Description
Reports on process and results of consultations between officials from the Assembly of First Nations and Indigenous Services in the 17 months following the Memorandum of Understanding signed in July 2016. Five key issues were identified: insufficient transfers; insufficient and under-utilized revenue generation opportunities; inflexible and unpredictable funding arrangements; excessive administrative and reporting burdens; and excessive focus on compliance rather than results.

Examines the government's decision to move families to the High Arctic where they found conditions very different from their traditional territory, as well as its refusal to move them back at the of end two years as promised. Government claims it was done for humanitarian reasons, while others assert that it was carried out to establish sovereignty over the area.
Historical data based on 1981 Census. Looks at on-reserve elementary and secondary schooling, socio-economic factors influencing success, post-secondary education, educational attainment in adults, and Indian and Northern Affairs Canada's expenditures.
Looks at how province's first lieutenant-governor's attitudes about the land question continued to exert influence during two periods: the years following entry into Confederation (1871 to 1876) and during the era of postwar hydroelectric development using case studies from 1951 to 1989.
Describes the history of Canada's residential schools which were financed by the federal government, but largely run by various religious organizations.
Academic and grey literature review conducted on: key issues; principles and desired outcomes; recent historical programs and policies; program and policy recommendations; and international program and policy examples. Options were then examined to determine whether they aligned with principles and desired outcomes, as well as feasibility and viability in current social context.
