentation regarding Women's Issues by Millie Nelson. Nelson, a member of the Roseau River Women's Group since 1975, discusses child welfare, prostitution, and family violence issues. Following the presentation the assembled Commissioners discuss the issues raised with Nelson.

File contains a presentation by Alana Dams of the First Nations Confederacy Inc. Dams delivers a pre-prepared statement regarding her organizations views on the Commission, and what it sees as the Commission's failure to properly consult and engage with Aboriginal peoples thus far. Commissioner George Erasmus addresses some of the concerns raised, and the Commissions hearings for the day conclude with a closing prayer by Thelma Chalifoux. First Nations Confederacy Inc. is an organization of Manitoba First Nations which represented 16 band governments in Manitoba at the time of the Commission.

The file contains presentations by Allana Dams, First Nations Confederacy, and Rod Young, West Tribal Council, First Nations Confederacy. Dams, a policy analyst, discusses concerns with the Chartered Land Act, Bill C-103, Treaty and inherent Aboriginal rights. Young discusses the organizational history of his tribal council, justice issues, Treaty and other Aboriginal rights issues, economic issues, natural resources and revenue sharing.
