Williams discusses the organizational structure of the Friendship Centre, its funding, the demographic situation in Kamloops, and some of the issues facing urban Aboriginal populations. Williams also makes a series of recommendations to the Commission with respect to Friendship Centres and urban Aboriginal concerns generally in the economic, social, and cultural spheres.
