The presenter feels that before government fishing policies are made, the reality of fishermen's lives should be taken into consideration. File contains an indivdual presentation by Irene Neeposh, a trapper, expressing personal dissatisfaction with government restrictions on Income Security and the use of wood for shelters and campfires. She calls on the Commission to ensure that her way of life on the trapline will not be phased out of existence with more government restrictions.

File contains an individual presentation by Jean-Pierre Ashini discussing low-level flying by Canadian Forces jets in Labrador. His ability to hunt and provide for his family is compromised by the jets flying 15-20 feet above ground. Ashini calls on the Commission to stop the flights as they affect wildlife and scare small children.

File contains an individual presentation by Jimmy Ayalik focusing on his life in Cambridge Bay and how the once-plentiful hunting grounds have been damaged by area mining. He was a skilled hunter and can no longer support his extended family. His lack of education means that he must go on welfare and he can't gain employment because of that.

File contains an individual presentation by Kathleen Nuna focusing on aspects of Innu culture she feels have been lost; fishing, hunting, trapping, folklore and spirituality. She calls on the Commission to provide Innu communities with funding to teach younger generations traditional and survival skills to keep Innu culture alive. He expresses frustration with the provincial government's regulations governing wild rice growers and production. Chartier also briefly discusses fishing and hunting regulations. Karetak discusses social and health issues facing the people of her community, including the cost of travelling to facilities in the south, problems with fatigue among elders, sniffing activity, and suicide concerns. Following her presentation Michael Kugak asks a question on childcare which Kartak answers. Following this, Facilitator Paul Kaludjak makes some comments and welcomes the next presenter.

File contains an individual presentation by Simeo Rich expressing sadness that elders were not consulted when the Churchill Falls Hydro Project was being planned in the 1960s. The destruction of hunting lands has been devastating to the Innu and Rich hopes that future self-government will eliminate the federal government's control over the Innu.

File contains an individual presentation by Sylvester Andrew, employee of the local school. He briefly describes the history of Aboriginal people in Labrador. Andrew states that hydro projects and low-level Canadian Forces jets have disrupted lives, as well as wildlife, which Innu people depend on for survival. Flooding has destroyed the hunting areas used by the Innu and Andrew believes the Innu must begin land claims negotations to prevent the loss of more land and resources.

The file contains a presentation by Adrian De Groot, past Commissioner of the Northern Manitoba Economic Development Corporation. De Groot discusses the organization's activities with communities in Northern Manitoba; economic enterprises such as wild rice farming, mining, and trapping; sustainable development practices; the organization's mandate and goals. Following the presentation Commissioners Wilson and Chartrand discuss some of the issues raised with De Groot.

Albert Fisher offers some personal reflections on Aboriginal Non-Aboriginal relations in Ontario as they pertain to politics, the legal system, community and individual relations.

This file contains a presentation by Andre Maltais that begins with a brief retrospective on the Quebec government's approach to the Aboriginal people of Quebec. The speaker lists a number of past measures that are making the lives of Quebec Aboriginal people better. They include the construction of a hospital in Kahnawake, a guaranteed income program of Cree hunters and trappers, construction of a number of airports in Inuit communities, and an Inuit teacher education program at the University of Quebec. A question-and-answer session with the Commissioners follows the presentation.

Kirkness discusses off-reserve Treaty people's issues including relations with the Department of Indian Affairs, Bill C-31 issues, the Northern Flood Agreement, education funding, economic development, provincial funding, housing, cultural programs, hunting, justice issues, views on the Royal Commission, views on the Aboriginal Justice Inquiry, and land issues.

File contains a presentation by Andy Von Busse, Alberta Fish and Game Association. Von Busse discusses conservation issues in Alberta, specifically with regards to Aboriginal utilization of wildlife. Following the presentation is a discussion between Von Busse regarding Treaty rights to hunt, and jurisdictional questions with regard to wildlife management and land usage.

This file contains a presentation by Andy Von Busse relating to the management of fish and wildlife resources, particularly concerning the unlimited and unregulated hunting and fishing ability of Status and Non-Status Aboriginals. The presenter recommends that individual First Nations should be given a clear authority to make bylaws concerning the management and use of fish and wildlife resources within their boundaries. A question-and-answer session with the Commissioners follows the presentation.

File contains a presentation by April Waditaka, Student, Carlton High School, Prince Albert. Wadikata discusses issues in education, babysitting, the need for more Aboriginal staff in the city school system, the need to upgrade the band's recreation program, social issues of home life which need to be addressed, money for recreation facilities, and other issues addressing youth. Following the presentation is a discussion between Waditaka, Miranda Propser (the preceding presenter) and Commissioners Erasmus, and Chartrand on the issues raised in their presentations.

This file contains a presentation by Armand Couture, Robert Brunet, Andre Laporte and Mr. Marguillier that analyzes the current climate for project negotiations between Aboriginal groups and Hydro-Quebec.

File contains a presentation by Acting Chief Elaine Myers, Bartlett's Harbour Indian Band Council. Myers discusses the history of the Band Council, which represents approximately 550 Non-Status people. Myers highlights a variety of concerns including unemployment, education, social problems, policing, family issues, housing issues, a lack of recreation facilities, economic problems, fisheries, literacy concerns, and the need for the Band to be registered. Following this Chief Myers discusses some of these issues with Commissioners Erasmus and Robinson.

File contains a presentation by Bernard Arcand, Department of Anthropology, Laval University. Arcand argues that a cultural revolution is needed in non-Aboriginal Canada, and that non-Aboriginal Canadians need to be properly educated on Aboriginal culture. Arcand states this is will give non-Aboriginal culture egotistical as well as altruistic benefits. Following Arcand's presentation the Commissioners discuss his ideas with him.

File contains a presentation by Councillor Beverly Waditaka, Councillor of the Wahpeton Band. Waditaka discusses education on the Wahpeton First Nation at the elementary level, then goes on the discuss Daktoa language and problems with language retention on reserve. Waditaka discusses how the Dakota believe that post-secondary education is an inherent right. She then goes on to discuss women's issues such as Bill C-31.

This file contains a presentation by Brian MacDonald that reiterates the previous speaker's concerns about the production of wild rice in the Buffalo Narrows area. His major point is having government officials tour the wild rice growing areas before they make policies that hinder the development of that industry. A question-and-answer session with the Commissioners follows the presentation.

This file contains a presentation by Bruce MacIntosh relating to tourism opportunities with the communities of Restigouche and Pointe a la Croix, Quebec. Sport fishing and a local ski facility are tourism hotspots and MacIntosh wishes to partner with these communities to create further employment and other economic opportunities. James Blanchard, First School District 14, Campbellton, New Brunswick, is introduced as the next speaker.

File contains a presentation by Cajetan Rich. Rich delivers a brief history of the community of Davis Inlet, Labrador. Rich discusses the community from the 1700s to contemporary times.

File contains a presentation by Calvin Francis, Gander Bay Indian Band. Francis discusses a variety of issues including hunting and fishing rights, relations with the federal and provincial governments, and the history of the Band which was formally incorporated in 1970. Following Francis' presentation is a discussion between him and Commissioners Robinson, Erasmus and Jeddore on some of the issues facing the Band.

The file contains a presentation by Cam Shade. Shade, a post-secondary student at the University of Lethbridge, discusses the need for education "based on some of the native cultural aspects rather than the white society" and his reasoning for thinking this way. Shade also mentions the need for better instruction in culture and history in non-Aboriginal Canadian society.

File contains a presentation by Elder Catherine Cooper believing the Elder Council and the Youth Council should work together to ensure the youth learn about their culture and history. She briefly discusses health care problems and hunting and fishing rights.

File contains a presentation by Chief Allan Happyjack and Jack Blacksmith that first provides a brief history of Waswanipi. Their presentation covers a wide range of issues, including the justice system and policing, hunting and trapping, the environment and health care. The speakers believe that the Canadian and Quebec governments have either ignored, set aside or in breach of major sections of the James Bay and Northern Quebec Agreement. Following the presentation is a question-and-answer session with the Commissioners.

File contains a presentation by Chief Andrew Thomas addressing the toxic waste located on the Esquimalt Reserve and asking why it are no toxic waste disposal facilities in all of British Columbia. Thomas is also chairman of the Land Claims Committee for the First Nations of South Island, British Columbia. He reads briefly from a report from that committee documenting the history of the Douglas Treaties and states that the Fisheries Act trumps all fishing rights negotiated during the Douglas Treaties signings.

File contains a presentation by Chief Berni Metecheah, Halfway First Nation. Chief Metecheah outlines some of his concerns over resource development (specifically logging activities) disrupting trap lines, and associated pollution. Metecheah also highlights his concerns with sport hunters wasting moose carcasses and over-hunting in the area, as well as the detrimental impact of herbicides on his community.

File contains a presentation by Chief Bill Erasmus of the Dene Nation. Erasmus welcomes the Commission to Denedeh, the Dene homeland, and discusses "the policy that the government has adopted over the years regarding discussions with our peoples in Canada concerining the spelling out of our rights and the requirement for extinguishment," as well as the traditional Dene economy of hunting and trapping. Following the presentation the assembled Commissioners discuss some of the issues raised with Erasmus.

File contains an individual presentation by Chief Ignace Gull. Gull discusses the living conditions faced by Aboriginal people in the area which he describes as third or fourth world. Specifically he discusses water and sewer issues, fire protection, energy, social development, drug and alcohol abuse, and a lack of economic oppotunities and education. Gull also discusses trapping concerns, concerns with the justice system, problems with RCMP and Conservation Officers regarding game law enforcement, proposed hydro developments, and protection of burial sites.

File contains a presentation by Chief James Henderson and Steve Fobister relating to the negative effects of the Rainy Lake dam in Ontario, built between 1905 and 1909. Their First Nations fishing and hunting grounds were destroyed by flooding and they believe that proper compensation has never been given to their First Nations. The presenters also address the complete absence of telephone service on their First Nations, and call on the Commission to assist in negotiations with Bell Canada. Following the presentation is a brief question-and-answer session with the Commissioners.

File contains a presentation by Chief Jerry Attachie, Doig River First Nation. Attachie discusses his issues with resource companies, specifically forestry and oil companies, causing problems for his peoples trapping and hunting activities. Attachie also discusses concerns with education and housing. Following his presentation the assembled Commissioners discuss some of the issues raised with Attachie.

File contains a presentation by Chief Simon Lucas, Hesquiat Tribe Access to Sea Resources. Lucas discusses the relationship of his people with the ocean and the resources therein, as well as how it forms part of their worldview. He critiques contemporary Western views of resource usage, and discusses the importance of sea resources. Following the presentation is a discussion between Lucas and Commissioners Erasmus, Robinson, and Keitlah regarding sea issues.

File contains a presentation by Chief Walter Barry, Beniot's Cove Indian Band. Barry discusses his concerns regarding fisheries, employment, education, and cross cultural understanding. Following the presentation Berry discusses these issues with Commissioners Erasmus, Robinson, and Tony White.

File contains a presentation by Clem Chartier of the Metis Nation - Saskatchewan. Chartier relays the regrets of President Gerald Morin who was unable to attend the sitting, introduces some of the participants in attendance, then discusses Metis land title and land rights issues, hunting rights, economic concerns, self-government and self-determination, policy ideas, personal and collective healing, racism and discrimination, intergovernmental relations, and the Metis Nation Accord in order to "give a holistic view of our organization."

Morin discusses his own life experiences including the relocation of his people from Clear Lake to Turnor Lake by the government, fishing, hunting, and trapping issues. Following Morin's presentation Commissioner Dussault and discusses some of the issues raised with Morin.

File contains a presentation by Daniel Oweetaluktuk. Oweetaluktuk makes a brief statement (via translator) requesting funding to instruct youth "on how to go about in the land" and assistance from the Crown to make "the fur trade accepted."

File contains a presentation by Denny Grisdale, District No. 70 School Board. Grisdale discusses the trust and relationship between his School District and the Nuu-Chah-Nulth Tribal Council. He relates several anecdotes about the importance of First Nations language instruction, First Nations teaching approachs, and respect for First Nations culture in a more general sense. Grisdale then introduces the next presenter who is also from his school board, Donna Brett.

File contains a presentation by Deputy Minister Joe Hanly on behalf of Titus Alooloo, Minister of Renewable Resources for the Government of the Northwest Territories. Hanly discusses "Aboriginal people's need to use natural resources to sustain themselves," and the "involvement of Aboriginal people in resource management." Hanly discusses co-management agreements and how government can form relationships with Aboriginal peoples to effectively manage natural resources. Following the presentation the assembled Commissioners discuss some of the issues raised with Hanly.
