Annual reference report on the demographic, social and economic conditions of First Nations people on and off-reserve. Topics include population, education, health and social conditions, housing, self-government and economic and labour force activity.
Identifies trends, reviews previous evaluation results, and looks at community housing plans, governance of First Nations programs, and housing authorities.

File contains an individual presentation by Peter Nakogee, via translator, believing that this Commission will be productive and will result in positive changes for Aboriginal peoples, as opposed to Commissions past. One area of concern lies with programs not being available to off-reserve individuals. Nakogee calls for funding for better housing on reserves and for fire protection and ambulance service in the Moosonee-James Bay area.
File contains a presentation by Clarence Fournier on behalf of the Beaver First Nation. Fournier discusses post-secondary education and the challenges which his people face in aquiring it including bureaucratic difficulties, and housing concerns. Following the presentation is a discussion between Fournier and Commissioners Dussault, Robinson, and Beaulieu on post-secondary education issues.

Deputy Chief Roger Bull, Jack Brightnose and Harry Ignace all spoke to the topic of social plights on the Reserve and conditions of the First Nations reserve community. Also contained are questions and comments from the assembled Commissioners.
File contains an individual presentation by Leo Marcellous. He states that the Aboriginal way of life has been lost due to colonization and compares the Ten Commandments to the four circles once taught to Aboriginals - 'I' (yourself), family, community and nation (all peoples). He states that elders speak of this time in the past where "the old way of our people, our forefathers, the way they used to think, the way their values were of life" would be essential in helping Aboriginal people to heal themselves. Following the presentation is a discussion with the Commissioners.

After welcoming the Commission to her community, Andersen discusses some of their concerns such as a lack of adequate community funding, water and sewer system problems, poor roads, fishery issues, policing, housing, and the need for land development.
