Description
Looks at life expectancy, educational attainment and income between Indigenous and non-Indigenous populations to determine if the gap between socioeconomic and health status has improved or decreased between 1990 and 2000.

This sitting of the Commission contains presentations on a variety of subjects such as reserve infrastructure, education, health services, unemployment, land claims and self-government. File contains an individual presentation by Ernie Rickard that briefly discusses a number of issues, including education, justice, economic development on reserves, and self-government. He relates his experience when interviewing for a justice of the peace position with the Canadian government and how his interpretation of the job did not match the government's interpretation.
File contains an individual presentation by Peter Nakogee, via translator, believing that this Commission will be productive and will result in positive changes for Aboriginal peoples, as opposed to Commissions past. One area of concern lies with programs not being available to off-reserve individuals. Nakogee calls for funding for better housing on reserves and for fire protection and ambulance service in the Moosonee-James Bay area.
File contains a presentation by Bernice Cree, Chief, Fort McMurrary No. 468, First Nations. Cree gives an overview of her First Nation and its reserve including demography, economy, and some of the social issues it faces. Cree also comments on government policy regarding her First Nation.

He believes that young people do not learn from the wisdom of Elders and that the recent suicides on his First Nations are becoming "a full-time event in our villages" because of the lack of opportunities on Esquimalt Reserve. Following the presentation is a discussion with the Commissioners.

File contains a presentation by Mr. Gerard Webb, Federation of Newfoundland Indians. Webb discusses the history of the organization and its court and policy challenges with relation to the federal and provincial governments. Webb also discusses some of the socioeconomic issues facing his constituents such as housing and cultural concerns. The assembled Commissioners engage Mr. Webb in a conversation on some of the points raised. Following this the day's proceedings are adjourned with a Closing Prayer.
File contains a presentation by the Grand Falls Band, Exploits Native Band Council. Rosemary Francis Williams and Board of Directors, Ignatius Paul. Williams delivers the first half of the presentation which covers concerns facing the Band including recognition by the Federal and Provincial governments, justice concerns, financial concerns, self-governance, cultural concerns, and Indian Act concerns. Paul relates a personal story to highlight the treatment his people have received from government and to ask that their Aboriginal rights with regard to economic pursuits be recognized.

Sock discusses the effect of unemployment, lack of housing and social problems have on Aboriginal families on his home First Nation. Following the presentation is a discussion involving Harry Sock, Leon Sock and the Commissioners.
File contains a presentation by Kenneth Spence describing the negative effects of the 1975 relocation of South Indian Lake residents due to flooding by Manitoba Hydro. Spence requests that the Commissioners travel to Leaf Rapids to see the living conditions. Following the presentation is a discussion with the Commissioners.

Teya discusses health staffing concerns; alcoholism; the community's Concerned Persons Committee; suicide; running water, sewage, and basic infrastructure for Aboriginal people. Following the presentation Teya discusses some of the issues raised with the assembled Commissioners.
File contains a presentation by Norma Shorty, Kwanlin Dun First Nation. Shorty describes the history of the Kwanlin Dun First Nation, and its reserves in the Whitehorse area. Shorty suggests that since the government contributed to the destruction of traditional systems of Kwanlin Dun learning, it should contribute to rebuilding them. Following Shorty's presentation the assembled Commissioners discuss language, education, and rights issues with Shorty.
File contains a presentation by Ron Blinn that focuses on social issues on First Nations such as inadequate housing and water quality, the high cost of food, fire protection, health care, and youth crime and suicide. He invites the Commissioners to tour the Liard River First Nation to experience the way its residents live. Following the presentation is a discussion with the Commissioners.
File contains a presentation by Rita Campbell and Chief Greg Lucus of the Stephenville Crossing Indian Band. Campbell presents on the composition of the band, the need for federal recognition, employment problems, a lack of family services, housing concerns, hunting and fishing rights, linguistic and cultural concerns, health concerns, and self-governance. Following this Chief Greg Lucas discusses health and service issues with Commissioner Erasmus, then with Commissioner Robinson and Tony John, including post-secondary education concerns.
