Looks at the three points of law concerning the Supreme Court's Carcieri decision which concerned taking lands into trust for Indian tribes federally recognized in 1934 when the IRA (Indian Reorganizaiton Act) was passed.
Concludes that land skills continue to be transmitted most often from older to younger generations through observation and apprenticeship in the environment.
Results from consultation talks by the Department of Education with Indian/Alaskan Natives in response to 2009 presidential memorandum. Concerns were expressed regarding funding shortages and fragmentation of the systems providing education.
