Also known as the "Red Paper". Written in response to the White Paper Policy, discusses the political and legal debates concerning the position of Aboriginal peoples in Canada.

Consists of minutes, transcripts, statements, correspondence/letters, submissions, and reports regarding the historical claim grievances of two First Nations who had 4,500 square miles of land seized to create the weapons range. Commissioners include: Harry S. LaForme, Daniel J. Bellegarde, and P.E. James Prentice. Historical note:
On 2 May 1885 Lieutenant Colonel William Otter was defeated by Poundmaker's war chief Fine-Day at the Battle of Cut Knife near Battleford, SK. A flying column of Canadian militia and army regulars was defeated by Poundmaker despite their use of a Gatling gun.
