Using data for Montreal on Aboriginal peoples' interaction with criminal justice system explores two central hypotheses: high rates of offending and recidivism/reoffending are related to over-reliance on use imprisonment compounded by lack of appropriate services and programing; and lack of targeted prevention approach which takes into account that more Aboriginal people fall into socioeconomic group most vulnerable to involvement in the system.

Sample consisted of 14 current or former workers between the ages of 19 and 34.
Discussion of causal factors for First Nations' social issues and looks at several models and steps needed for developing reforms in governance and economic success.
Argues that current governance practices are responsible for the widening gap between Aboriginal and non-Aboriginal communities, as measured by the Community Well-being Index (CWB). Scores are based on four factors: education, housing, labour force and income.
