The project is a First Nations-owned and led electricity transmission initiative to eliminate reliance of diesel generation of power. Study looks at benefits to First Nations, whether it is a good use of government/public funding, overall rate of return from a societal perspective, and one-time and ongoing impacts.

Uses literature on environmental racism to frame case study of the Canadian government's inaction on the issue and provides overview of Indigenous-government relations to illustrate factors which have allowed this human rights violation. Argues that the current situation is a result of lack of government accountability and the country's colonial history.
Discusses discrepancies between what had been promised in the agreement and what was later published by the Canadian government, and the government's actions after it was signed. Focuses on education, fishing, hunting, mineral, forestry, and wild plant rights, assistance for agriculture, and self-government.
